GREEN BAY, WI (WTAQ) - A former U.S. Marine Corps captain and a Green Bay native says he's running for Wisconsin's 8th Congressional District seat.

Mike Gallagher formally announced his bid Sunday.

“We cannot accept a future in which a broken tax code and out-of-control regulations slowly strangle the middle-class and, with it, the American dream,” Gallagher said in a statement. “We cannot accept a future where the federal government increasingly meddles in our daily lives and threatens the constitutional liberties we’ve fought and bled for. We cannot accept a scenario where we bankrupt the country and send the bill to the next generation, and that generation loses a sense of how special it is to be an American.”

Gallagher was deployed to Iraq twice and served as a commander of intelligence teams during his military service. He plans to make an 11-county tour in 11 days to get his name out there.

Last month, Congressman Reid Ribble announced he would not seek re-election.

The other candidates include Republicans Terry McNulty, Wisconsin State Senator Frank Lasee, and Independent Wendy Gribben.

APPLETON, WI (WTAQ) - An Appleton home is damaged by fire early Monday morning.

Fire crews were called just after 12:45 a.m. to 3223 Crestview Dr.

The person inside the home was watching TV when he heard a crackling sound in the wall near the fireplace. Once the room began to fill with smoke, he used a fire extinguisher on the fire in the fireplace.

The man then went to the basement and saw a glow in the floorboards under the fireplace. He got everyone out of the house safely and called 911.

Firefighters quickly doused the flames, and they remained on the scene for about two-and-a-half hours.

Investigators say the fire started when embers from the fireplace fell through a gap in the unit. The floor around the fireplace was damaged and part of the chimney structure was also damaged. There was moderate smoke damage on the first floor of the house.

Damage was estimated at about $30,000.

The house had working smoke detectors.

OSHKOSH, WI (WTAQ) - Wisconsin's one-of-a-kind spearing season for sturgeon was only one-third as successful as last year.

The state DNR says only 703 of the large fish were taken from Lake Winnebago and adjacent lakes up the Fox River, before the 16-day season ended Sunday.

The harvest was miniscule compared to last year's total of 2,160.

DNR biologist Ryan Koenigs blames a reduced water clarity, which made it harder to spearers to see their targets.

MADISON, WI (WTAQ) - A Pulaski teenager was attacked in downtown Madison while in town for the state high school wrestling tournament.

Sheboygan police say they were called to the Aurora Memorial Medical Center on Sunday afternoon for a report of a 3-year-old child who was rushed to the ER.

GREEN BAY, WI (WTAQ) - A Green Bay man is facing multiple charges after being accused of raping his ex-fiancé's friend last fall.

32-year-old Dale N. Micolichek is facing four counts, including second-degree sexual assault/use of force and intimidation of a victim/use or attempt of force.

According to the criminal complaint, Green Bay police were called to an apartment in the 400 block of Fourth Street on October 11, 2015, for a report of a possible sexual assault and disturbance.

Officers arrived and spoke with two women, one of whom was the victim. Both identified the man who forced the victim to have sex as Micolichek.

The victim says that the night before, Micolichek's fiancé left the apartment to go with some friends to get food. Dale was with the victim and 3 other people at the home.

She told police that the other 3 were sleeping in the living room, while Dale was playing video games in his room. Because she viewed Micolichek like a friend and brother figure, she went to talk with him, adding she's known Dale since 2012 when she moved to Green Bay.

Micolichek, per the complaint, told her he wanted to have sex with her and she replied, "No." Dale believed that no one would find out and that if anyone comes home, he would be able to hear them coming in.

The victim started to scream in order for one of the other people in the home to hear, but there was music playing so she couldn't be heard. She tried fighting Micolichek, but he, "Pulled her ponytail, forcing her backwards off the bed and striking her head on the bed frame." Micolichek began sexually assaulting her, using his hands, biting her and eventually intercourse.

"No, please stop. It hurts," the victim cried.

Micolichek left the bedroom after he was done, and she went out to the living room after putting her clothes back on and smoked a cigarette. Dale then threatened to kill her if she said anything to anyone.

When the fiancé returned, the victim didn't tell her and she didn't want to go home to her boyfriend because she felt dirty and ashamed. She spent the night at her friend's house.

The next morning, Micolichek was on his way to work on a farm and had an ax and machete in holsters on the side of his pants. He, "Made it a point to pull up his shirt and show the weapons." The victim began to cry and eventually when the fiancé's mom and stepdad arrived, she explained what happened. The parents told Micolichek to leave.

Dale Micolichek is due back in court Wednesday for his adjourned initial appearance. If convicted on all counts, Micolichek faces more than 55 years in prison.
