CUDAHY, WI (WTAQ) - The family of two Oshkosh step-sisters killed earlier this week in a crash on Interstate 41 continue to struggle to accept this cold reality.

FOX 6 in Milwaukee spoke with the driver's dad Spencer Lawrence, who recounted that his daughter Amanda Volgmann and her younger sister Kara had just stopped to eat as they were heading home Thursday morning.

"It's 26 years of her life that I've been in, and, um, it's all gone, in a second," said Lawrence.

That second comes around 11:15 a.m. Thursday on I-41, north of Highway K, in the Town of Hartford.

26-year-old Amanda and 15-year-old Kara are northbound when Amanda reportedly loses control of the van she's borrowing, before sliding through the median ditch, into the path of a semi-tractor trailer.

The two are pronounced dead at the scene.

"The feeling that I have, in my heart, it's just, I can't even explain it," Lawrence said.

Lawrence says the last time he speaks with Amanda is Monday, his birthday.

"She goes, 'I love you, Daddy.' And she goes, 'I'll see you, soon,'" Lawrence recalls.

Thursday morning, Lawrence says Amanda prepares to visit a cousin in Hartford.

"She gave my grandson to her mother, and her 15-year-old sister said, 'I'll go along, so you don't have to drive alone.'"

Lawrence explains, Amanda just started a new job and expressed optimism about her future with her two-year-old son, Zavier.

"She said she wants to spend more time, with her father, and do things with me, and then this happened. You know, and that's what-- what hurts me, the most," Lawrence said.

Family members are trying to collect enough money to cover the cost of two funerals. Lawrence has established a GoFundMe page for the two.

UNDATED (WTAQ) - One area state lawmaker says the Wisconsin Department of Corrections will notify the public "on a timely basis" when someone walks away from a minimum-security facility from now on.

The announcement came from Wisconsin State Rep. David Steffen (R-Howard), who began pressing the DOC last October on the issue after 2 men walked away from the Winnebago Correctional Center in Oshkosh.

On October 9, Austin Reynolds and Leland Larock escaped from a fenced-in area of the facility. However, police failed to notify the public of the escape until 4 days later. Reynolds was arrested on October 14 in Green Bay, while Larock was arrested in Shawano County on November 16.

"I’m thankful for the Department of Corrections’ prompt response to my request for an enhanced public notification policy," said Rep. Steffen in a statement. "Protecting the public through timely community-wide notification enhances the safety of every Wisconsin resident."

Steffen says the DOC's policy had been to rely on local law enforcement agencies to notify the public of minimum-security escapees. From now on, he says the DOC will notify the public and the media directly.

"The core mission of the Department of Corrections is public safety. We would like to thank Representative Steffen for bringing these issues to our attention so that we can ensure that timely notification of inmate escapes is provided to the public," DOC Deputy Secretary Cathy Jess said in a news statement.

According to the DOC's website, there are 14 minimum-security correctional centers in the state. Inmates at the correctional centers are transitioning back to society at the end of prison sentences.

"It is very important that we have judges and especially justices on our state's highest court who are willing to set aside our personal policy preferences and our political inclinations and who will apply the law as it is written."

Bradley received an endorsement from ABC of Wisconsin during her stop in Hobart.

Top Republican Presidential Candidates Use The Radio To Reach Northeast Wisconsin Voters

GREEN BAY, WI (WTAQ) - We are just days away from Wisconsin's Presidential Primary elections and the candidates are making stops in Northeast Wisconsin.

The 3 Republicans appeared on WTAQ's Jerry Bader Show Monday morning.

Republican Presidential front-runner Donald Trump is planning to spend the week in Wisconsin, ahead of next Tuesday's Primary election.

The New York business mogul was short on specifics for a number of his campaign promises...but he does say he'll get the money from Mexico to build a wall along the border to stem the tide of illegal immigration....even if Mexico refuses to pay.

"I would take it out on a form of tax I would put on goods coming in from Mexico, absolutely."

And, in the increasingly bitter fued with Republican opponent Ted Cruz, Trump still maintains that Cruz knew about the plan to release the nude photo of his wife.

"He knew 100 % that that picture was....you know that's why we call him lying Ted."

Trump did back off the claim of cheating when it comes to delegates that went to other candidates when he won the Louisiana Primary. But he does say the system of delegate selection needs to be reviewed.

Trump is planning to hold a Town Hall rally in Green Bay on Wednesday.

Meanwhile, Republican Senator Ted Cruz (R-Texas) started campaigning in Northeast Wisconsin last week.

During his appearance on the Jerry Bader Show, Cruz said his top priority, should he win the Novmber election is to bring jobs back to America. Part of doing that is cutting federal red tape.

"And we'll see small business take off, we'll see jobs exploding and wages rising. that's what this election is about."

Cruz says jobs is one of the three pillars of his campaign.

"I believe this next election is going to focus on three core issues. number one, jobs....number two, freedom and number three, security."

Cruz says he brings a positive, experienced approach to the election. He also slammed Trump for personal attacks and for not having the solutions for America's problems.

Ohio Governor John Kasich says national security sets him apart from fellow Republicans Ted Cruz and Donald Trump. He tells Jerry Bader It would star with a boots on the ground campaign with allies to wipe out ISIS.

"And I'm not talking about having a war from the air...making the sand blow. that just shows you don't know what you're talking about."

He says another thing don't do in this kind of fight is alienate an entire religion.

"You want to find out what's going on in the Muslim community, by and large. you'd better have some people in there that support you, that can tell you about the things they see that are very disruptive."

Kasich says he's also more qualified on economic issues, turning Ohio budget deficits around and creating jobs..

As for his current 3rd place status behind Trump and Cruz, Kasich says he's not going to be dropping out of the race.

He also thinks he's winning votes by not getting into the mud-slinging that has marked the Donald Trump and Ted Cruz campaigns.

UNDATED (WTAQ) - Two Democratic state lawmakers are asking for close scrutiny of the planned sale of one of the Northeast Wisconsin's largest employers.

Last July, health insurer Aetna Inc. announced plans to buy Humana Inc. in a $37 billion deal.

According to Wisconsin State Rep. Eric Genrich (D-Green Bay) and State Senator Dave Hansen (D-Green Bay), the combined firm would employ 3,100 people, mostly at Humana's offices in Green Bay and De Pere.

In a letter to Wisconsin's commissioner of insurance Ted Nickel, both lawmakers ask the Office of the Commissioner of Insurance "receive a guarantee of zero job reductions within Humana's Wisconsin locations" if Aetna's deal to buy Humana proceeds.

The lawmakers also ask the OCI "work with Aetna and Humana to control drug prices and premiums for Wisconsin consumers and to maintain a competitive array of choices in providers."

The OCI will hold a public hearing Wednesday to decide on any requirements the state will place on the companies' transaction.

Lawmaker Brings Change To Prison Escape Notification Rules

Green Bay, WI (WTAQ) - Change is coming in the way the state Department Of Corrections notifies the public when an inmate escapes.

State Representative David Steffen started the ball rolling after an inmate checked out of the Winnebago Correction Center last year and the public wasn't notified for 4 days.

"the Department Of Corrections will now be in charge of issuing crime alerts, fugitive alerts, through the crime alert network"

Now, any escape from any facility, will be sent out to the public right away.

"and in that way the media, and thereby the public, can be immediately made aware of escapees from all levels of facilities, include minimum security, to ensure their safety"

Currently, only maximum and medium security facilities notify the public immediately of an escape. Now, notification for any escape, from any facility, will go directly to the media from the DOC.

"they should have responsibility for protecting the public, alerting the public, for all levels of escapees"

Prior to this, local law enforcement handled the public notification of prison escapes.
