Recount request for Pulaski school referendum withdrawn

PULASKI, WI (WTAQ) - The Pulaski school district resident who requested a recount for the recently passed referendum question has withdrawn that request.

A petition had been filed after all of the voters were certified on Monday.

During the April 2 election, voters approved spending more than $4.3 million on building maintenance and security upgrades. That passed by 8 votes. 

Three other referendum questions on the ballot failed.

The deadline to ask for a recount is Thursday.


Overnight shelter being opened in Appleton

APPLETON, WI (WTAQ) - An overnight shelter is being opened in Appleton by the American Red Cross for those dealing with the wintry blast.

The shelter is at Appleton North High School on North Ballard Road.

Trained responders and supplies are in order. 

The doors open at 5 p.m. The shelter will provide overnight accommodations, food and snacks.

Additional shelters in Paddock, Oshkosh and Waupaca are on standby.

Judge rules evidence collected at scene of fatal motorcycle crash can be used

FOND DU LAC, WI (WTAQ) - A Fond du Lac judge has ruled evidence collected after the scene of a double fatal motorcycle crash last May can be used against the defendant. 

Clinton Lovelace is accused of driving over the centerline on Highway 151 in Fond du Lac, and crashing into a dozen riders. 

Two members of the Muskegon Motorcycle Gang died. 

According to Fox 11, a judge ruled Wednesday that Lovelace’s clothes, cell phone and syringes examined by a sheriff's deputy at the hospital were properly handled and can be used during Lovelace's trial.

Authorities say Lovelace had drugs on him at the time of the crash. 

No trial date has been set for the case.

Police: Medical condition may have caused fatal Menasha crash

MENASHA, WI (WTAQ) - Police in Menasha say a medical condition may have caused a deadly crash.

Authorities say a 60-year-old Kaukauna man was found unconscious at the scene of a crash near Third and Racine streets around 11 p.m. Wednesday.

He later died at a local hospital. 

City of Menasha police say an autopsy will be done today to determine what happened. 

The other driver involved in the crash, a 61-year-old Neenah man sufferd minor injuries.

Green Bay consolidation not supported by Village of Howard

HOWARD, WI (WTAQ) - Interest in having a Green Bay regional metro government isn't something that's appealing to the Village of Howard.

Village President Burt McIntyre is setting the record straight.

“It's really sad and it's beyond frustrating,” McIntyre told FOX 11.

Three weeks ago, Green Bay Mayor Jim Schmitt announced at his annual state of the city address that he'd like to see surrounding communities under the same Green Bay name by 2025. Since then, McIntyre says he has been receiving phone calls and e-mails asking about the plan.

“That was really what tripped the trigger,” said McIntyre.

This week, McIntyre wrote a letter to residents saying Howard will not be included in Schmitt's plan as long as he is village president.

“I think there's always that fear that the big guy is going to gobble up the little guy and people are very concerned about that,” said McIntyre.

McIntyre says Schmitt's plan would raise costs for his residents, including property taxes. A FOX 11 Fact Check found in 2011 Howard charged $3.33 per $1,000 of property value, while Green Bay charged $8.80.  

McIntyre does say he supports exploring regional partnerships that would benefit all communities involved.

“There is no reason we can't sit down and talk and maintain who we are and yet take advantage of purchasing, take advantage of some infrastructure needs,” said McIntyre.

Howard isn't the first community to speak out against Schmitt's plan. Ashwaubenon Village President Mike Aubinger also told FOX 11 his community would be better off on its own.

One person arrested, another sought after Green Bay robbery

GREEN BAY, WI (WTAQ) - Police in Green Bay have arrested one person and are searching for another following a strong-armed robbery Thursday.

Authorities say it happened just before 10:30 a.m. in the 100 block of North Chestnut Street.

An elderly man was the victim.

Police say after a short foot chase they arrested a man for outstanding warrants.

Investigators are now asking the public to keep an eye out for a woman driving a black two-door Chevrolet Monte Carlo with Illinois license plates.

That vehicle was last seen traveling west from the 600 block of Dousman St.

Anyone with information is asked to call the Green Bay Police Department at (920) 448-3208.

Cleanup from ice storm continues in Appleton

APPLETON, WI (WTAQ) - Wednesday's spring ice storm did a lot of damage across the Fox Valley, causing emergency crews and residents to try and get back to normal on Thursday.

Paul Davis is one of many Appleton residents who braved the wind and rain to clean up his yard.

"I got six pine trees and there is two and a half left, yeah she's bad,” Davis told FOX 11.

Evidence of the storm can still be found all over the city. Streets around town have been blocked with debris.

Meanwhile, We Energies crews continued restoring power throughout the day. At one point a day earlier, more than 40,000 customers were without power throughout the Fox Valley.

"We got a break because we didn't get that second wave of freezing rain last night. That allowed the crews to work overnight and make some good progress,” Brian Manthey with We Energies told FOX 11.

While many remained stunned at just how bad the storm really was.

"I left yesterday morning and I didn't realize it was that bad until I got over by College Avenue over there and I saw this tree on top of a car and all of that,” said Dick Neubert, Appleton.

A storm officials say could take months to clean up completely.

While Emergency Management officials are still coordinating cleanup efforts around the city, they're also looking ahead to what Thursday night and Friday might bring.

"You have to have a really good crystal ball is the analogy I like to look at. What is right in front of you, what has happened that you are still dealing with but you also have to be able to look into the future,” said Outagamie County Emergency Management Director Julie Loeffelholz.

With the chance for more severe weather in the forecast, it's not a future many are looking forward to.

"If it is just snow and light winds, we shouldn't have any of that kind of intensity of damage and outages, but if we have that same repeat then we will be back out here again,” said Manthey.

"We're prepared; we are ready to pull people back and continue with some of the operations that we have already set in place,” said Loeffelholz.

Just in Outagamie County, the emergency communications center had received more than 1,400 calls by mid-morning Wednesday. And Appleton firefighters responded to nearly 300 calls and fought two storm related fires.

Oshkosh residents see ice shoves moving ashore

OSHKOSH, WI (WTAQ) - Ice shoves are back with a vengence on Lake Winnebago thanks to this week's spring ice storm.

High winds have led to an advisory being issued for people living along the lake's western shore. .

It was the first time David Beck of Oshkosh saw the ice shove ashore.

“Crunching, growling, it also sounded like wind chimes, as the ice breaks and comes down it sounds like a tinkle. It sounds kind of frightening, but cool.”

Phyllis Leach thought it was anything but cool.

“It was during the night and it was about 2-2:30 when I woke up. It scared the Billy-be-Jesus out of me, because I didn't know what was going on. I saw the piles of ice and everything here was covered with ice,” Phyllis Leach told FOX 11.

Warmer temperatures and high winds from the east have sent ice shoves on Lake Winnebago's western shore.

“It all depends what part sticks out the farthest, and that is going to get the most damage,” said Don Herman, Otter Street Fishing Club. “It can wreck boat houses, and everything else. It's close to some houses now.”

Those who make their living on this lake say the ice shove season has come quickly, and we might not be done with these giant blocks yet.

“It's getting pretty honey-combed, and it's going to push. I know there's going to be some 40 foot high ice shoves already,” said Herman.

Meanwhile people continue to monitor the slow-moving giants, and hope the damage is minimal.


Oneida tribal committee backs gasification plant

ONEIDA, WI (WTAQ) - Members of the Oneida Nation's Business Committee voted Thursday to continue supporting efforts to build a waste-to-energy facility.

Resolution 12-08-10-B lays out backing of a project to build a gasification facility which aims, "to generate about 4 to 10 megawatts of electricity for 3,000 to 5,000 residential homes to be sold to Wisconsin Public Service."

What the resolution doesn't say is specifically where this plant will be constructed.

The resolution says, "the Oneida Business Committee enthusiastically supports this project and will work with OSGC and Oneida Energy to help them realize the opportunity and to locate the facility on a site that is most desireable."

The Green Bay City Council revoked a conditional use permit for Oneida Seven Generations Corporation back in October for the plant on Hurlbut Street. The council felt OSGC lied about the nature of the project with regards to the existence of smokestacks and emissions. 

OSGC filed a lawsuit, but a Brown County judge ruled in favor of the city and its reasons for pulling the permit. 

Initial reports indicated that support among members of the Oneida Business Committee was dwindling. 

OSGC says it will appeal and has moved forward with a lawsuit seeking damages of more than $4 million. 

Woman arrested after major heroin bust in Berlin

BERLIN, WI (WTAQ) - Berlin police say they've arrested a 28-year-old woman in what's being dubbed a record heroin bust.

Authorities say it happened Thursday around 5:45 p.m. at 309 Webster Street.

Dana Johnannes-Chew was arrested after police found about 20 grams of heroin in her house. The street value of the drugs is estimated at $10,000.

Johannes-Chew was brought to the Green Lake County Jail.

Charges have yet to be filed.

Oshkosh crash injures one man, knocks out power to area

OSHKOSH, WI (WTAQ) - A part of Highway 45 near Oshkosh is back open Sunday following an overnight crash.

Authorities say it happened around 2.m. in the Township of Black Wolf.

Police say a 25-year-old man from Oshkosh hit a utility pole and was ejected from the vehicle. He was taken to the hospital with non-life threatening injuries.

About 1,200 people lost power after the crash. Power was restored around 5:45  a.m.

The crash is under investigation.

Union workers at Oshkosh Defense worry about uncertainty surrounding layoffs

OSHKOSH, WI (WTAQ) - Union workers at Oshkosh Defense are preparing for hundreds of layoffs coming this summer, but they're uncertain about exactly who will be given a pink slip.

Members of the United Auto Workers met in Oshkosh on Saturday.

"People are afraid of the unknown. And right now, we do not have which departments, plants, or shifts are going,” Andy Schaller, Vice President of the UAW Local 578, told FOX 11.

The gathering behind closed doors took on new meaning with impending layoffs.

"We care about our family members so much that we want to make sure that all resources available for them gets out,” said Local 578 president Joe Preisler.

Preisler says job counselors from the state Department of Workforce Development spoke to workers during the nearly three hour meeting.

“Major concerns right now are what is going on with any special assistance that might be out there for anybody. A lot of people are concerned with unemployment because we know the future of that is all over the place,” said Preisler.

On Tuesday, Oshkosh Defense explained the layoffs are a result of decreased production.

"Defense spending is returning to peace time levels. We're exiting Afghanistan. We've exited Iraq. Certainly that has an impact,” said Rod Weidemeier, Vice President of Human Resources for Oshkosh Defense.

Oshkosh Defense officials say 700 union hourly workers will be cut. 200 salaried positions will also go.

The company has not determined who will lose their jobs. And this waiting game has union members on edge.

"They want to know as soon as possible so they can get their affairs and their family prepped for what may come to be,” said Schaller.

"We'll know more as time goes on and we get more information. There are a lot of things unanswered yet and we're waiting for clarification on a lot of things,” said Preisler.

Oshkosh Defense says 2800 people will still have a job with the company after the layoffs. It is one of the city's largest employers.

Kewaunee store sells $4M lottery ticket

KEWAUNEE, WI (WTAQ) - A Wisconsin Lottery ticket sold in Kewaunee is worth $4 million.

According to a press release, the ticket matched all six winning numbers for Saturday's Megabucks drawing. It was sold at Lakeshore Lighthouse on Center Street.

The winner has 180 days from the drawing to claim the prize at the Lottery's headquarters in Madison. Once the winning ticket is validated by the Lottery, the winner will have up to 60 days to choose the $4 million annuity jackpot, or the jackpot's $2.9 million lump sum cash payment.

Saturday night's winning Megabucks numbers were 11, 16, 23, 27, 28 and 46.

Megabucks is a jackpot game played only in Wisconsin, with drawings every Wednesday and Saturday. The odds of winning the Megabucks jackpot are 1 in 7 million.   

The last Megabucks jackpot winner was Betty Christopherson of Oconomowoc. Christopherson won $6.3 million in the October 3, 2012, Megabucks drawing.

Green Bay Catholic Diocese receives allegation of abuse of a minor

GREEN BAY, WI (WTAQ) - An abuse of a minor allegation has been made against a retire priest in the Green Bay Catholic Diocese.

In a press release Saturday, the Dicoese says Father Justin N. Werner denies the allegation.

Officials say Father Werner has been temporarily restricted from performing any public ministry pending the outcome of a complete review. That includes an investigation by an independent professional investigator.

The Diocese says the abuse is alleged to have happened at St. Edward Parish in Mackville in the 1970s. Diocesan officials say they have notified Outagamie County authorities of the allegation following its mandatory reporting policy.

According to the Diocese, it is pastorally assisting both the person bringing the allegation and Father Werner.

Diocesan officials say they will have no further comment, because it is an ongoing investigation.

Green Bay police search for two suspects in armed robbery

GREEN BAY, WI (WTAQ) -  Police are looking for two men who allegedly robbed a gas station on Green Bay's east side overnight.

It happened around 3:20 a.m. Monday at the Mason Express on East Mason Street.

Officials say they showed a handgun and injured the gas station employee. That person suffered minor injuries.

The suspects did get away with money.

Police are looking for two men. 

Suspect 1:

African American man, 6'2", 180 lbs., wearing a blue hoodie, blue jeans white tennis shoes.

Suspect 2:

African American man, 6", 200 lbs., wearing a dark fleece, blue jeans and tan work boots.

Fire displaces 7 people in Green Bay

GREEN BAY, WI (WTAQ) - A fire on Green Bay's east side leaves seven people out of a home.

The blaze happened in the 1400 block of Crooks Street around 10 a.m. Sunday.

Authorities say they believe candles in a second floor bedroom sparked the fire.

Officials say the fire caused an estimated $20,000 in damage.

Berlin police investigate suspicious death

BERLIN, WI (WTAQ) - Police in Berlin are investigating a suspicious death as a homicide.

A man's body was found near a dumpster at The City Inn Bar and Grill on Berlin's west side.

Authorities say it's a white male in his early 40s. The name hasn't been released.

Investigators have not said much else about the case.

Six Wisconsin places added to "Bird Cities" list

EGG HARBOR, WI (WTAQ) - Wisconsin now has 66 “Bird Cities.”

Those places are recognized for their efforts to improve their bird habitat, limit hazards, manage wooded areas, and teach residents about the importance of caring for birds.

The six latest Bird Cities are Fitchburg, Shorewood, Sheboygan, Egg Harbor, Menomonie, and Ashland.

The Milwaukee Audubon Society started the “Bird City Wisconsin” program in 2010.

Prison time ordered for Devon Helmrath in Darboy park stabbing

CHILTON, WI (WTAQ) - An Appleton teen has learned his fate for stabbing a man at Darboy Community Park.

18-year-old Devon Helmrath was sentenced Monday to 7-and-a-half years in prison, followed by five years extended supervision. The judge also ordered him to pay $3,180 in restitution.

Helmrath was convicted of stabbing the 73-year-old man in the Town of Harrison last July.

The victim was out for a walk when Helmrath asked him to help find a cell phone in the woods. That's when Helmrath stabbed the man. The victim got away and called for help.

 

Little Chute woman pleads not guilty to causing fatal crash

APPLETON, WI (WTAQ) - A Fox Valley woman has pled not guilty to a charge of homicide by negligent use of a motor vehicle.

19-year-old PaKou Xiong of Little Chute allegedly hit Jim Weiss with her car while Weiss was riding his bicycle east on Kimberly Avenue early on July 28.

The 46-year-old Weiss died of his injuries nine days later.

In January, the Outagamie County District Attorney charged Xiong. It's believed Xiong was texting when she struck Weiss.

A jury trial is scheduled for July 9th.
