"It Could Be Anybody, It Could Be Me": UWO Commnuity On Alert

Oshkosh, WI (WTAQ) - UW-Oshkosh leaders are urging safety following a frightening incident near campus.

Authorities say a woman said she was followed and harassed by a group of men while walking alone Saturday evening. Venisha Patterson is a UW-Oshkosh freshman.

"I do work quite a ways from school, so I don't feel safe, especially hearing about that"

The incident happened in the 700 block of Wisconsin Street, about two blocks off campus. According to police the woman ran into a laundry mat to escape the men, but they followed her inside. UWO Campus Police Chief Kurt Leibold.

"She did the right thing. She went into a public place, a place where she could get help. I would have probably advised her to stay in the store and call police so they could have met her there," Leibold explained.

The woman left the laundry mat and so did the men. The woman reported the men got into a dark SUV and continued to follow her slowly. She eventually got home, unhurt.

Police are reminding students and staff to walk in groups on well lit streets, or seek out safe walks with community service officers if you're alone. Patterson says that's what she always tries to do.

"when you're walking, be aware of everything around you"

The Oshkosh City Police Department is handling this investigation.

Suspect In 4th Of July Stabbing To Undergo Mental Exam

Green Bay, WI (WTAQ) - A compentecy exam has been ordered for a man who allegedly stabbed his ex-girlfriend during an argument after the Independence Day fireworks in Green Bay.

The competency exam for Victor Paz-Castellanos will determine if he is mentally competent to assist in his own defense and is able to stand trial. It does not relate to his mental condition at the time of the incident.

The exam was ordered earlier this week. He returns to court March 11 to review the results, according to online court records.

Paz-Castellanos is charged with attempted first-degree intentional homicide for allegedly stabbing his ex-girlfriend July 4 during an argument. He also faces misdemeanor and traffic charges from previous incidents.

Paz-Castellanos is a Honduran citizen who was deported in 2014, but who then returned to the United States. Federal immigration say after this case is concluded, they will pursue deportation again.

Protecting Your Kids Earns Brown County Deputy Top Honors

Green Bay, WI (WTAQ) - The Brown County Sheriff's Office is honoring it's own for going above and beyond while doing their job in 2015.  And "Officer Of The Year" is one of the most prestigious categories.

The winner this year is Lt Jim Valley. Valley is the county's leader, and recognized nationally, when it comes to investigations involving internet crimes against children.

"kind of identifying the problem and enforcing it at the same time"

Sheriff John Gossage says Brown County has become much more proactive in this growing segment of criminal activity since Valley came on board two years ago.

"technology brings great things however, it also brings the illicit activity that is on the internet"

Valley has been the go-to guy in organizing multi-agency efforts to track and arrest those who use a computer or social media to prey on kids.

Those efforts have proven so successful that other counties around the state have taken notice and now use similar campaigns in their communities.

Valley worked for the Door County Sheriff's Department prior to coming to Brown County.

Ashwaubenon committee approves initial Titletown District plans

ASHWAUBENON, WI (WTAQ) - The Village of Ashwaubenon plan commission has green lighted some initial approvals for the Packers' Titletown District.

On Tuesday night, commission members approved some streets to be removed and the Packers' planned unit development (PUD) application. Both of those still face public hearings and a final vote from the village board.

Officials say these approvals mean the project will stay on track to begin next month.

The Packers unveiled phase one of the Titletown District development plans last August. They included a high-end Kohler hotel, a Bellin Health sports medicine facility, a new Hinterland Brewery and a large public plaza area.

Some neighbors directly impacted by the proposed changes, like how much truck traffic could be coming in, are not happy about it. 

"We all know they've got their minds made up," Brad Schumacher told FOX 11. "They don't care what goes on. We're not too happy; we'll put it that way."

"We'll continue to talk to them and try to come up with some solutions that can help them out, but at the end of the day sometimes there are issues that you just continue to try to work through and see what kinds of things you can come up with," said Packers spokesman Aaron Popkey.

The village will have 3 more meetings before a public hearing will be held for both the street removals and the PUD plan. Those hearings are scheduled for March 8. Final approval could be given at that time, allowing the Packers to break ground on the project.

Investigation into 'Misconduct' by Ex-Manawa Teacher Continues

MANAWA, WI (WTAQ) - Charges are possible against a former Manawa special education teacher as the investigation into his actions continue.

At a special school board meeting on Monday, the Manawa School District fired David Bessette.

According to district officials, last Friday they were made aware of a, "Potential situation involving misconduct (not sexually related) involving a professional staff member."

An investigation was opened immediately and Bessette was placed on unpaid administrative leave, District Administrator Melanie Oppor told FOX 11.

The district recommended terminating Bessette's contract, and the 7-member board of education unanimously approved that on Monday. A statement from the district said it was done, "Based on the evidence collected during the investigation."

"This personnel issue is an isolated incident that is in no way a reflection of the high quality services and programs provided to all School District of Manawa students by our talented and caring staff," said the press release. "Rest assured there is no ongoing threat to staff and student safety."

Bessette was in his second year with the district at the Little Wolf Junior/Senior High School.

Manawa Police Chief Jim Gorman said it is a "sensitive case" and that it is currently an active investigation at this time. Gorman says his department is "presently gathering statements and evidence" and that its possible charges could be referred to the Waupaca County D.A. for prosecution.

The Waupaca County Post reports that the mother of the student involved said evidence included a video of the alleged incident.

"We all viewed the 10 minute surveillance video," Jeanne Gehrke told the Waupaca County Post in a Feb. 9 story. "It was extremely emotional for my husband and I to view the video."

Gehrke added she felt the district and school board did "an excellent job handling this quickly."

Green Bay Burglar Busted After Busting Up Friend's Face

GREEN BAY, WI (WTAQ) - A Green Bay man is once again in trouble with the law, this time for allegedly breaking into an apartment, attacking a man and stealing some of his stuff.

18-year-old Contreal S. Tramble is charged with burglary, substantial battery and criminal damage to property.

According to the criminal complaint, Green Bay police responded to a suspicious situation call at an apartment in the 900 block of Elmore Street early on January 24.

The alleged victim told police that he was home with a girl around 10:30 the night before and that Contreal contacted him on his cell about hanging out. The victim said that he didn't want to hang out, but asked Contreal to give the girl there a ride home.

Around 11 p.m., Contreal arrived in a vehicle driven by a white girl. The victim said he came upstairs and picked up the girl to take her home. The victim then told the cops he went upstairs to watch TV and go to bed.

The victim said about 90 minutes later, he awoke to hearing a crash in the kitchen and the next thing he remembered was being hit in the face with something that knocked him out. When he regained consciousness, he ran out of the house and saw, "3 black men running off the property to Northern Avenue. One of the men turned around as they ran out and he knew him as Treal or Contreal."

He didn't recognize the other two guys, but said he saw them get into the same vehicle driven by the same white girl as before. Once back inside, the victim said his PlayStation 3, HTC M9 phone and about $200 in cash was gone.

The criminal complaint states that the responding officer noticed the door to the kitchen appeared to have been broken, with the frame in multiple pieces around the kitchen. There also appeared to be blood on the door frame, and the victim admitted it was his.

There was also the distinct odor of burnt marijuana in the victim's bedroom. He denied that there was any burnt marijuana in the room. The victim also, per the complaint, said that Contreal initially contacted him about buying marijuana, which he denied wanting to do and then, "Quickly retracted that statement."

Contreal was also identified through his Facebook profile and a GERP mugshot. Both attended Southwest High School.

Back in June 2015, Tramble was convicted of two counts of battery.

Tramble is due in court Friday for a preliminary hearing. If convicted on all charges, Tramble faces more than 20 years in prison.

No Injuries In Pallet Business Fire In Plover

PLOVER, WI (WTAQ) — A fire at a pallet business in Portage County is now out.

The fire broke out around 9:30 Wednesday night at JMB Pallet in the Town of Plover.

Multiple fire departments battled the blaze.

When crews arrived on scene, a large wood chipper was engulfed in flames. The fire then spread to a pile of pallets.

No one was injured.

The fire caused about $200,000 in damage.

Neenah Hostage/Police Standoff Suspect Ordered to Stand Trail

Oshkosh, WI (WTAQ) - A Stevens Point man has been ordered to stand trial for staging a hostage standoff at a Neenah motorcycle shop where police killed the store's co-founder.

Forty-six year old Brian Flatoff waived his right to a preliminary hearing yesterday (Wednesday), when he chose not to attend his court proceeding in Oshkosh.

He's scheduled to enter pleas March 17th to 16 Winnebago County charges that include felony murder, attempted homicide, false imprisonment, taking hostages, reckless endangerment, illegal firearm possession, and bail jumping.

Authorities say Flatoff got drunk at a female friend's house in December, where he shot a bullet into a wall -- and he then went to Eagle Nations Cycles to get back a motorcycle he previously sold.

Officials say he took hostages, and police shot store co-founder Michael Funk after he ignored commands to drop his gun.

The state investigation into this incident continues.

Choppy Seas Ahead For A Major Northeast Wisconsin Employer

Washington, D.C. (WTAQ) - A Navy ship building program that supports thousands of northeast Wisconsin jobs could be downsized, as the ships face continued criticism.

U-S Senators John McCain, the Arizona Republican who chairs the Senate Armed Services Committee, and Rhode Island Democrat Jack Reed said in a letter earlier this month that the Navy should delay deploying its littoral combat ships until more testing is done.

The Marinette Marine Corporation shipyard employs about two-thousand people building the ships, which are designed for operations in shallow, coastal waters.

Three have been delivered so far, and seven more, at around 479 million dollars each, are currently in various stages of construction in Marinette.

Firefighters Battle Blaze In Bitter Cold

Green Bay, WI (WTAQ)  Firefighters in the Howard/Green Bay area had a tough go of it in the sub-zero condtions..

A fire broke out around 5 this morning (Thursday) on Military Avenue.

For a couple of hours Military Avenue between Moraine Way to Lenwood Avenue had to be closed.

This is just south of Velp Avenue, in the Green Bay, Howard area.

Turns out the action involved  a detached garage that caught fire.  A nearby home also suffered some damage.  

No injuries were reported and there's no word yet on how the fire started.

Legislation To Protect Pets In Domestic Abuse Cases

Appleton, WI (WTAQ) - It's often said that pets are part of the family, but sometimes concern for a pet keeps a victim in an abusive relationship.

However, a bill that just passed the Legislature, could help protect those pets, and help victims.

At Harbor House Domestic Abuse Shelter Executive Director Beth Schnorr says employees know the importance of pets.

"We've had horror stories about pets being killed, fighting over pets. Abusers know the feelings of the family members about the pet and so, maybe if they can't stop someone from leaving themselves, or if someone has already left, they might take the pet as a way to get them back."

A bill recently passed in the state legislature adds protections for pets in these situations.

Republican State Representative Andre Jacque of De Pere has been working on the bill for a few years.

"Basically for the pet to be included in a restraining order"

Jacque said surveys show this is a necessary protection.

"About 50%, or even 80% in Green Bay, of individuals who have pets delay leaving an abusive situation because of concerns for the pet"

The bill passed with bi-partisan support.

The legislation still needs approval from Governor Walker. He has expressed support for it in the past, and is expected to sign it into law.

Wisconsin Lawmaker Says We Need A Full-Court Press To Stop The Zika Virus

Washington D. C. (WTAQ) - U.S. Senator Ron Johnson this week introduced legislation to provide federal funding to combat the spread of the Zika virus.

Ron Johnson's bill would use the unused funds that had been set aside for combating the largely controlled Ebola outbreak of 2014. We're talking in the neighborhood of $3 billion.

"lets face it...I think an awful lot of the preventative measures we're going to be using to address Zika are very compatible to what we would have to to do with another Ebola outbreak, or really any kind of pandemic that threatens us"

The President has asked Congress for nearly $2 billion in new money for the same thing. Johnson says the excess Ebola cash is already in play and doesn't need a long, drawn out debate in Congress.

The Oshkosh Republican says the money can be used for education, a zika vaccine, and wiping out mosquitos...

"we just have to use our technology and brain-power to try and combat this and knock down the mosquito population"

The virus may pose dire risks to unborn children during pregnancy. Johnson believes this health crisis will get worse as the world travels to Brazil this year for the Summer Olympics, then head back home carrying the virus.

Trial Ordered for Gillett Teens in Poison 'Prank' Case

OCONTO, WI (WTAQ) - Two teenagers accused of poisoning their teacher's drink as a prank are headed to trial.

Hailey Brock and Gavin Gilbertson were in Oconto County Circuit Court Thursday for their arraignments. Brock pled not guilty, while Gilbertson had the judge enter a not guilty plea on his behalf after he stood mute.

Online court records show that both Gillett High School students return to court for pre-trial hearings March 16. A trial date has not been set.

Both are charged with recklessly endangering safety and placing a foreign object in an edible after allegedly pouring white board cleaning solution in the drink of teacher Ray Johnson.

Johnson went to the hospital for treatment and was released the same day.

Authorities say Brock admitted to spiking the soda, calling it a "prank". Gilbertson helped, according to police.

Green Bay's 'Baby Emily' Convicted in Child Porn Case

GREEN BAY, WI (WTAQ) - A Green Bay man has been convicted in a major child pornography case.

63-year-old John Beauchamp pleaded no contest to 20 counts of possessing child pornography in court Thursday. 

Beauchamp was charged in the case in February 2015.

According to investigators, they found evidence that Beauchamp, who also goes by the name "Baby Emily" online, had uploaded over 7,000 images of child pornography. Most of them were of children younger than 3-years-old.

Investigators also said they found a setting in Beauchamp's basement he called his "nursery," which included dolls in provocative positions as well as baby clothes and undergarments. He told authorities he would suck on a pacifier and drink from a baby bottle while watching child porn.

Sentencing for Beauchamp is set for April 25.

Finalists Announced for Pulaski Schools Superintendent Job

PULASKI, WI (WTAQ) - The Pulaski School Board has announced the two finalists for the school district's superintendent job.

One of them is interim superintendent Bec Kurzynske. The other is current Chilton middle school principal and district transportation director Richard Appel.

"We are excited about the finalists chosen, each of whom would be well-qualified to lead the Pulaski Community School District," school board president Robert Skalitzky said in a news release. "We look forward to conducting final interviews with the candidates."

The finalists will be available for a public meet and greet at Pulaski High School Monday at 4 p.m. After that, the school board will conduct their final interviews with the candidates.

The school board is hoping to make its final decision by March 2.

The new superintendent will replace Milt Thompson, who resigned last May.

Appleton Police Looking for 5th Armed Robbery Suspect

APPLETON, WI (WTAQ) - Appleton police are recommending charges against four people, while searching for a fifth suspect, in connection with an armed robbery back in November.

On November 25, authorities say an armed robbery happened at a home in the 400 block of E. Lincoln Street. The victim received minor injuries when he was struck in the head with a gun. 

The suspects stole cash, drugs and a phone.

According to police, 21-year-old Dyejuan D. Duffie of Appleton is facing charges of armed robbery, false imprisonment and endangering safety by use of a dangerous weapon. 27-year-old Tavion Anderson of Appleton is facing a charge of party to armed robbery. 20-year-old Alyssa L. Eggeman of Waupun is facing a charge of party to armed robbery. A 16-year-old Kaukauna boy is facing a juvenile charge of party to armed robbery.

A fifth suspect, a man who goes by the street name of "Mo", is still being sought by police. Officials say "Mo" (pictured above) is possibly from the Chicago area.

Appleton East H.S. Student Arrested for Making Bomb Threat

APPLETON, WI (WTAQ) - Police have arrested an Appleton East High School student after he admitted to posting a bomb threat anonymously on a phone app.

18-year-old Forrest Grade was arrested on a felony charge of bomb scares.

Police say the threat was posted on February 2. After officials contacted the company behind the phone app, Grade was identified. 

When investigators interviewed Grade, he admitted to creating the post. 

Grade was released on a signature bond and is due back in court March 30.

Badger State Brewing Company Announces Expansion

GREEN BAY, WI (WTAQ) - Badger State Brewing Company is expanding their operations, while preparing to offer patrons more options at their brewery and tap room. 

The 9,500-square-foot expansion and renovation project will include an event hall, building additions, and expansion of production equipment.

"What we're going to create is a space specifically designed to hold corporate gatherings, wedding receptions, charitable functions, parties, tailgating maybe," said Badger State Brewing Company Founder and President Andrew Fabry. "This location, directly adjacent to the tap room, is going to allow us to do all that fun stuff and create more of a destination for the brewery compared with what we have now."

The event hall is planned to accommodate larger scale events including weddings, corporate gatherings and community events with a capacity to seat up to 400 and allow up to 1,000 standing-room. Fabry says the demand for Badger State to host these events is too big to pass up.

"I believe in 2015 we turned down probably close to 35 or 40 wedding reception requests," Fabry says. "The problem was, in order for us to host a wedding reception, we had to close down the tap room. It was fine because it meant guaranteed income, we would be busy that night. But we had to turn away our regular patrons and regular customers."

Fabry says it was a frustrating scenario for him and the staff, which caused them to strongly reconsider how they were using that space that was being used mainly for storage.

The space will also feature a dedicated beer bar, catering prep room, outdoor patio, and an exclusive view into the brewery’s new barrel aging room housing an expanded portfolio of barrel aged beers.

"We're really going to put a focus on our barrel-aging program," said Fabry. "We are renovating a room dedicated for the storage of those barrels in a climate controlled environment. That's going to allow us to control the flavors that we're getting out of the bourbon barrels, the wine barrels, whatever barrels we decide to use." 

Fabry adds that they will tie-in this room with their new event space, to give people in the space an exclusive view into that barrel room which provides a unique experience.

Plans are to have everything in the project finished in June.

MORE SPACE MEANS MORE JOBS

The expansion at Badger State means that up to 12 new jobs will be created, for those who have such a passion for craft beer that they want to join a team dedicating their lives to it.

"Immediately we'll be able to bring on more part-time people and a handful of full-time people," says Fabry. 

Fabry says the first priority is an event planner, to handle and organize all of the events that will go in the new hall.

"On the brewery side, to help plan more unique and fun events that we host at the brewery, that will be more beer centric," Fabry says.

Other jobs will be focusing on their retail program, and work hand-in-hand with their tap room manager.

"Hosting these functions and really tying the overall experience, whether you're in the event space or tap room, together with the brewery production and the brew house space making sure we have enough beer, and we continue to get beer out the door and around town," said Fabry.

Servers and beertenders will also be part of the new hires.

A LONG, AMAZING JOURNEY

Fabry says that reaching this point in his beer-fueled life continues to amaze him.

"When we got into this, we did it because we had a passion for making beer. Not because we had a passion for opening new businesses and making money," says Fabry. "It's been very humbling and very emotional as far as the experience goes."

One of the joys of the Badger State venture for Fabry is when an event is happening, or the tap room is buzzing with activity, and drinking in the atmosphere.

"That's a pretty special thing and it really makes you happy with what you've done," said Fabry. "When we started this, we didn't know what was going to happen. The brewing scene was concrete as far as what it had been for a number of years, and we really were pleased to be the spark as far as new places opening in town, with a new feel, look and something totally different."

Fabry explains that the employees who've joined him, Sam Yanda and Mike Servi along the way have bought in to being a part of the Badger State family.

"They're not just here to clock-in, clock-out, and get a paycheck. They're here to offer ideas, we encourage that, and they're here to support us and promote the beer around town and talk it up,"

Even on the days when the work is hard, the feelings are tough and they're in the weeds, to turn a culinary phrase, Fabry says they still do it with a smile on their face. Most of the time.

"It's pretty special and we're just going to try and keep doing things right and we'll see what happens next," Fabry says.

Sentencing for Ex-Kimberly Booster Club Treasurer

APPLETON, WI (WTAQ) - A former Kimberly Papermakers booster club treasurer has learned her fate for stealing from the group.

44-year-old Carrie Kluge was sentenced Thursday to 2 months in jail and 24 months probation.

School district officials estimated that $60,000 was stolen while Kluge was treasurer from August 2012 through January 2015.

After being confronted about the missing money, Kluge deposited $17,522 back into the account, according to the criminal complaint. Kluge then showed up twice with pillowcases full of cash to reimburse the club -- once with $20,823.47, another time with $10,802.51.

The booster club is a nonprofit that is financially independent from the district.

Highway Chase Across Several Counties

MOSINEE, Wis (WSAU-WAOW)  The southbound lanes on I-39 in Mosinee were reopened early this morning after a crash from a high speed chase.

Sheriffs deputies and the State Patrol forced a pick-up truck off the road at mile marker 182. For a time the suspect, identified as a Pulaski man, refused to leave the vehicle, but officers were able to talk him into surrendering.

No further information about the suspect has been made public. Police aren't saying what led to the chase which started in Shawano County.

The suspect tried to outrun law enforcement on Highway 29 westbound and then onto I-39 south into Marathon County. The incident began around 1am and the interstate was blocked for more than an hour with nearly a dozen squad cars on-scene.
