HOF Game Refund Policy

CANTON, OH (WTAQ) - The Pro Football Hall of Fame has announced its refund policy for fans who purchased tickets to the canceled Hall of Fame game between the Green Bay Packers and Indianapolis Colts.

The Sunday night game was canceled due to problems with the playing field at Tom Benson Hall of Fame Stadium in Canton, Ohio.

Fans who bought tickets with a credit card will be automatically refunded. Those who paid with cash or a check will receive a refund check through the mail.

The Pro Football Hall of Fame's website says that all refunds will be processed Aug. 31.


Manitowoc Firm Announces Move

MANITOWOC, WI (WTAQ) - Manitowoc Company Inc. says they're moving its crawler crane manufacturing operations to Pennsylvania.

The Manitowoc-based company made that announcement Monday.

Company officials say the number of jobs affected by the change is not known. The transition is expected to begin in the fall and wrap up by the middle of 2017.

The move, officials say, is aimed at reducing costs and expanding margins.

"After a comprehensive analysis and review of our current manufacturing footprint, coupled with current market conditions, we believe this restructuring initiative will ensure that our business continues to meet and exceed the needs of our customers every day. We further recognize that this will have a personal impact on people who have been dedicated to Manitowoc. We thank them for their contributions to the achievements of our business, and are committed to treating them fairly and with respect throughout this process," said Barry Pennypacker, president and chief executive officer, The Manitowoc Company, Inc.

Manitowoc Company Inc. specializes in products for the food service and construction industries.

The company says it will maintain its corporate headquarters in Manitowoc.

Fatal Crash in Wabeno

WABENO, WI (WTAQ) - Officials say speed was a factor in a fatal crash in Forest County Monday.

According to sheriff's deputies, a 44-year-old Wabeno man slammed into a tree at 1:22 a.m. on State Highway 32 in Wabeno.

The victim died at the scene. His name has not been released.

 

Kaukauna Man Jailed for 6th OWI

GREEN BAY, WI (WTAQ) - A Kaukauna man is jailed on charges that he bit a Green Bay police officer while being arrested for his sixth OWI.

44-year-old David A. Fletcher is charged with 4 counts, felony battery to law enforcement officer, 6th offense OWI with general alcohol concentration enhancer, and two misdemeanor counts of obstructing an officer.

According to the criminal complaint, Green Bay police were investigating a crash at S. Ashland Avenue and W. Walnut Street around 11:30 p.m. on July 1. 

An officer was told by a witness that a drunk man just arrived at the Blackstone Restaurant. The man apparently just pulled in and was walking across the parking lot. 

Officers say he was, "stumbling and not able to walk in a straight line." The cops tried ordering him to stop, but the man ignored those commands.

That man, identified as David A. Fletcher, began to run southbound on W. Walnut Street. One of the officers caught up to Fletcher, wrapped his right arm around the right side of his body across his chest and took Fletcher to the ground.

Fletcher landed face down with one of the cops across his back, while the other officer's right arm still caught underneath Fletcher. At that time, the officer whose arm was pinned under Fletcher felt a sharp pain in his right wrist and saw the suspect biting his wrist. It took, "two focus strikes with his left hand to the defendant's face and mouth in an attempt to break his hand away."

The complaint states that the injured officer saw blood on his right wrist and went to the hospital to have it checked out.

A witness told police that, "This guy (Fletcher) is trying to drive and he's way too drunk." 

Fletcher was put into a squad car, where officers say it appeared he either passed out or was sleeping. During the transport to the hospital, officers say Fletcher, "attempted to slip the handcuffs around the front of him, but his hands got stuck behind his legs."

At the hospital, police say Fletcher refused to take part in the Horizontal Gaze Nystagmus Test and provide a breath test sample. Now inside the OWI processing room, Fletcher said many times that he, "Is a law student at Marquette University and degraded officers' police education." He also blurted out, "I'm being arrested for pulling into a breakfast spot...for scrambled eggs."

Around 1:30 a.m. on July 2, a lab assistant arrived and Fletcher refused to provide a blood sample. One officer asked Fletcher if there was anything he could say or do to get him to cooperate and Fletcher allegedly replied, "No," saying that officers, "Would have to pick him up."

So officers moved Fletcher to a cot and placed on his stomach. The blood draw was completed and then Fletcher was taken to the Brown County Jail. He's currently being held on $15,000 bond.

Fletcher was previously convicted of OWI five times dating back to 1998. If convicted of all charges, Fletcher faces more than 13 years in prison.

Expansion Plans Move Forward At Ameriquip

KIEL, WI (WTAQ) - A manufacturing company in Kiel made another step toward its goal of nearly tripling its workforce.

A celebration Monday kicked off the Amerequip's third expansion project in four years.

"It's a celebration of that continued growth, and the effort and hard work of our team members and our employees who were absolutely phenomenal in making this happen."

Amerequip is a manufacturing company that makes equipment for the landscape and agricultural markets. It first announced this series of expansions in 2011.

VanderZanden says in the last four years, the first two steps increased the facilities by more than 100,000 square feet, and improved operations.

"This final phase is bringing on our fabrication area, and adding on additional equipment, and collaborating all core competencies together."

Those core competencies are welding, paint, and assembly.

But VanderZanden says the best addition to the facility is more than 100 jobs-- growing from 150 team members to 260.

"It's been absolutely wonderful. We set out a vision back in 2011 to employ 400 by 2020."

Governor Scott Walker was there to participate in the ground-breaking ceremony.

"Having 400 employees right here in Kiel, of good paying, family supporting careers... that's really what we're trying to get all over the state, that focus on good paying careers."

Both the company and the state have big hopes for the future.

The third phase of the expansion is expected to be completed by May of next year.

Paying Attention To Hoaxes On Social Media

APPLETON, WI (WTAQ) - Appleton Police say they are on rumor patrol after a viral Facebook post about an abduction attempt turned out to be a hoax.

According to the Appleton Police Department the Facebook post was shared nearly 8,000 times in about a day.

A woman claimed she was approached by another woman at the Darboy Walmart in an abduction attempt.

In the post, the woman claimed an off duty police officer from Milwaukee prevented the abduction.

She also claimed she reported the incident to local police.

According to Appleton Police Sgt Dave Lund there was no such report.

"A lot of people did the right thing and turned to us and asked us if this was a legitimate story"

So police tracked down the woman who made the post and brought her to the station for an interview.

"They did admit that they did fabricate the story, that they really underestimated the power of social media,

Lund says the woman did not technically do anything illegal.....so she won't face any punishment.

However, he said it was important to get the to the bottom of the story and tell people the truth.

"We don't want to scare people. We don't want to legitimize stories that people have made up"

So, Lund says if you see a post like this to check with police before sharing any possibly false information.

"When in doubt give us a call or send us a message on our social media and we'll try to track that down".

UPDATE: De Pere Crash

DE PERE, WI (WTAQ) - A motorcycle driver has died following a crash in De Pere Tuesday morning.

According to police, a 32-year-old Green Bay man was driving his motorcycle north on Ashland Avenue and crashed into the side of a car crossing the northbound lanes of Ashland from Parkview Road.

The motorcycle driver, who wasn't wearing a helmet, was ejected from the bike and pronounced dead at the scene. The driver of the car, a 36-year-old De Pere man, was taken to the hospital for non-life threatening injuries.

The crash shut down part of Highway 32, near the I-41 exit ramp onto Ashland Avenue.

GREEN BAY, WI (WTAQ) - A Green Bay man is now thousands of dollars richer.

Michael Borremans purchased a $50,000 winning ticket in the Wednesday, July 27 Powerball drawing.

He bought the ticket at Oneida Street Express at 2031 South Oneida Street in Green Bay.

Powerball is played each Wednesday and Saturday.

Each ticket costs $2 to play.


Pilot Dies From Injuries in Crash

FOND DU LAC COUNTY, WI (WTAQ) - A pilot who crashed his plane last month at the Fond du Lac County Airport has died.

Officials say 78-year-old David Spencer died at ThedaCare Regional Medical Center-Neenah on Tuesday morning.

Spencer and 71-year-old Rafael Chaves crashed their small plane after attempting to return back to the airport due to a mechanical issue on July 28.

The men, who are from Santa Fe, New Mexico, were taken to hospitals.

The FAA continues to investigate the crash.

Burglary, Damage at School

OSHKOSH, WI (WTAQ) - Police in Oshkosh are investigating damage done to the inside of an elementary school from an apparent burglary.

It happened sometime between 8 p.m. Friday, August 5 and 9:30 a.m. Saturday, August 6 at Jacob Shapiro Elementary School. The address is 1050 W. 18th Avenue.

Officials say the inside of the building had damage and a few items were taken outside and left near the playground.

It's unknown at this time if anything was taken by the suspect or suspects.

Artstreet Grows Despite Construction

GREEN BAY, WI (WTAQ) - The 35th annual Artstreet is coming to downtown Green Bay in a little over two weeks.

The 3 day festival is Friday, August 26-28 2016 and will include paintings, pottery, jewelry and much more.

200 artists from around the country will be participating in the event.

Director Tina Quigley says although the event is losing Pine Street to the construction of Hotel Northland and the YMCA, they will be gaining so much more by expanding their children's area along Washington Street.

"The Children's Museum is going to take part in the event. We're also bringing on some other organizations like the YWCA. So, there's going to be just a host of new activities all free of course for kids of all ages."

Quigley says this street change will allow them to add more activities to the event that stretches about 8 city blocks.

"We are kind of upgrading, I guess if you will, our performing arts stage. The Nicolet Bank performing arts stage is going to be much bigger and more prominent and it's going to feature some really cool headlining entertainment; mostly, music, dance and theatrical performances."

Parking downtown is free on the weekends and Quigley suggests using parking ramps on Cherry Street and Pine Street.

There are still opportunities to volunteer at the event which include 2 1/2 to 4 hour shifts.

Free Women's Self-Defense Course

GREEN BAY, WI (WTAQ) - The YWCA Greater Green Bay is hosting a free women's self-defense course in honor of two woman who were killed in a domestic disturbance earlier this year.

Heesun "Sunny" and Sabrina Teague of Hobart were killed in June of 2016.

YWCA Director of Operations, Rhonda Fisher, says the S.U.N.N.Y Women’s Self Defense Course will be taught by one of Sunny's friends.

S.U.N.N.Y stands for Strong, Unarmed, Not intimidated, Never defenseless, because it’s Your body.

"The instructor, Susan Dutton, is teaching this class free of charge. So, we wanted to pass that along as well and offer this to women in the community."

Fisher says "Sunny" and Sabrina's friends wanted to something to honor their memory.

"Statistics show that 1 in 3 women have been victims of physical violence, rape or stalking by an intimate partner within their lifetime."

The course will take place on Thursdays from September 1st through November 10th from 6:00-7:30 p.m. at 230 S. Madison Street in Green Bay.

The class is limited to 50 students.

8th Congressional District Race

UNDATED (WTAQ) - One of the most high-profile races in Tuesday's primary election is in the 8th Congressional District.

Republicans Mike Gallagher, Frank Lasee and Terry McNulty are facing each other. The winner will face the lone Democrat Tom Nelson in the November general election.

Incumbent U.S. Rep. Reid Ribble chose not to run for re-election.

Payoff For Road Construction

GREEN BAY, WI (WTAQ) - Green Bay is considering a new way to pay for some road construction.

There's a plan before the city council to add a wheel tax. It would be paid on top of citizens' yearly vehicle registration.

Currently, property owners pay special assessments, to pay for road reconstruction. Those can cost tens of thousands of dollars.

Under state law, a wheel tax can cost up to $20 a year.

The city looked into how much a $10 and a $20 tax would generate for the city. The findings showed a possible $1.5 million and about $3 million, respectively.

The proposal went before the city's finance committee.

Ald. Barbara Dorff proposed it.

"I think we should all share that cost. And guess what? If you've had that assessment in the past and you're thinking, 'oh, how come, now it's going to be different?' Well, I believe people have a parent or child, or a best friend that then won't have to go through that"

No one spoke against the wheel tax at the meeting.

However, critics have said it's unfair to impose yet another tax for everyone.

They've also said the people paying for special assessments pay for reconstruction on the roads they own property on. So, in theory, critics say the people paying use the roads the most.

About a dozen communities in Wisconsin have wheel taxes. The City of Appleton recently instated a wheel tax to replace some special assessments.


Alleged Repeat Abuser Faces Trial

GREEN BAY, WI (WTAQ) - Green Bay police say a man beat a woman in front of her kids, then threatened the cop that took him to jail.

37-year-old Willie E. Pirtle Jr. is charged with five counts, including 3 felonies for substantial battery, false imprisonment and threat to a law enforcement officer. All 5 charges have repeater enhancers, while four also have domestic abuse repeater enhancers.

According to the criminal complaint, police were called about a physical disturbance in the 1000 block of Shawano Avenue on June 18. The call notes stated that a man was punching a woman.

Officers located the man who had left the Shawano Avenue address in the 100 block of S. Oak Street. That man, identified as Willie E. Pirtle, was arrested.

The victim told officers that Pirtle took their 2 common children to a party that afternoon. She heard that Pirtle had been drinking and their kids were running around outside after 10 p.m. 

The complaint reads that the victim called Pirtle to bring the kids back, "because she does not like when he drinks." Around 11:30 p.m., Pirtle arrived at her house with the kids.

While on the way to jail, Pirtle began yelling at the officer using expletives and racial epithets. He also allegedly threatened to kill the officers' family. Upon arrival at the jail, Pirtle continued to be uncooperative with staff.

According to online court records, Willie Pirtle Jr. was previously convicted of disorderly conduct-domestic abuse on December 4, 2014.

Pirtle is due back in Brown County court on September 12 for his final pre-trial hearing. A jury trial has been scheduled for September 14 and 15. If convicted on all counts, Pirtle faces more than 40 years in prison.

Skyline Change For Downtown Green Bay

GREEN BAY, WI (WTAQ) - Green Bay's Redevelopment Authority has approved a proposed two story, 71-unit apartment complex in the downtown.

It would sit on top of the ramp at the corners of Washington and Cherry Streets.

Kevin Vonck is the city's Economic Development Director...

"It's a parking ramp, it's a public amenity... it doesn't really generate any taxes. So, if we're able to get some private development in part of the mix, that's a win for the city."

Garritt Bader of Green Bay Real Estate Investments LLC is happy with Tuesday's vote.

"It's a great benefit financially to a city. We always stress that there's other bridges to be crossed...but this is the first big one to push the project forward."

If it's built, it would be the tallest residential building in Green Bay.

And the city said, it will provide views of the Leo Frigo bridge, the bay, downtown and Lambeau Field.

Highway Open After Crash Blocks SB I-41

WINNEBAGO COUNTY, WI (WTAQ) - All lanes of I-41 Southbound at Highway 114 are open now.

A semi carrying fuel overturned.  

The southbound lanes had been closed for hours and a detour was set up.

This is in the Neenah area.....but the subsequent backup was a nightmare for drivers during the morning commute.

No word or details of the crash or if anyone has been injured have been made available yet.

Classroom Expansion At NWTC

GREEN BAY, WI (WTAQ) - Students at Northeast Wisconsin Technical College will soon be able enjoy a brand new 94-thousand-square-foot state of the art building.

The college's Business Information Technology building is currently undergoing an 8.5-million-dollar renovation and expansion project.

It is being funded by money approved in a 2015 referendum.

Randy Smith, Dean of Business Information Technology, says students will be able to experience 21st century learning

“The instructor can be able to conduct a class with face to face students, but also be linked with students throughout the district, so they can be taking a class from their home."

Not only are the renovations going to help beautify the building, it's also going to provide collaborative ways for students to learn.

Julie Ebben-Matzke, Associate Dean of Business Information Technology, says n IT help desk will also be one of the new additions, which will allow for hands-on learning.

"Student ran help desk, that student ran help desk will be service learning, as well, and we will instill in our students the need for service learning beyond the classroom "

NWTC says phase one of the project, which includes the right wing of the building will be done by the start of Fall semester.

VA Clinic Rolls Out The Welcome Mat

GREEN BAY, WI (WTAQ) - The Milo C. Huempfner Outpatient Clinic in Green Bay honored veterans with a "Welcome Home" event.

The event is designed to do more than just thank veterans. It is also designed to help them adjust to life back home.

Reno Harju is an Iraq War veteran who served in the U.S. Army. He left the military in 2004 and says he had a hard adjusting to life back home.

"The transition back I guess is tough just because, day-to-day, while you're in the service, you know exactly what you're doing. There ain't no changing anything. You have a routine you stay with it. Coming back, it's hard just getting a full-time job and a family and stuff like that."

Isaac Armstrong knows a thing or two about adjusting to life after the military. He served in the U.S. Army and did two tours in Iraq. Now, he works with the VA, connecting fellow veterans with the services they need.

"It's such a shift coming back from combat to civilian life. The rules are different. Everything that meant so much to you there, you've lost a big part of that."

The annual welcome home event is designed to reach out to veterans, like Keith Harnois.

"It's a really good feeling to know there are people out there who are willing to help and care for the veterans"

Harju says he appreciates the recognition and the help getting connected with the services available at the VA.

"It's difficult to navigate through. It's a personal feat to get anywhere"

But he says it can be done. He adds veterans just need to know that help is out there.

The VA clinic in Green Bay is currently serving around 10,000 veterans. It is designed to eventually serve twice that number.
