Manitowoc, WI (WTAQ) - Nothing was found in a search of the Manitowoc County Sheriff's Office, the county courthouse buildings and surrounding areas after the office received a bomb threat last night.

A caller made the threat, saying it was "justice for Steven Avery,". And it wasn't just the Sheriff's department either.

"the man also stated there was a vehicle, loaded with explosives, out in the parking lot"

Manitowoc Police Captain Larry Zimney says a bomb-sniffing dog searched the buildings and the parking lot after the threat was received .

Manitowoc County Sheriff Rob Hermann says law enforcement agencies involved in the trials of Steven Avery and Brendan Dassey have faced a lot of criticism since December, following the release of the Netflix series "Making a Murderer.

"some of the emails we've responded to if they seem sincere. Phone calls, lot of negative ones...but there's been some positive ones too. But there's other things we've had to deal with, letting our officers know to be more vigilant because of some of the threatening calls that came in"

Manitowoc County Executive Bob Zigelbauer admits there's been some anxious times in the past month.

"I think police are handling it and I trust in them. We'll get through this"

Law enforcement across Manitowoc County are asking residents to be vigilant and report anything suspicious.

STURGEON BAY, WI (WTAQ) - Another lawsuit has been filed to prevent a hotel development project in Sturgeon Bay.

A group called "CountryPeopleCare Inc." filed the civil lawsuit in Door County Circuit Court this week against the City of Sturgeon Bay and the Door County Economic Development Corporation.

According to the suit, the hotel project doesn't meet the city's stated goals for redeveloping the property.

A federal judge last week dismissed a different lawsuit, ruling that the claims should have been made in state court.

That federal lawsuit argued extensively about the use of lakebed property. The state lawsuit does not mention that issue.

The city and county have not responded to the suit. No court dates have been scheduled.

'If I Did, She Deserved It': De Pere Man Charged with Abusing Stepdaughter

GREEN BAY, WI (WTAQ) - A De Pere man is charged with child abuse after allegedly choking his stepdaughter earlier this week.

47-year-old Daniel J. Lindsley is facing a charge of child abuse-high probability/great harm and disorderly conduct.

According to the criminal complaint, De Pere police were called to a home early Tuesday morning for a, "Father currently strangling his daughter within the home."

Officers arrived to find a 16-year-old girl who said her stepfather, "The one who assaulted her had just left in a car. She stated she did not know where he was heading to and that her mother who was also at the home was no longer there."

The complaint states that the girl said on Monday around 5 p.m., she had gotten into a verbal argument with her stepfather after already arguing with her sister. Lindsley, "Came in and told them all to shut up. She stated Daniel kept yelling at them to shut up. Then Daniel got in her face yelling at her to stop arguing with her sister. Daniel then took off his glasses and kept yelling in her face. She stated that she pushed him away from her and went into her room."

She then told police that she put on her shoes and went for a walk to cool down. She came back home around 9:30 p.m. and everything seemed fine. Then around midnight, her two sisters got hungry so they made brownies. She said her mom got home around the same time as they were making brownies, and then began yelling at her about her argument with Lindsley.

Lindsley then came into the kitchen, according to the complaint, and the victim, "asked him how it feels to break up a family. He said it feels good. She stated she pushed him because he was too close to her face. He took his glasses off and told her to hit him. She said he was very close to her so she pushed him back away from her. She stated Daniel then swung at her with his left hand and hit the right side of her jaw. She stated it hurt and she felt like it broke."

The victim then said she swung back at him and as she was, "Trying to get away, Daniel then grabbed her from behind and had his right arm under her chin. She stated it felt like she was being choked and it was difficult to breathe. She was trying to pull his arms off of her. She said Daniel just kept squeezing on her neck. She was yelling for help and one of her sisters came into the kitchen and tried to pull Daniel's arms off of her. Daniel eventually let go and the victim fell to the ground. She said she was hurt and had trouble breathing."

The complaint states after that, "Her mom was then yelling at Daniel saying she couldn't believe he was choking her daughter. The victim went to her room and Daniel left the house with her mother."

Officers tracked down Lindsley and the girl's mom at a De Pere bar. When they arrived back at the house, one officer questioned Lindsley about what happened.

According to the complaint, "He stated he got into an argument with the girl because onions were in her supper. He stated she flipped out regarding the onions in her supper. He stated she also flipped out because she was missing a shirt that her sister had borrowed. Daniel stated the two girls were arguing all evening and day and he kept yelling at them to stop. He stated he left to cool down and then the police were called."

After officers read Lindsley the account his stepdaughter gave them, "Daniel once again gave the statement about arguing with the victim over her dinner and the arguments between the two girls. Daniel stated that she started to argue again around 9 p.m. and he told them to stop arguing. He stated he told them to stop and he was not going to deal with fighting. Daniel stated they continued to argue for over an hour. Daniel stated he thought everything was fine and the girls were making brownies and then another fight started."

Lindsley told officers he didn't know what the new argument was about and that his wife got home around midnight and the argument continued.

Per the complaint, "Daniel stated he told his wife to deal with it and he went outside. Daniel stated he came back inside because the fighting did not stop. He then got his key to the car. Daniel stated the girl got in his face about three inches in front. Daniel stated he walked her away from him. Daniel described putting his open hands by her neck and shoulder blades in front of her and walked her away from him. Daniel stated he walked outside again and left in his car."

Lindsley told police he drove to the east side of Green Bay near Walmart and then back to De Pere. He then arrived home and ran into police at the bar when he went to pick up his wife who was there. The complaint states that this statement contradicted his earlier statement that his wife was already home.

Authorities say the mom didn't witness any of the incident because she was at work and refused to give a statement.

The complaint states that the victim's 15-year-old sister told police that, "Between 11 and 11:30 p.m. she was in her room and heard her sister yelling 'Help.' She ran into the kitchen and observed Daniel choking her in a choke hold. She attempted numerous times to pull Daniel off of her, but each time she tried Daniel squeezed harder around the victim's neck. She stated that her sister's face was turning red. She stated she finally got between Daniel and her sister and got Daniel to let go of her. She turned away for a split second and Daniel grabbed her sister's wrists. Daniel then swung at her sister with a closed fist but missed."

The victim's sister then said that she, "Told Daniel to leave and that she did not feel safe with him there. Their mother entered the kitchen and confronted Daniel about choking the girl. Daniel stated, 'I didn't choke her, and if I did, she would have deserved it.'"

Lindsley is due back in Brown County Circuit Court for an adjourned initial appearance February 17. If convicted of all charges, Lindsley faces more than 12 years in prison.

GREEN BAY, WI (WTAQ) - 20 of the top brewpubs in the nation are battling it out online to see who the best is.

One of them is Titletown Brewing Company.

"Just to be mentioned in the same breath as some of the nationally recognized brewpubs and craft breweries is pretty special," says Titletown Brewing COO Jim Kratowicz. "Given the fact that we won some national awards last fall amongst our peers at the Great American Beer Fest, nationally we won Brewpub of the Year, so maybe that's what put us on the radar."

The online voting contest is being conducted by USA Today and 10Best.

Kratowicz says a win would be great for Titletown and the city of Green Bay.

"After you get national recognition like this, and people do come into town, they will look us up," Kratowicz said. "Even for the state of Wisconsin, those folks who are traveling from around the state that are now exposed to our brand, as we push out more beer but when they read about it in the USA Today, they'll probably come check us out."

So what's the secret to creating a powerful, effective brand in such an increasingly competitive market?

"It's a legendary place, a lot of history, but it's also great food, great service and we've won awards for our beers," said Kratowicz. "We have gold medal winners, silver medal, bronze winners, and then its customer service too. We call it the 'Cheers Factor', when you come here you're gonna feel like people have known you for a long time like you're one of the neighbors."

Voting ends February 29th at noon Eastern Time.

APPLETON, WI (WTAQ) - A coalition between five public health departments and four major health systems in the Fox Valley is trying to determine the health priorities of residents in the region.

Officials asked around 1,600 families about their health habits, and collected that data.

According to health experts, some of the top health concerns are mental health, physical activity and nutrition, and substance abuse.

"We're doing very well, we're doing better than the state, better than the national norms, but we know we can do better," City of Appleton Health Officer Kurt Eggebrecht told FOX 11. "Where we can improve is maintaining a healthy weight."

Coalition members hope that the data will help engage people to make some healthy changes.

"If you don't smoke and you maintain a healthy weight, and you manage your stress, and you get plenty of rest, you're ahead of the game," said Eggebrecht.

"The key is to build in physical activity throughout the day. Eat locally, visit your farmers markets. Look at your plate, is it colorful," said Julia Salomon, a dietician with Affinity Healthcare. "Adding up the baby steps...the little small changes that can last a long time for better health."

Sheboygan, WI (WTAQ) - Super Bowl Sunday will be a busier time for police and sheriff’s departments in Sheboygan and Manitowoc County as the first High Visibility Education and Enforcement Task Force of 2016 will be in place this Sunday.

That means extra officers will be on the roads watching and stopping vehicles, possibly due to a driver driving under the influence. Sheboygan Police Sergeant Joel Kuszynski is one of the cops taking part.

He says the campaign is about prevention and not making arrests.

"what we're doing is...we're working with the taverns, we're passing out posters, just make people aware this is going on. so, hopefully they plan ahead, get a ride before they drive home from the bars"

Sheboygan Police Captain Jim Veeser (VEE-zer) says the idea is to get the word out now.

"advising the public that HVEE efforts are underway through social media and visibly seeing officers at local establishments. hopefully that will result in avoiding the dangers and consequences of impaired driving"

The task force was first used back in the Thanksgiving and Christmas holiday seasons, and more efforts will be used throughout 2016.

Green Bay Woman Arrested for Running Drug-Filled Roach Motel

GREEN BAY, WI (WTAQ) - She told police that drug users are allowed to stay at her home, right before the Green Bay woman was arrested on Tuesday.

37-year-old Melissa L. Billings is facing three charges, including felonies for maintaining a drug trafficking place and possession of methamphetamine.

According to the criminal complaint, Green Bay police were called to an apartment in the 1100 block of University Avenue just before 9 p.m. for a 911 hang up. Cops responded to that apartment earlier Tuesday for a suicidal male.

When officers arrived, they met with Billings, her 9-year-old son and another man who had a warrant out for his arrest. He's been identified as 29-year-old David J. Hoskins, who's wanted for multiple theft charges and drug possession.

Hoskins was searched by the cops, who found a pill bottle belonging to someone else. That man was the person who attempted suicide earlier that day.

Hoskins admitted to police that he picked up the meds from him. The date on that bottle shows it was filled that day with 15 Hydrocodone pills. When the bottle was opened, there were just 8 Hydrocodone pills, along with two different pills. Those pills were later identified as Amphetamine.

Cops looked around the living room and saw signs of drug use, including cut beverage straws on the table along with empty gam bags and corner bags. They also noticed, "Sub-standard living conditions in the apartment. Dirty dishes were piled up in the sink and garbage was overflowing onto the floor with cockroaches." There was also no food or water for the dog and 2 cats living there.

Officers said the boy told them he made himself oatmeal and cereal that day, but said they didn't have any milk. There was also not really anything in the refrigerator. The boy took one cop to his bedroom, where there were no sheets on the bed and no clothes for him. Billings claimed that his clothes were in a garbage bag in her room and she hadn't had time to unpack.

The complaint states that one officer, "Observed uncapped needles lying on the floor, and a used crack or meth pipe underneath the couch."

Both officers believe the adults in the room appeared to be under the influence of narcotics, and that both had pinpoint pupils.

Billings told police that the people, "She allows to stay at her apartment are supposed to be helping out with bills and clean the apartment." Billings also denied using drugs and said the paraphernalia seen belonged to those people. She also admitted to allowing strangers to come to her apartment to use drugs.

Billing stood up from a chair she was sitting in, when an officer noticed a clear plastic gem bag that contained a, "Crystal-like substance." After it was tested, the substance was confirmed to be methamphetamine, weighing about 0.5 grams.

Hoskins told another office that the drugs in his pill bottle wasn't filled by him, but by Billings for her boyfriend. Both of them went to a local pharmacy and filled 2 or 3 prescriptions. Hoskins asked Billings if he could have some pills for personal use, and Billings gave him some pills he believed was a, "Pain killer like Vicodin."

Billings is due back in Brown County Circuit Court on February 17 for an adjourned initial appearance. If convicted on all counts, she faces about 7 years in prison.

Hoskins is next due to appear in court on February 11 for the theft charges, and February 26 on drug charges.

The owners say that they're working to provide additional parking near the building while repairs to the third level are taking place.

Packers React to Brett Favre's Induction into Pro Football Hall of Fame

GREEN BAY, WI (WTAQ) - Green Bay Packers legendary quarterback Brett Favre got the votes he needed to be inducted into the Pro Football Hall of Fame on his first try.

Favre played for Green Bay from 1992-2007 and finished his Packers career with 442 passing touchdowns, 61,655 passing yards, 5,377 completions and 8,754 attempts – all NFL records at the time. He started 253 consecutive games for the Packers, and his 16 seasons matched QB Bart Starr (1956-71) for the longest tenure in team history.

Favre led the Packers to 11 playoff appearances, 7 division titles, 2 NFC championships and one Super Bowl title.

Originally the 33rd overall pick in the 1991 NFL Draft by Atlanta, Favre played for three other NFL franchises (Falcons, 1991; New York Jets, 2008; Minnesota Vikings, 2009-10) and finished his pro career with 71,838 passing yards, 6,300 completions, 10,169 attempts, 508 passing touchdowns and 298 consecutive games started – all NFL records as of his retirement in 2010.

Favre had 18 consecutive seasons with 3,000 or more yards passing, along with 23 games with four or more touchdown passes. All were NFL bests when he retired. Favre was selected to 11 Pro Bowls and was named NFL Most Valuable Player and first-team All-Pro three times.

“The Green Bay Packers organization and all our fans congratulate Brett on his election into the Pro Football Hall of Fame,” Packers President/CEO Mark Murphy said in a statement. “Brett was a one-of-a-kind player with an approach to the game that endeared him not only to Packers fans, but also to millions of football fans across the world. He’s one of the game’s all-time greats and this honor is well deserved. We look forward to his enshrinement ceremony in August.”

He will get his traditional yellow jacket during enshrinement weekend in Canton, Ohio, August 4th through the 7th. Favre is the 24th member of the Packers to be elected to the Pro Football Hall of Fame.

“Selection into the Pro Football Hall of Fame is another incredible and well-deserved honor for Brett. He belongs among the greatest players in the history of the game," said Packers Coach Mike McCarthy in a statement. "It was a privilege to work with Brett during his spectacular career with the Green Bay Packers. Congratulations Brett, Deanna and the Favre family.”

“We were very fortunate to have someone like Brett Favre come along, and it was a controversial move when Ron Wolf sent a first-round draft choice to Atlanta for a third-string quarterback. But it turned out to be the best trade in Packers history and maybe one of the top trades in the history of the National Football League, " Packers Chairman Emeritus Bob Harlan says. "What I am most thankful for is Brett gave us 16 wonderful years of exciting, winning football, and of all the records he set, I think the most amazing was the 253 consecutive starts at quarterback. He was playing the most difficult position in the toughest sport and every Sunday he was ready to give everything he had for this franchise. That turned out to be two trips to the Super Bowl and three MVPs, and it was really a remarkable career. When you look back at the problems we had in Green Bay in the 1970s and 1980s, you have to thank him because it was Brett Favre, Reggie White, Ron Wolf and Mike Holmgren that formed the foundation to bring this franchise back to elite status.”

“When I traded for Brett Favre I thought he would be sensational. He became incomparable, " said former Packers VP and GM Ron Wolf. "They say that old Yankee Stadium was the house that Ruth built. Well, the Lambeau Field reconstruction is the house that Favre built.”

“Congratulations to Brett on his selection into the Pro Football Hall of Fame. He is a once in a generation type of player," said Packers EVP, General Manager and Director of Football Operations Ted Thompson. "He was also a great teammate and his contributions and impact on Green Bay and the NFL are remarkable. This is a well-deserved honor and a great day for football.”

Linebacker Kevin Greene, a Packers coach for five seasons, was among seven others inducted Saturday.

'Afraid of Hell': Green Bay Man Charged With Repeated Sexual Abuse of Stepdaughter

GREEN BAY, WI (WTAQ) - A Green Bay man could spend the rest of his life in prison should he be convicted of sexually abusing his stepdaughter.

54-year-old Tito Sayas-Cabanas is charged with repeated sexual assault of the same child, first-degree sexual assault of a child without great bodily harm and incest with child by stepparent.

According to the criminal complaint, the now-18-year-old girl told police that the sexual assaulting first began when she was 11.

The alleged victim says Tito would ask her to come to his bedroom before she left for school and lay next to him. It began simply by Tito hugging her, but then became him asking the girl, "Lay on top of me to see how much I weighed."

It was then that Tito, per the complaint, "Began to feel her breasts under her shirt and began to put his hand down her pants and put his finger inside of her vagina." The girl admitted at the time she didn't know what was going on, but that whatever it was made her uncomfortable.

The girl then says that Tito left for Mexico for about 11 months, but upon his return the abuse got worse.

The complaint states that, "She could feel Tito's erect penis against her vagina, but that he would never take off his clothes. She said it felt like he was trying to have intercourse with her through the clothing."

The girl added that this made her feel disgusting and the last time it happened was in September of 2015.  Every time that Tito was finished assaulting her, he would, "Make her shower and take her out to eat."

The complaint states that there's no indication that Tito ever, "Ejaculated while on top of her and that she never saw his penis."

The mother of the victim was first informed about the sexual abuse and touching when the girl was about 15. The girl told her mom to forgive Tito, because she, "Did not want her youngest brother to grow up without a father. Her mom told Tito to leave the house, but that he began to cry and asked for forgiveness so she allowed him to stay."

Tito told his wife that he would never touch the girl again. After a few months, however, the touching and assault resumed. Once more, the victim didn't want to tell her mom because her brother would be without a father.

Then on November 16, 2015, the mother told her daughter that she wanted to leave Tito. That's when the victim admitted that the touching had started up again. Her mom began to cry and asked why she never told her.

"Her mom called their pastor who came to their house and took them to a hotel for the night," per the complaint. "The girl said she felt more comfortable staying with the pastor and the pastor's wife at their house."

But while at the pastor's house, Tito showed up. He claimed he was, "Suicidal and was asking the pastor's wife for mercy. The pastor's wife was asking Tito what he did, but Tito wouldn't say, but just kept telling her that he was going to go to jail and that he was afraid of hell."

Sayas-Cabanas is due back in Brown County Circuit Court on Friday, February 12 and is currently jailed on a $100,000 bond.
