GREEN BAY, WI (WTAQ) - State Department of Transportation officials say there are additional closures related to weekend work on a stretch of Highway 41 between Shawano Avenue and Velp Avenue.

DOT officials say southbound 41 will be restricted to one lane until 5 a.m. Monday. The ramp from Velp Avenue to southbound 41 is also closed.

This comes after a full closure of northbound lanes in the area until 5 a.m. Monday.

Northbound traffic will have to use a marked detour or seek alternate routes. Drivers in the southbound lanes are also asked to use a different route, as the potential for traffic delays are greater with just one lane open.

The DOT says the additional closure is necessary due to the installation of a sanitary sewer pipe beneath the highway between Velp and Shawano Avenue.

Here are the signed detours and ramp closures for northbound US 41: US 41 to WIS 172 eastbound to I 43 northbound to US 41 US 41 to WIS 29 to Military Ave. north to Velp Ave. west to US 41  The detour for WIS 29 eastbound to US 41 northbound is WIS 29 to Military Ave. north to Velp Ave. west to US 41.  Both the WIS 29 (Shawano Ave.) on-ramp to northbound US 41 and the WIS 54 (Mason St.) on ramp to US 41 are closed.  Motorists are advised to seek alternate routes and use caution when driving though this or any work zone.

OCONTO COUNTY, WI (WTAQ) - Last week, Green Bay police announced a break in a 15-year-old cold case with the filing of murder charges against a man who investigators say killed 19-year-old Chad McClean of Green Bay.

On Sunday, another man who allegedly helped with the homicide has also been arrested.

Oconto County jail officials tell FOX 11 58-year-old Charles Mlados has been booked on perjury charges.

On February 22, 1998, McLean disappeared following a trip to Oconto County with a friend. His body was then discovered a month later in an Abrams river.

Authorities filed homicide charges against 52-year-old Peter Hanson last week.

According to the criminal complaint, Mlados allegedly helped Hanson get rid of McLean's body.

Special prosecutor Vince Biskupic tells FOX 11 Mlados was arrested Friday. This after allegations he perjured himself during a John Doe hearing in the case last fall.

Both men are expected to appear in Oconto County Court this week.

GREEN BAY, WI (WTAQ) - Green Bay's Redevelopment Authority, along with the city, has agreed to purchase the downtown Clarion Hotel for $2.85 million.

The purchase (which was allowed by Judge William Atkinson Monday) will be included in the total cost of the future planned expansion of the KI Convention Center. It will not include residential property taxes, according to a release from Mayor Jim Schmitt's office.

The sale of the Clarion is separate from the eventual sale of the bar Coaches Corner, adjacent to the hotel. The purchase of the 146 room hotel comes after the property was placed into court-ordered receivership last summer.

According to the Seth Dizard, representing Great Lakes Inn Management, the city made the highest of four offers it received; the $2.85 million is $1 million less than what is owed to Bay Lakes Bank on the property.

BRILLION, WI (WTAQ) - About 46 workers are being laid off at Brillion Iron Works.

That's after the company initially estimated the number to be 60 workers.

Company officials say the layoffs, which are expected to be temporary, are the result of lower orders from Brillion's customers in the mining and construction markets.

Brillion Iron Works says it expects demand to rise again later this year, and the company plans to bring workers back when that happens.

A security officer at Brillion Iron Works confirmed the company is on a week-long furlough that began Monday.

Layoffs would begin next Monday, April 1.

UPDATE: Neenah city officials re-writing proposed sober server ordinance

NEENAH, WI (WTAQ) - City officials in Neenah will take more time to come up with a sober server ordinance.

It had been slated for a committee hearing Tuesday night, but it's being re-written after officials met with local bar owners.

Neenah Police Chief Kevin Wilkinson says several sticking points were brought up by the bar owners, which they are open to working with. Those include a mininum blood-alcohol level of 0.04, outlawing drinking while on the job and how the ordinance would be enforced.

"The intent was that if we went to a bar because of a problem and we recognized that the bartender was intoxicated, therefore we could give the bartender a PBT and hold them accountable," says Wilkinson.

Wilkinson says everyone agrees that intoxicated bartenders and servers are bad for business, along with the community, but it's the wording of the ordinance that's key in keeping bar owners from being the targets.

"And then because we license bartenders, we could use that as a tool to hold the bartender accountable for their behavior. If they get a couple of those, maybe they don't get a bartenders' license anymore, maybe they get suspended or revoked," Wilkinson says.

It's expected to be re-introduced to a city committee next month.

NEENAH, WI (WTAQ) - An Oshkosh man and his 18-year-old son were taken to jail, after they and two others were arrested in a road rage incident that ended in a fight on a freeway near Neenah.

Winnebago County sheriff’s deputies said two vehicles cut each other off Sunday afternoon on Highway 41, and people in both vehicles exchanged hand gestures before they stopped and confronted each other.

A passing motorist saw two people fighting on the shoulder and called 911. Officers eventually found both vehicles.

The Oshkosh man was jailed for an outstanding warrant, and his son was jailed for violating a previous probation. Two people in the other car were cited for disorderly conduct – a 32-year-old Appleton man and a 52-year-old Green Bay man.

A woman was also on hand, but was not arrested.

Postal workers statewide rally to save Saturday mail delivery

GREEN BAY, WI (WTAQ) - Hundreds of postal workers rallied at several locations in Wisconsin Sunday, as part of a nationwide campaign to save Saturday mail delivery.

In Madison, the state’s newest congressman – House Democrat Mark Pocan – promoted a bill he’s co-sponsoring to maintain six day a week service, and find other ways to save money. Madison’s postal union says it could lose around 70 employees if Saturday delivery ends.

In West Milwaukee, officials of the Wisconsin Association of Letter Carriers called the Postal Service a vital public institution that the nation cannot afford to dismantle.

In Green Bay, postal workers said lots of people need Saturday deliveries to handle bills, among other things – because not everyone uses the Internet.

A retired postal worker asked if they’re supposed to let UPS take over. But the Postal Service would continue delivering packages on Saturdays, while cutting off regular residential routes on Saturdays.

Officials say it would save over $2 billion a year.

Pocan’s bill would save money mostly by repealing a 2006 law that forces the Postal Service to set aside funds for up to 75 years of future health care benefits for the agency’s retirees.

It’s the only federal agency which has such a requirement, and union officials say it’s why the Postal Service is losing millions.

STURGEON BAY, WI (WTAQ) - Safe swimming cannot be guaranteed this summer on beaches that rely on federal water quality testing funds.

The EPA has pulled beach testing grants on places like the Great Lakes, due to the automatic spending cuts in the federal sequestration that began March 1st.

UW-Oshkosh handles all or part of the testing for seven counties in eastern Wisconsin – and it’s trying to keep the program running by cutting down on costs where it can.

The loss is particularly felt in Door County, where 30 beaches help attract tens of thousands of visitors each year.

The county received $56,000 in EPA water testing grants last year. And County health director Rhonda Kolberg figures she’ll need a minimum of $45,000 to run it this year.

She told FOX 11 that about half the funds have been raised. Also, Egg Harbor – along the Bay of Green Bay – has committed $1,000 from its room tax revenues to help with the effort.

APPLETON, WI (WTAQ) - Five counties in east central Wisconsin are working together to protect Lake Winnebago and its connecting waterways.

Fond du Lac, Calumet, Outagamie, Waushara, and Winnebago counties are all part of the Winnebago Lakes Council – which received a $50,000 matching grant from the DNR.

The agency is about to find out what folks believe are the key issues in a water network that connects Winnebago – the state’s largest inland lake – with Lake Butte des Morts, Lake Poygan, Lake Winneconne, and the Fox and Wolf rivers.

Council president Mike Lizotte says algae, zebra mussels, and boat landing fees could be some of the topics addressed. He said a multi-county boat launching pass has been brought up in the past but never adopted – and that’s one thing which may come up again.

STURGEON BAY, WI (WTAQ) - A defense motion to delay Brian Cooper's murder trial in Door County was granted by a judge Monday.

Cooper is charged with the murder of Alisha Bromfield at a resort they were staying at. Police say Bromfield, who was pregnant, wanted to end their relationship. Cooper wasn't the child's father.

Cooper was supposed to stand trial on April 8. But Defense attorney Shane Brabazon requested the delay, saying he needed more time to get expert witnesses, according to online court records. Prosecutors and Bromfield's parents requested that the trial date remain in place.

Judge Todd Ehlers granted the request for a delay, with the new trial date of June 17. Jury selection will be held June 14. A jury from outside Door County will hear the case.

Cooper pleaded not guilty and not guilty by reason of mental disease or defect to two counts of first-degree intentional homicide and one count of third-degree sexual assault.

BELLEVUE, WI (WTAQ) - Authorites continue the search for five suspected burglars who were found in a Bellevue home Monday night when the homeowner came home.

It was a burglary in progress at the home in the 2500 block of Hillside Heights Drive.

After running a few errands, a Bellevue man came home around 8:30 p.m. to find an unexpected visitor in his kitchen, another in his living room and shortly after, three more running down his stairs and out his front door.

“Obviously they were as surprised as he was when he entered the house,” Captain David Konrath with the Brown County Sheriff’s Department tells FOX 11. “They dropped what they had in their hands, in their possession, and just fled.”

The man who found the people in his house didn't want to talk on camera, but he did tell FOX 11 it certainly had his heart racing.

“You come back home and you find five individuals within your residence, anybody would be a little bit unnerved by that,” said Konrath.

The men broke a window to get in. The homeowner told FOX 11 they did take some jewelry and money.

“I think it's a very safe neighborhood in general, well cared for and well respected by all the people who live here,” said Kevin Voge, a Bellevue neighbor.

Safety officials say home invasions can happen anywhere and at anytime. Green Bay Police report the city's east side has also had several burglaries in the past week.

If you do come across an intruder, like what happened in Bellevue, authorities say you shouldn't confront them. Police say just try to get the best description possible.

“What they are taking from the residence definitely is not worth your life,” said Konrath. “Let us take care of it.”

The suspects are believed to be in their teens and left the area in a red Ford Focus.

Anyone with any information is asked to call the Brown County Sheriff's Department at (920) 448-6187.

The woman tried five more times to buy things with two separate credit cards, but was denied.

They left in a newer silver compact car.
