GREEN BAY, WI (WTAQ) - Police are crediting neighbors with helping track down a wanted man who ran away from a traffic stop on Green Bay's west side.

Around 11 p.m. Thursday, police say they pulled over a vehicle in the area of Harrison and Phoebe streets. One of the people in the vehicle ran out into the surrounding neighborhood. He was later identified as a 29-year-old Green Bay man who was wanted on a probation warrant; he was on probation for several domestic violence crimes.

Neighbors came out and helped officers who were looking for the man, pointing out where they had seen him running.

Green Bay Police Lt. Dave Wesely says, "This is what we want. These people are at large in our community and we need the citizen’s help to apprehend them as quickly as possible and put them where they belong and that's in jail."

Just after 11:30, a police dog found the man hiding in a common entryway of a two-family home in the 700 block of Elmore Street. The man did not live there.

The man was taken to jail on the probation warrant. He could also be charged with resisting and obstructing officers.

No one was hurt.

Ex-President Bill Clinton Campaigns for Hillary in Appleton

APPLETON, WI (WTAQ) - Stumping in Wisconsin for his wife Hillary Clinton, former President Bill Clinton spoke to an overflow crowd at Appleton's Lawrence University Friday.

"How do we all rise together?" Clinton asked several hundred people inside Lawrence's Warch Campus Center. "I think you should vote for the person with the best ideas, the most relevant experience in a troubled world who's the best change-maker I've ever known. I hope you vote for Hillary on Tuesday."

Bill Clinton said that his wife has a plan to help people reduce their college debt, create green energy jobs and work together with other countries to battle terrorism.

"If every student in America could refinance their college debt, tomorrow 25 million people in this country would save an average of $2,000," Clinton explained. "That's her proposal, it's a good idea."

Clinton also referenced the Flint, Michigan water crisis and laid out the former Secretary of State's plan to improve the nation's infrastructure by replacing outdated pipes which would add jobs. He also laid out Mrs. Clinton's plan to ramp up manufacturing, something he argued helped her win Ohio.

"High-end manufacturing can be done here. Why? Because every year, labor is a smaller part of costs," suggests Clinton. "Materials, transportation and energy are a bigger part. If we cut the energy costs and eliminate transportation, we're the biggest market in the world, we can make anything here and we should do that."

Mr. Clinton was introduced by Minnesota U.S. Senator Al Franken, a family friend for the past 20 years. Also speaking at the event was Wisconsin State Rep. Amanda Stuck (D-Appleton), who said she got interested in politics after her parents took her to see then-President Bill Clinton when she was 10.

In the latest Marquette University Law School poll, Hillary Clinton trails Vermont Senator Bernie Sanders by 4 points. A Fox Business Network poll out Friday shows Sanders with a 6 point advantage.

GB Dist. 8 Candidate: Wery Illegally Accessed My Bank Account

GREEN BAY, WI (WTAQ) - Just days before Green Bay residents hit the polls, a city council candidate is hurling a major accusation against her opponent.

Late Friday, District 8 candidate Debbie Jacques said that her bank accounts at a local bank were illegally accessed, and one of the parties responsible is incumbent Alderman Chris Wery.

"They contacted me and confirmed that indeed at least one of my accounts was inappropriately accessed," Jacques said during a press conference. "It has been confirmed that local employees were involved."

Jacques had issued a statement to the media before the press conference, which stated that Wery is a contract employee of the financial institution. But when questioned about confirming that the employee fired Friday morning was Wery, she refused comment.

"I feel totally violated," Jacques said. "Like someone came into my home and stole my personal information."

Jacques, around numerous no comment responses to questions, confirmed that she has contacted the Green Bay Police Department and will file a complaint with the state Government Accountability Board.

"I know this is frustrating, it's frustrating to me right now, but I think our voters in District 8 need to know exactly what's going on," Jacques says.

Wery, who was unavailable for comment Friday evening, released his own statement:

"It is true that I did file a complaint against Debbie Jacques with the Government Accountability Board. Nothing in the complaint came from her financial records. However, it is clear that Debbie Jacques was hiding where she was obtaining her campaign financing and was clearly spending far over the non-reporting limit and yet did not comply with state election law. We still do not know why."

Responding to that statement, Jacques said, "I turn in all my expenses on Monday and we have nothing to hide."

According to both Wery's social media account and a profile in the Green Bay Press-Gazette, Wery works with Associated Bank.

Jacques would not confirm the name of her financial institution.

BELLEVUE, WI (WTAQ) - For the second straight year, Governor Scott Walker has named April as Missing Persons Awareness Month.

Marsha Loritz is the daughter of missing person Victoria Prokopovitz and spoke at a press conference Friday at the Brown County Sheriff's Office in Bellevue.

"This is beyond personal for me. I've learned so much about the world of the missing while searching for my mom."

Prokopovitz went missing 3 years ago.

Starting Monday, you'll be seeing new billboards in Green Bay and surrounding areas.

"We're kicking off an awareness campaign showcasing Wisconsin's missing persons on electronic billboards for the entire month of April," says Loritz.

There will be over 25 billboards statewide, with 12 in Northeast Wisconsin. It's estimated that they will be seen over 20,000,000 times throughout the month.

Sgt. Roman Aronstein with the Brown County Sheriff's office says he feels the pain of the missing every day.

"I stand before you today with a heavy heart. I carry this pain with me because I know that each and every one of the names that comprises the missing person list, has a personal story behind it."

Crime Stoppers will be having an awareness event April 24th at the Brown County Sheriff's Office from 1-4 p.m. It's a free family event where finger printing, child ID kits and more will be made available.

Monfils Murder Documentary Trailer Released

GREEN BAY, WI (WTAQ) - Another documentary is being made focusing on a notorious murder in Northeast Wisconsin.

A trailer has been released for a film about the conviction of six men for the murder of Green Bay paper mill worker Tom Monfils.

Madison-based StoryFirst Media has been working on the project for nearly 2 years.

The documentary "Beyond Human Nature," examines the case of Michael Hirn, Michael Johnson, Michael Piaskowski, Keith Kutska, Rey Moore and Dale Basten - who were convicted of killing Tom Monfils in 1992.

Monfils' body was found at the bottom of a pulp vat at the then-James River paper mill on Green Bay's east side.

Following a joint trial, all 6 men were convicted and sentenced to life in prison. A federal judge later overturned Piaskowski's conviction, while the other 5 remain behind bars.

While the facts of the case will be examined in the film, director Michael Neelsen says the goal is not to prove guilt or innocence. Neelsen tells FOX 11 the tone and approach is very different from another documentary about a notorious local crime, "Making a Murderer".

"Our goal is to tell the story of how it affected the people in it. We're storytellers first. We're not lawyers. We're not people who have histories in criminal justice or anything like that. I don't think the medium of film is the best for determining guilt or innocence," Neelsen said.

The trailer includes comments from Piaskowski, the only one of the five defendants filmmakers have been able to interview so far, and Randy Winkler, the lead police investigator in the case.

"I didn't have any hand in Tom's death. Whatever happened to Tom happened to tom somewhere else by someone else," Piaskowski said in the trailer, which is followed by a response by the now-retired Winkler: "He gave us his song and dance. And the harder we tried to prove he was innocent, the more it looked like he was guilty."

Neelsen said the format is very different than the extensive use of trial video in "Making of a Murderer" because "Beyond Human Nature" isn't an advocacy piece.

"Our goal has always been the same: looking at the community, seeing the impact and telling the stories of these individuals in a way that hasn't been covered before," Neelsen said.

The film is more than a courtroom drama set in 1995, given the extensive interviews gathered during the last two years.

"It's about human beings being involved in something they never thought they would be a part of and what's the lasting effect on them," he said.

Neelsen says he is still in the early editing stages - and doesn't know what format it will take but it could be a series or a single film. He hopes to have it done sometime next year. A distribution method hasn't been determined, either.

End is Near for the Interstate 41 Project in Brown County

BROWN COUNTY, WI (WTAQ) - The major Interstate 41 project in Brown County is entering the home stretch.

Wisconsin DOT officials say the $1.5 billion mega-project is scheduled to be completed this fall.

"Now, a lot of the work, it's done. We're on the last leg here. We can see the finish line," Mark Kantola, Wisconsin Department of Transportation Regional Communications Manager, tells FOX 11.

Kantola says the I-41/43 interchange is one of the last pieces of the project puzzle.

"This is the biggest one, this is the highest one, those flyover ramps, you know, you're going to be able to stay at speed when you're going north and southbound 41 to 43. Which ever way you're going you'll be able to stay at speed," he said.

Kantola says the 14-mile stretch of interstate in Brown County will be bigger and better than before.

"The main line project especially, it's increased to six, eight lanes with some having the auxiliary lanes, so that traffic that doesn't have to merge or it's merging out of the mainline 41 traffic, is so much safer, and so much a better operation," said Kantola.

Kantola says 56-inch concrete barriers will keep oncoming traffic separated.

"And they've been proven to work across the country, at limiting accidents on one side, when an accident already occurs on the other side," he said.

The DOT scheduled its final informational hearing on the project Tuesday night in Green Bay.

GREEN BAY, WI (WTAQ) - This time of year brings the potential of stormy weather and power outages.

Green Bay Police Lt. Dave Wesely reminds drivers of a recent change in law when driving through an intersection during a loss of electricity.

"When they come up to one of those controlled intersections, that the traffic lights have gone black because of a storm or power outage or whatever it is, now they have an obligation to treat that as if it's a 4-way stop."

Wesely says not following the law could create a very dangerous situation.

"Yeah, I think a lot of people realize that this is just an opportunity for a freebie to drive through the intersection but if you think about it, especially at night, it's very, very dangerous."

If you are caught driving through an interchange without stopping, you'll get a $100 ticket.

Police are recommending charges including child abuse, operating a firearm while intoxicated, resisting arrest and disorderly conduct.

The woman's name was not released.

UNDATED (WTAQ) - Wisconsin heads to the polls for Election Day Tuesday.

What do you need to know before filling out a ballot?

First, find out if you are registered to vote. You can print off a form here. A form is also available in Spanish and Hmong.

"It will be a little bit faster if they fill that out ahead of time, otherwise those registering to vote should be prepared to spend more time at the polls," says Appleton City Clerk Kami Lynch, adding the next part is proof of residency. "Such as a bank statement, or if their driver's license has their address on there that's okay, otherwise a utility bill, something of that nature."

Next you'll need an acceptable photo ID to vote.

"A Wisconsin driver's license would be an acceptable form, which is what most people bring," Lynch says. "Otherwise Department of Veterans Affairs IDs are now acceptable, as well as military IDs or a passport."

Once you have all that lined up, the next decision is where you can vote. You can also get a look at what's on your ballot here.

All this and much more information can be found here.
