Police: Man Accused of Holding Woman Captive for 6 Days

ASHWAUBENON, WI (WTAQ) - Authorities say a 24-year-old Ashwaubenon man is behind bars after a woman claims he held her against her will for six days, repeatedly sexually and physically assaulting her.

According to Ashwaubenon Public Safety, the 26-year-old woman contacted the department Tuesday. She says she went to the man's apartment in the 2100 block of Carstensen Lane last Wednesday to talk to the man. The couple has a child together, according to police.

The woman claims the man took her phone, started reading messages on it and punched her in the face. She says while she was being held against her will, the man stabbed her in the arm with a hunting knife along with sexually assaulting her. He also broke her phone during that time.

The alleged victim says the ordeal ended on Monday, but investigators have not said how or why.

The man was jailed on a probation violation. Police are recommending charges of substantial battery, second-degree sexual assault, first-degree recklessly endangering safety, false imprisonment and disorderly conduct.

Jail records indicate the man's name is Michael A. Ferguson.


"Love Here, Live Here" Campaign Kickoff

GREEN BAY, WI (WTAQ) - A downtown Green Bay organization is getting ready to launch an initiative to help revitalize housing in the Broadway District.

On Broadway Inc. is kicking off the "Love Here, Live Here" campaign at Wednesday's farmers market.

Executive Director Brian Johnson says they hope to improve the housing stock within the district.

"It's really about looking at these property owners and saying hey, how can we be partners in this, and how can we help you by connecting you to the things that will allow you to make improvements to your property."

The first phase of the campaign is targeting 90 properties. Around 25 of those property owners have already showed interest in either selling or being contacted to secure funding for improvements.

The program will expand throughout the remainder of the district which spans from the river to Ashland Ave.

Apartment Fire in Manitowoc

MANITOWOC, WI (WTAQ) - A fire at an apartment building sent one person to the hospital Wednesday morning.

The Manitowoc Fire Rescue Department says a fire alarm went off around 7:45 a.m. at an eight-family apartment building in the 1400 block of N. 9th Street. When firefighters arrived, they saw smoke coming from a first-floor apartment.

The occupant of the apartment, who had gotten out safely, told firefighters she was cooking breakfast on the stove when the fire started.

She was taken to the hospital for evaluation after being exposed to smoke. The apartment manager was also exposed to smoke and was evaluated at the scene by paramedics.

Damage was limited to the stove and cabinets above.

The fire is still being investigated, but firefighters say it was likely accidental.

Firefighters remind people to never leave food unattended on the stove.

Manitowoc Manufacturer to Close this Summer

MANITOWOC, WI (WTAQ) - More than 60 people will be out of a job when a Manitowoc manufacturer closes.

Groz-Beckert Group, the parent company of Foster Needle, says it plans to close Foster Needle by the end of June 2017. Plans call for manufacturing to end on July 31, with the company completely shut down next June 30.

Foster Needle makes needles for felt products. 

"This was a difficult decision," Miroslav Svejda, Senior Vice President of Groz-Beckert, said in a news release. "But competition has intensified and the market growth dropped significantly in recent years. While we will be closing the doors permanently, we have respect and gratitude for the work that has been carried out at this facility."

Groz-Beckert says 52 employees will be affected by the manufaturing shutdown next month. They will contiue to receive their regular pay and benefits until July 31 and will be offered severance packages. Between July and December, 10 more people will lose their jobs; they will also be offered severance packages. Two more employees will be kept on for part of 2017.

Foster Needle says it operated in Manitowoc for 60 years.

More Charges Filed Against Alleged Flasher

ASHWAUBENON, WI (WTAQ) - More charges will be filed against a New London man accused of exposing himself to a child last week.

Ashwaubenon Public Safety officers arrested 60-year-old Randolph Lill back on May 23. Officers say a girl told them that Lill exposed his genitals to her while she was inside a restaurant.

Now, officials say they're able to connect Lill to 2 other Ashwaubenon cases.

One of the cases was reopened after the victim of a September 28, 2015 case called authorities reporting Lill was the one who exposed himself to her at a different Ashwaubenon restaurant.

The second case dates back to July 2014. A woman came forward to authorities saying Lill exposed himself to her and her daughters at yet a different Ashwaubenon restaurant.

A charge of lewd and lascivious behavior as a repeater, along with another count of lewd and lascivious behavior has been added by the Brown County District Attorney's office.

Lill remains in the Brown County Jail and is due back in court June 9.

Patrols Ramped Up on "Blue Day"

UNDATED (WTAQ) - Expect to see increased law enforcement around Northeast Wisconsin Thursday as the State Patrol debuts "Blue Day."

It's a day where they will focus on the safety of motorists.

Lt. Ryan Chaffee says they will look for a variety of violations as summer tends to be the most deadly driving season.

"Speeding violations, safety belt violations, distracted driving, intoxicated driving, following too closely, those types of things that we are seeing as contributing factors in these injury and fatality crashes."

There will be increased enforcement in 11 counties including Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan and Winnebago.

"We're going to have an aircraft up Thursday patrolling over I-41 in Outagamie County. That will take place, I believe, from 9:30 a.m. until 1:30 p.m," says Chaffee.

Officials hope that this day will help them reach their goal of having zero deaths on Wisconsin roads throughout the year.

They hope to have another "Blue Day" in the upcoming months.

Ten different cancer organizations shared the money raised in 2015:

Manitowoc PD Investigates Stabbing

MANITOWOC, WI (WTAQ) - Police say they were called to a home on the city's south side around 6:30 p.m. Wednesday for a domestic dispute.

A man was found with a stab wound to the leg. He was taken to a hospital, treated and released into police custody.

He is being held on an unrelated warrant.

A female was taken into custody for the stabbing.

She faces charges of injury be negligent handling of a dangerous weapon.


Neighbors Complain Popular Park Is Going To Pot

LEDGEVIEW, WI (WTAQ) - A popular Brown County park is getting some attention after mounting complaints about some of the activities going on there.

The warm weather brings many visitors to Fonferek Glen in Ledgeview.

It's a beautiful Brown County park....but county officials are trying to crack down on safety violations and illegal activity there....things like underage drinking and pot.

It's an issue Matt Kriese, Brown County Assistant Parks Director, say they're trying to deal with.

"we're not goiung to put up with any illegal activity at the park, and that message is going spread quick"

Neighbors, like Sandi Corrigan, complain the park has become a party spot for kids.

I think it's turning into a kind of party spot...kids, up to no good"

Some want a sheriff's deputy assigned to the park fulltime during the summer.

County Supervisor Pat Evans is sympathetic to their concerens....but is reluctant to go that far.

"once you say 'Let's put a sheriff deputy at Fonferek's it's 'Hey, you need a sheriff deputy over here, we need one over here." just really inefficient use of taxpayer dollars."

The county is also working on other improvements to the area.

It added nearly 50 new parking spots.

And it's installing an electronic gate to help keep people out after-hours.

Is The Farmer's Market On Broadway Too Popular ?

GREEN BAY, WI (WTAQ) - The Farmers' Market on Broadway kicked off its 13th season Wednesday, but not all the vendors were welcomed back from previous years.

On Broadway, Inc. cut the number of vendors by 18 percent from last year.

Ahnna Dexter is a project manager for On Broadway.

"The past few years it's been very, very congested. "We wanted to give people an opportunity to walk around to really be able to mingle, walk on the sidewalk, and if they want to obviously visit the Broadway businesses."

The walkability and providing more exposure for the district's businesses were the main factors.

Some of the district's businesses also requested the reduction.

The market had about 300 vendor applicants, so it turned away about half of that number.

The market runs from 3 to 8 p.m. It takes place every Wednesday from now until October 5th.

Winnebago Co. Deputies Armed with Narcan

OSHKOSH, WI (WTAQ) - In the ongoing battle against opioid overdoses, sheriff's deputies in Winnebago County are now equipped with the antidote Narcan.

In a statement Thursday, the sheriff's office says they've entered into a written agreement with a local doctor, and has trained deputies in administering a single dose mucosal-nasal spray in situations where they believe a person is overdosing. Also, deputies have been trained to ensure the patient gets follow-up medical care.

"Heroin is devastating to users, their families, their friends and to communities," Sheriff John Matz said in a news release. "Our deputies have been to many overdose situations and have seen these devastating effects firsthand. By equipping our deputies with Narcan (brand naloxone), they have one more tool in their tool belt to potentially help families in saving their loved ones."

The sheriff's office says deputies who work in the jail also have access to naloxone.

Since the sheriff's office is the only law enforcement agency in Winnebago County to have naloxone, deputies who have assignments outside the sheriff's office have also been issued individual doses.

"Bridging Wellness" For Local Cancer Patients

GREEN BAY, WI (WTAQ) - Sunday, June 5 is National Cancer Survivor Day and the passage from diagnosis to survivorship can be difficult transition.

HSHS St. Vincent Hospital Regional Cancer Center in Green Bay wants to make that transition easier with a special program called "Bridge to Wellness."

Program coordinator Megan Pfarr says the classes cover a lot of ground.

"We advise them on the right nutrition, the amount of safe exercise they can participate in, and different options of exercise that would be appropriate for them based on what they're going through."

This program is different than just joining a gym and watching their diet. It provides expert supervision and advice.

"Our dietitian from the cancer center advises in this class. She's there every week and every session. So, she has individual contact with the people and participants and talks to them about their individual goals but then she also gives presentations throughout the entire process," says Pfarr.

The program's personal trainer is also cancer-exercise trained.

The next session starts June 20th at Western Racquet and Fitness Club in Green Bay with participants capped at 15.

"The survivors get a membership during the 10 week program, 2 hours twice a week in the evening and during the duration of the entire program you have access to the facility as if you were a regular member."

The cost of the program is $100 dollars per person.

Tuinstra Gets Life in Prison, No Parole in Double Murder

GREEN LAKE, WI (WTAQ) - A man convicted of killing his estranged wife and the man she was seeing in 2014 was sentenced Thursday to life in prison without the possibility of parole.

35-year-old Nicholas Tuinstra was convicted in February of killing Melissa Tuinstra and Justin Daniels. Melissa Tuinstra and Daniels had been dating for a couple of weeks when they were shot to death in Berlin on September 27 that year.

Melissa Tuinstra had recently filed for divorce. 

Following a short recess for shouting expletives, Tuinstra was allowed to return to the courtroom in Green Lake County. He faces two mandatory life prison terms, with the judge deciding if Tuinstra will be eligible for parole and when.

Family members and friends of Melissa Tuinstra and Daniels addressed the court prior to sentencing.

Douglass Detrie Court Hearing Delayed Again

GREEN BAY, WI (WTAQ) - The Ledgeview man accused of killing his girlfriend and dumping her body in a Bellevue field was briefly in court Thursday afternoon.

34-year-old Douglass Detrie is being held on a $1 million bond for the murder of Nicole VanderHeyden.

Brown County District Attorney David Lasee said he's was not ready to file a criminal complaint.

Detrie's attorney was able to seal the probable cause statement.

"Our concern is obviously that in the event that there are other suspects out there, we don't want them to be able to see what's statement and possibly hamper the investigation," say Emily Lonergan.

Detrie's next court date was set for June 10 at 2:30 p.m.

The case is still under investigation.

VanderHeyden's body was found on May 21 in a field off of Hoffman Road, about 3 miles from the couple's home in Ledgeview.

In court last week, prosecutors said the couple had an argument the night before VanderHeyden's body was found. Court arguments indicated investigators believe VanderHeyden was strangled and beaten.

Detrie was arrested on May 23rd after Brown County Sheriff's deputies searched the couple's home.

Prosecutors indicated in court that deputies found blood outside the home, blood inside VanderHeyden's vehicle, and a foot print on her body, which they say appears to match a pair of Air Jordan shoes found in Detrie's home.

Brown County District Attorney David Lasee said last week that he was waiting for state crime lab results before charging Detrie.

Chong Lee Gets Life in Prison for Appleton Killing

APPLETON, WI (WTAQ) - A man convicted in a fatal nightclub shooting in December 2013 has been sentenced to life in prison.

30-year-old Chong Lee was convicted of killing 25-year-old Joshua Richards at the Luna Lounge in downtown Appleton in March.

During his sentencing hearing Thursday, the judge granted Lee parole eligibility after 30 years.

Lee also spoke in court through tears and the judge added that no decision he could make can ease the pain for Richards' family.

Prosecutors had sought life in prison without the possibility of parole.

 

 


"Because I Love You": New Details In Ferguson Case

ASHWAUBENON, WI (WTAQ) - An Ashwaubenon man was formally charged Thursday after being accused of holding the mother of his child against her will for six days while sexually and physically assaulting her.

25-year-old Michael Ferguson was charged with seven counts - 3 counts of second-degree sexual assault, two counts of battery, one count of recklessly endangering safety, and one count of false imprisonment - for the incidents at an apartment complex in the 2100 block of Carstensen Lane.

Ashwaubenon Public Safety says the 26-year-old woman came to them Tuesday, May 31 describing what happened at Ferguson’s apartment.

According to the criminal complaint, the victim states that Ferguson contacted her through a friend on Wednesday, May 25. His probation agent prohibited him from having contact with her. The friend told the victim that Ferguson wanted to meet her at the bus station and then go to his house. The victim agreed and they met at the station on University Avenue and went back to his apartment.

Ferguson later asked to see the victim's phone, looked through messages and noticed messages from the victim's guy friends. Ferguson became angry and punched her in the face. She punched him back and Ferguson assaulted her more. After the incident, Ferguson took her phone into the kitchen and broke it. She said that she was stabbed in the arm with a hunting knife.

The victim says Ferguson continued to physically and sexually assaulted her many times, over the six days. At one point she asked him, "Why do you want to hurt me?" and Ferguson replied, "Because I love you."

On Monday, May 30, Ferguson left to go to the store with his mom and told the victim not to leave the home. He took her purse and keys with him. She later left and walked to a friend's house. The next day she went to the hospital. Shortly after, officials obtained the victim's hospital records.

Based on the information the victim gave police, a search warrant was executed on Ferguson's apartment.

The investigator noticed numerous spots of what appeared to be blood. Ferguson denied having any knives, besides a butter knife, and denied stabbing the victim. He said the blood in the apartment must be from when the victim stubbed her toe back in March.

After looking in the apartment complex dumpster, authorities found two clear bags of garbage containing some bloody evidence.

Ferguson faces life in prison if convicted on all counts. He's currently in the Brown County Jail on $25,000 bond.

Gang Member Charged with Selling Drugs, Sex Assault

GREEN BAY, WI (WTAQ) - A local gang member will enter a plea Monday to a half-dozen charges in connection with being an alleged drug dealer.

29-year-old Kyle R. Rosa is charged with five felonies, including second-degree sexual assault, maintaining a drug trafficking place and possession of a firearm as a convicted felon.

According to the criminal complaint, Green Bay police conducted a high-risk traffic stop of a vehicle in which Rosa was driving on May 19.

Officers conducting the stop spotted Rosa driving a car which made a sudden stop on the side of the road not initiated by them. The cops immediately ordered Rosa and a passenger to show their hands outside of the windows.

As officers approached, the passenger kept dropping his hands towards his waistband. He allegedly refused commands initially, but got him to the ground and in handcuffs. One of the cops searched his front waist area and a small black handgun was found.

Rosa was taken into custody without incident. His mom arrived at the police station to speak with officers, upset that Rosa had gotten himself into trouble. She told cops that she, "Knows he's in a gang because of his tattoos." The mom added that she doesn't know anything about any drug use that goes on in her house and the car he was driving she bought for him.

The mom allegedly told officers that Kyle lives in the house with her and that, "The only guy she knew Kyle had was a shotgun that he was out on bond for from a previous case." She apparently isn't aware of any other guns or drugs inside the house.

Authorities were then told by Rosa's mom that back on April 27, there was a girl standing in the hallway of her home who told her she needed to get her friend. The mom went downstairs to Rosa's bedroom where she found a girl lying nearly naked and asleep. Rosa was next to her fully clothed. 

Rosa woke up as his mom attempted to wake the girl up, and he said he would take her where she needed to be. The girl eventually got her things, pulled up her dress and left.

Investigators also interview Rosa's live-in girlfriend, who allegedly admitted to being a meth user since October 2015. According to the complaint, she, "Was first introduced to methamphetamine when she was tricked into snorting it." Rosa's girlfriend claims that she used to use cocaine, but replaced it with meth which she smokes every morning and afternoon.

Rosa's girlfriend told police that she's unemployed, "But pulls retail thefts or she will borrow from friends and family. She spends approximately $50 for a bag of meth and she stated she does not use any other narcotics."

During a search of Rosa's home, investigators found the following items:

  • A black Cobra .380 caliber handgun in the kitchen with a magazine that had five 30-caliber bullets inside of it along with one bullet in the chamber.
  • A Blackhawk holster
  • An open box containing a clear plastic gem bag with a white crystal like substance. It weighed about 3.36 grams and tested positive for methamphetamine
  • A Ruger .22 caliber rifle containing a magazine with 25 rounds inside and one round in the chamber.
  • A pink pouch containing a small gem bag with black and gold skulls on it. Inside was a crystal like substance. It weighed about 0.03 grams and tested positive for meth.
  • A bundle of unused black gem bags
  • Four .25 caliber bullets standing up in the center of a dresser
  • Three 12 gauge shotgun shells
  • 25 rounds of .380 caliber ammunition in a 50 round box
  • 26 rounds of .25 caliber ammunition in a 50 round box
  • 88 rounds of .22 caliber ammunition in a 100 round box
  • A black leather vest with patches on it. It coincides with an outlaw biker style vest commonly worn by the Latin Kings
  • A clear vial with a black lid and the writing of 32.60 and a white crystal powder residue inside of it
  • A small silver scale
  • A bundle of clear plastic gem bags
  • A gem bag with pandas on it containing several unused cellophane bags
  • A portion of a white and red straw that had been cut off with residue inside of it
  • A plastic bag containing alcohol pads, elastic bands, small needles
  • A backpack containing a digital scale with trace amounts of a white substance on it, 2 pink straws with residue inside of it, a small gem bag with a white crystal residue inside, several clear plastic gem bags. One of those contained 0.29 grams of a green leafy substance which later tested positive for the presence of THC.

Meantime, investigators were checking into an alleged complaint of sexual assault by Rosa on a woman filed on May 13. 

The victim, per the complaint, told police that she first met Rosa (who also goes by the street name "Doja") in March. She added that she believed that Rosa was a, "High ranking Latin King."

She told authorities that she had been smoking meth since February or March. Her previous meth dealer had been arrested, so she began getting meth from Rosa. Rosa allegedly asked her to sell meth for him, which she declined. However, she admitted to her and a friend stealing items like electronics and cologne and reselling them to pay Rosa or exchange for meth.

The victim allegedly went to Rosa's home, and that his mom was sleeping in the basement at the time. Also home with Rosa then was an older man and a younger man who appeared to be a teenager.

She told police that her and Rosa smoked meth together. After she went into the bathroom, Rosa, "Came in and brought her the meth she had bought from him." It was about 1 gram of meth, in which she allegedly gave Rosa a $146 gift card.

Investigators were told then that she injected the meth and started not feeling good. She wanted to get away from the older man in the living room who was talking to her, so Rosa took her downstairs into his bedroom. 

The complaint states that she allegedly laid down on his bed and told him, "Thank you for taking care of me." He told her, "I got you. You're good." That allegedly was the last thing she remembers.

She allegedly woke up later to Rosa's mom waking her up. His mom was holding her clothes and told her she needed to go. It was at this point, the victim believed she had sex. She told authorities that she remembers not being able to make Rosa stop, "Because she could not talk due to the meth she had used." The victim later found out that if you, "Use too much meth it makes you fall asleep and has the opposite effect."

Authorities interviewed Rosa, who admitted knowing the alleged assault victim. He told them he remembers having sex with her about a month ago, "However indicated it was consensual."

Rosa claims that he has known the girl found about a month-and-a-half, that he previously smoked meth with her about 6 or 7 times and she doesn't like to smoke it and typically shoots it.

Officers were told by Rosa that she came over to his house to sell him a gift card. They allegedly smoked meth together and then she, "Shot up some more meth she had brought with her." Afterward, Rosa claims that she began coming on to him and went downstairs with her to have sex.

The next morning, Rosa told officers that her friend showed up to take her to meet her parole officer. He claims to only have had sex with her once, but that he didn't want a relationship so he ended things.

Rosa had told investigators that he never sold meth to the alleged victim, but earlier in the same interview he was asked about if he had ever sold to her, Rosa replied, "Mm hmm." When asked if it took place at his house, Rosa stated, "Ya, she used to come over and chill."

The interview also covered why Rosa had so many guns and drugs in his home. He told officers that he, "Keeps the gun for protection because he is affiliated with the Latin Kings and doesn't have the gun because he sells drugs." 

Rosa also stated that he rides around armed because he heard someone's cousin had put an "S.O.S." on him. That means "Shoot On Site" or "Smash On Site". He also claims images of him holding 3 guns on his Facebook page under the name "Charlie Brown" was done, "As a joke and was trying to be cool."

Kyle R. Rosa has previous arrests for carrying a concealed weapon, battery, eluding, taking hostages without harm, possession of THC and possession of a firearm. On January 12, 2016, Rosa was charged with possess firearm by a felon, possess short barreled shotgun and endangering safety by use of a dangerous weapon. He also was previously convicted of felony possession with intent to deliver THC in Milwaukee County.

Rosa returns to Brown County Circuit Court on June 13 for his arraignment. If convicted of all these counts, Rosa faces over 60 years in prison.

Democrats Invade Green Bay For State Convention

ASHWAUBENON, WI (WTAQ) - Wisconsin Democrats are meeting in Green Bay for their annual convention.

U.S. Senate candidate Russ Feingold will be one of the featured speakers.  He's trying to win back his old seat from Republican Ron Johnson

And while they’ll be highlighting their own candidates, they’ll also definitely be talking about Donald Trump.

State party chair Martha Laning says beating the presumptive Republican nominee for President will get a lot of attention..

“Donald Trump is an entertainer and a con, and not someone who should be in the oval office. It is such a risk”

House Speaker Paul Ryan has now endorsed Trump — but Laning is betting rank-and-file Republicans won’t, citing his failure in the April primary.

“He lost miserably here in the state of Wisconsin, because Wisconsinites know Donald Trump is not a leader”

The convention begins this evening (Friday) and wraps up Saturday, at the Radisson Hotel & Conference Center in Green Bay.

Wisconsin Republicans held their state convention in downtown Green Bay last month.

National Gun Violence Awareness Day Brings Out Big Crowds

APLETON, WI (WTAQ) - Rallies were held across the country Thursday as part of "National Gun-Violence Awareness Day."

One of those rallies was held in Appleton with people decked out in orange as a show of support.

Charles Branstron, a pro-gun supporter, says guns are not the problem, it's the people holding the guns that are.

"think guns can be like anything else, they can be used correctly and incorrectly"

But backers of the "Wear Orange" movement, like Charles Mark, say the rally isn't about making stricter gun-control laws, but keeping guns out the hands of the wrong people.

"I don't know that we necessarily need tougher gun control laws, until you get to the point of who has access to them"

More than a dozen people marched downtown Appleton as part of the "Wear Orange" movement. Across the country more than 180 events were planned.

Investigation Begins into 2 Armed Robberies

WINNEBAGO COUNTY, WI (WTAQ) - Authorities are investigating a pair of armed robberies overnight in Winnebago County.

Police in Fox Crossing say one took place just after 10 p.m. at the BB Convenience Center, 2675 American Drive. A masked robber walked into the store with a handgun and took some cash.

The suspect ran away and while a police dog was used to search the area, officers could not locate the robber. Some items taken from the store were found.

Police describe the suspect as a 5'11" to 6'0" tall man, possibly black, with a skinny build. He was wearing all black with a black cloth mask.

Then a second armed robbery took place around 10:45 p.m. near the intersection of Highways II and O in the Town of Neenah. Winnebago County Sheriff's deputies say a man with baggy clothes showed a silver handgun and stole some blue money bags.

It is unknown whether the robberies are related.
