May Recognized as Mental Health Awareness Month

GREEN BAY, WI (WTAQ) - Nationwide people are recognizing May as Mental Health Awareness Month.

Here in Green Bay, the issue of mental health continues to grow. A prime example of that is Wellspring, a daytime drop in center for women.

"One woman talks to the next woman about here's a good safe place," says Wellspring Program Supervisor Jane Jordan. "That you can gain that understanding and support that you need to deal with the life issues that are creating the mental distress."

During the last 5 years, Wellspring has had a 41 percent increase in the number of women who use its services. Guests may participate in personal healing/growth programs, connect with other women, learn about resources in the community or share their gifts with other guests.

The program of Wellspring is run by Lutheran Social Services of Wisconsin and Upper Michigan, who offer a number of services to those in the community who may be struggling with mental health conditions, homelessness, or another type of crisis.

For Jordan, May is the month to shine that light on mental health issues.

"It's understanding that it's as important to deal with our mental health as it is our physical health," Jordan explains. "When we think about someone breaking their leg, people rally around that person. They go see the doctor, they get medicine that might be needed, friends and family help out that person. Well, people experiencing a mental health challenge, that person needs the same care and understanding."

According to the Substance Abuse and Mental Health Services Administration (SAMHSA), nearly 1 in 5 Americans suffers from a mental illness each year. That's about 42.5 million Americans who endure conditions such as depression, bipolar disorder or schizophrenia. Also, approximately 9.3 million adults experience "serious mental illness" -- which is their condition impedes day-to-day activities like going to work.

"It is May that is the reminder that recovery mentally is no different than recovering physically," Jordan says. "A person may need some medicine to assist in fixing the brain chemicals if things aren't working correctly. You need good friends, family members, or a professional therapist to talk through what's happening to gain the understanding, skills and tools to move through the mental recovery."

NATIONAL AWARENESS CAMPAIGN

Mental Health America is marking 2016's version of Mental Health Awareness Month with the theme "Life with a Mental Illness".

According to its website, that means asking people to share what life with a mental illness feels like for them in words, pictures and video by tagging their social media posts with #mentalillnessfeelslike (or submitting to MHA anonymously). Posts will be collected and displayed at mentalhealthamerica.net/feelslike.

Posting with the hashtag will allow people to speak up about their own experiences, to share their point of view with individuals who may be struggling to explain what they are going through—and help others figure out if they too are showing signs of a mental illness.

Sharing is the key to breaking down negative attitudes and misperceptions surrounding mental illnesses, and to show others that they are not alone in their feelings and their symptoms.

Appleton Police Confirm Report on Boelter Murder Investigation

APPLETON, WI (WTAQ) - Appleton police are confirming a report in USA Today Network-Wisconsin that the focus of a nearly decade old homicide case is a retired bank president.

In November 2006, 56-year-old Connie Boelter was found dead inside her Appleton home.

She worked as a loan processor at Wolf River Community Bank in Hortonville, where James K. Olson was president at the time.

On Monday, the Appleton Police Department released a statement about the story:

"On November 15, 2006, Connie Boelter did not show up for work at the Wolf River Community Bank in Hortonville. She had worked there several years as a loan processor.  This was highly unusual for Connie, who we have learned was a well-liked and dedicated employee.

A co-worker contacted a family member of Connie's who went to check on her and found her dead in her residence. Connie's death was ruled a homicide. Since November 15, 2006, the Appleton Police Department has actively investigated this case, treating Connie's murder as our top priority.

Today, we are not be able to release any specific additional details on the investigation. However, we feel it is important to confirm the report published yesterday is accurate; as it is based on information filed with the Clerk of Court’s Office. We also want to make it very clear this is only a portion of the evidence we have gathered.  There are other parts to the investigation we will not be able to release at this time.  It is our priority to protect the integrity of the investigation and future prosecution.

We have not referred any charges at this time, but we can confirm a person of interest has been developed during the course of our investigation.

Teams of investigators and specialists, both locally and nationally, have been working on this case for over 9 years.  We will continue to put all the resources we need into gathering the evidence needed to hold Connie's murderer accountable.

Throughout our investigation, we have been working closely with the Outagamie County District Attorney’s Office. We will continue to work with them as this case moves forward.

The Appleton Police Department thanks Connie's family for their patience and ongoing support. They have shown amazing strength; going through a nightmare no one should have to experience. It is clear Connie's inner strength and commitment to family lives on through them.

Connie was a very compassionate and caring person. Her life revolved around her children, family and grandchildren. She was a dedicated employee and friend; a quiet person who lived a very peaceful life, until the day of her tragic death.

As we have done since her death, we will continue to seek any and all leads in the pursuit of justice for Connie.  We would ask for anyone with information regarding Connie’s death to reach out to our investigators.  Even small pieces of information can be beneficial to putting together a successful referral.

Information related to this investigation can be forwarded through our non-emergency number (920) 832-5500, to Lt. Polly Olson (920) 832-6089 or to our private message on Facebook.  The Appleton Police Department also utilizes Text-a-Tip for anonymous referral of information.  Individuals can text CRIMES (274-637) with the keyword APDTIPS at the start of their message."

Anniversary of Trestle Trail Shooting Tuesday

MENASHA, WI (WTAQ) - At the time, officials called it the "end of innocence".

One-year ago Tuesday a gunman opened fire on the Trestle Trail Bridge in Menasha, killing 3 people before he committed suicide.

Menasha Police Officer Aaron Zemlock says he often thinks back to that day.

"Pretty much daily, there's always some reminder," Zemlock says about the random shooting which took place around 7:30 p.m. "It might just be driving past the trail head, or seeing the trestle from Lake Street as I'm on my way home."

Sergio Valencia del Toro killed 31-year-old Adam Bentdahl, 11-year-old Olivia Stoffel and her father 33-year-old Jonathan Stoffel. 32-year-old Erin Stoffel survived after being shot multiple times.

"It was a horrible event, we couldn't be prouder of those that responded from all areas, from the emergency responders, paramedics, fire, doctors and the police," Zemlock says. "Then, the strength of the families involved, the Bentdahl and Stoffel families, was pretty inspiring to meet those people and they're the real heroes of the situation."

Zemlock says that while the agency had trained for an active shooter, you never know where it'll happen and the circumstances leading up to it. That's the biggest lesson the department has learned in the 12 months since.

"We had a real difficult time getting some of the information on military records, prior mental health records and that has definitely been brought to the forefront," said Zemlock. "If we have this kind of incident, we do now have a road map for how to obtain those difficult pieces of information."

Moving forward, security procedures on the Trestle Trail Bridge and Fritse Park is not going to change just because of this one incident.

"We do generally patrol the bridge looking for all kinds of things, nuisance behaviors and what not," Zemlock says. "We don't plan on changing anything. It really, truly was a random act of violence and it was unfortunate it happened at that location. It could've happened anywhere."

GREEN BAY, WI (WTAQ) - A woman will spend 21-and-a-half years in prison and 16 years on extended supervision for her role in the murder of Thomas Wick.

That's the sentenced handed down in Brown County court to 27-year-old Katie Heller, who pled no contest in March to a reduced charge of being party to second-degree reckless homicide on February 27, 2012. Wick was found dead inside the basement of his Howard home.

According to prosecutors, Heller and her fiancé, Matthew Moore, owed Wick money after he sold them a house.

During a plea hearing in March, prosecutors say evidence indicated Moore was the likely shooter despite claiming Heller pulled the trigger.

In exchange for Heller's plea, prosecutors agreed to recommend a sentence of no more than 25 years in prison and 10 years extended supervision. However, the judge could sentence her to more time behind bars.

Heller also pleaded no contest to charges of resisting or obstructing an officer and perjury. Prosecutors say she and Moore lied about the involvement in the Wick homicide during a John Doe investigation.

Moore was convicted in March as part of a plea deal for his role in the murder. Moore will be sentenced Thursday.

GREEN BAY, WI (WTAQ) - A Green Bay man charged in connection with the deaths of eight dogs was found not guilty by reason of mental disease, following his conviction Tuesday.

Back in September, fire crews were called to the home of Paul Phillips on Klaus Street. Officials found 8 dead Rottweilers inside the home. Phillips told police he was being evicted and set the fire to kill himself and his dogs.

On Tuesday, Phillips pled no contest to charges of criminal damage to property (reduced from an arson count), mistreating animals causing death and recklessly endangering safety. However, Phillips was then found not guilty due to his mental condition.

Phillips returns to court on July 11 for a hearing to determine a treatment plan or other conditions.
