Suspect in Howard murder case appears in court; no trial date set

GREEN BAY, WI (WTAQ) - A Green Bay man facing a murder charge appeared in court Friday.

But a trial date was not set for 31-year-old Matthew Moore. 

Moore is accused in the killing of Thomas Wick. Wick was found dead in the basement of his Howard home on February 27, 2012.

According to investigators, Wick was shot four times and money may have been the motive for the crime.

Prosecutors say Moore and his fiancé Katie Heller owed Wick money after selling them a house.

Moore claims Heller shot and killed Wick. He's due back in court next month for his final pre-trial hearing.


Ramps on I-41 in the Fox Valley closing for repairs next week

APPLETON, WI (WTAQ) - The Wisconsin Department of Transportation says on and off-ramps to and from Interstate 41 in the Fox Valley will close next week.

The DOT says crews will be repairing pavement on the ramps. All closures are overnight, but many start as early as 6 p.m. and last as late as 7 a.m.

Here is the schedule:

Monday, Oct. 12:

  • All four I-41/Wisconsin Avenue (Hwy. 96) on- and off-ramps in Grand Chute will be closed from 6 p.m. to 6 a.m.

Tuesday, Oct. 13:

  • The southbound I-41 off-ramp to College Avenue in Grand Chute will be closed from 6 p.m. to 6 a.m.
  • The southbound I-41 on-ramp from College Avenue in Grand Chute will be closed from 10 p.m. to 7 a.m.

Wednesday, Oct. 14:

  • The two southbound I-41 on- and off-ramps at County BB (Prospect Avenue) in Grand Chute will close from 6 p.m. to 6 a.m.

Thursday, Oct. 15:

  • The two southbound I-41 on- and off-ramps at County II (Winchester Avenue) in Neenah will close from 7 p.m. to 6 a.m.
  • The northbound I-41 off-ramp to County II (Winchester Avenue) in Neenah will close from 7 p.m. to 6 a.m., Thursday, Oct. 15.

Senate GOP offers 2nd high-capacity well bill

MADISON, WI (WTAQ) - Wisconsin Senate Republicans have offered their second high-capacity well bill, a sweeping proposal seeking to cool the conflict between big water users like large farms and the environment.

The issue is one of the most contentious before lawmakers right now, drawing passion from vegetable growers, trout anglers and the owners of lakefront homes.

Republican Senator Rob Cowles from Allouez, the bill's lead sponsor in his house and chairman of the Senate Natural Resources Committee, made clear this week that he knew the path ahead was difficult and that neither side would necessarily jump to back his proposal.

The measure represents just the latest statehouse conflict over these powerful wells, which farm and business groups say are needed to drive the economy. Environmentalists argue they pose a threat to the health of streams, lakes and wetlands, especially those in Wisconsin's central sands region.

Packers survive 3 turnovers in 24-10 win over the St. Louis Rams

GREEN BAY, WI (WTAQ) - It wasn't pretty, but the Green Bay Packers survive three turnovers by quarterback Aaron Rodgers to hold off the St. Louis Rams 24-10 Sunday at Lambeau Field.

Rodgers threw his first interception at home, ending a streak of 587 consecutive throws without a pick. It came during the 1st quarter when Rams linebacker James Laurinaitis came up with the interception.

A-Rod finished the day 19-of-30 for 241 yards with 2 touchdowns and 2 interceptions. He also lost a fumble in the game.

Wide receivers Ty Montgomery and James Jones each caught TD passes. 

The Packers (5-0) defense outplayed the offense for the second straight game. They intercepted Rams quarterback Nick Foles 4 times, including twice when St. Louis was in the red zone.

Running back Todd Gurley led the Rams (2-3) with 159 yards on 30 carries.

Garage fire in Outagamie County

OUTAGAMIE COUNTY, WI (WTAQ) - Firefighters responded Sunday morning to a fire in a detached garage in Outagamie County.

Crews responded to the fire on Marion Avenue in the Town of Buchanan around 6 a.m.

Authorities say no injuries were reported and the fire is out.

No damage estimate is available at this time and the investigation continues.

 

UPDATE: Semi driver recounts crash which closed I-41 for hours

HOWARD, WI (WTAQ) - Authorities say after being closed for more than seven hours Monday, a stretch of Interstate 41 in Howard has reopened to traffic.

Brown County Sheriff's officials say that happened after a semi-truck crashed and became engulfed in flames just before 6 a.m. on southbound I-41 at Velp Avenue.

The driver of the semi says he was hauling mail from Kingsford Michigan to Green Bay. He told deputies that he was in the right hand lane, and as he approached Velp Avenue, vehicles were crowding the center line, so he moved to the right to avoid them. 

The truck's passenger side front tire struck the concrete barriers at the top of the ramp, causing the semi to ride up the barriers and tip over. The semi then started on fire.

Upon arrival, first responders helped the driver out of the cab. He suffered only minor injuries.

The crash remains under investigation.

Man sentenced for his role in Marinette Inn meth lab

MARINETTE, WI (WTAQ) - A man who was among three people arrested after the discovery of a meth lab inside a Marinette motel has learned his fate.

Online court records indicate that Robert Sellen was sentenced to 7-and-a-half years in prison. He also received 5 years extended supervision.

Police arrested Sellen, Bridget Zuraski and Senora Lopez after finding the drug lab inside the Marinette Inn back in May.

Zuraski will be sentenced on October 26. A trial date has not been set for Lopez.

4-vehicle crash in Outagamie County leaves 2 people hurt

OUTAGAMIE COUNTY, WI (WTAQ) - The Wisconsin State Patrol says two people were injured in a four-vehicle crash near Hortonville.

Authorities say it happened on Highway 15 east of Greendale Road around 10:30 a.m. Saturday.

A car was stopped to turn left into a driveway when it was rear-ended by another car, driven by a 40-year-old New London man. The first car was then pushed into the path of an eastbound car, which ended up in the ditch. That's when the first car spun back into the westbound lane, hitting a pickup truck.

A 35-year-old New London woman, who was a passenger in the car that ended up in the ditch, was taken to the hospital with non-life-threatening injuries. 

The driver of the first car, a 20-year-old New London woman, was hurt but refused treatment.

According to investigators, alcohol was not a factor in the crash and everyone involved was wearing a seat belt.


Wisconsinites borrowing more, showing signs of consumer confidence

GREEN BAY, WI (WTAQ) - Wisconsinites are taking another step forward in their consumer confidence by borrowing more money.

The Federal Reserve says Americans have increased their borrowing to an all-time high of nearly $3.5 trillion dollars -- fueled by student and car loans, plus credit card debt.

John Halechko of the Green Bay-based Associated Bank says its consumer lending is up 74 percent in the past year. New credit cards are up 20 percent, and folks who have not used their home equity accounts for a while are doing so again.

Brian Jacobson of Wells Fargo Fund Management in suburban Milwaukee tells the Journal Sentinel that credit card debt is up for the first time since the Great Recession.

He calls it a good trend, because it shows that folks are more confident about managing their debt. However, he says the growth in car and college loans is so high, it won't be sustainable in the long run.

UPDATE: Man charged after break-in, attempted sexual assault in Appleton

APPLETON, WI (WTAQ) - Appleton police say a man was arrested over the weekend after allegedly breaking into an apartment building to sexually assault a woman.

Authorities say the attack happened in the 300 block of N. Appleton Street around 4 a.m. Saturday.

The caller reported a man knocking on the door and asking to use the bathroom. The caller didn't let the man into the apartment, but felt he was still inside the building.

Police went and checked, but couldn't find the man in the building.

When officers were leaving, the caller called again saying the man may have forced his way into another apartment. Police knocked on the door and heard muffled screams in response. Officers forced their way inside, found the man and arrested him.

The victim told police that the man confronted her as she returned home. When she tried getting into her apartment, the man also forced his way in. She tried using the phone, but the man took it from her. She began to scream, but he covered her mouth with her hand and forced her to the ground, threatening violence. When officer arrived, they found the man pulling at her shirt.

The man, identified as 38-year-old Brian Ducksworth, lists a local shelter as his residence. Ducksworth appeared in court Monday and is charged with 7 counts, including second-degree sexual assault with use of force, burglary, strangulation and suffocation and false imprisonment. 

Appleton, Grand Chute to host public info session on planned expo center

GRAND CHUTE, WI (WTAQ) - The public is being invited to talk about the proposed Fox Cities Exhibition Center this week.

The informational meeting will take place Thursday at 7 p.m. in the board room of the Grand Chute Town Hall, 1900 Grand Chute Blvd. It's being hosted by the Town of Grand Chute and the City of Appleton.

Leaders from area communities and the tourism industry have also been invited to attend.

Appleton is looking to build a new exhibition center adjacent to the Paper Valley Hotel downtown, with the hotel managing it. City documents show the facility would cost between $21 and $35 million.

Construction of the center would also require each of the 9 communities to raise hotel room taxes. The room tax is currently 5% in Kaukauna, city and town of Neenah, City of Menasha and Kimberly. It is 6% in Appleton, Town of Menasha, Grand Chute and Little Chute.

Last week, the Appleton Common Council delayed a vote on raising the room tax in the city.

Authorities rescue deer from Kaukauna river canal

KAUKAUNA, WI (WTAQ) - Officials say a deer was apparently unharmed after getting stuck in a Fox River canal in downtown Kaukauna.

A caller reported the deer in the power canal under the Crooks Avenue bridge just before 8:30 a.m. Monday. Police officers found that the buck couldn't get out because the canal was surrounded by 3-to-4-foot high walls.

Authorities contacted Kaukauna Utilities to turn off turbines in the canal so it would be safe to go rescue the deer. They decided not to try and rope it from land because they felt the ropes would make it too difficult to deal with the animal once it got onto dry land.

Firefighters used an inflatable boat, covered the deer's head with a blanket, then grabbed it by the antlers and pulled it to rescuers on land. Authorities say once on land, the deer ran off.

The Wisconsin DNR helped with the rescue, which took about an hour.

Oshkosh police searching for new chief

OSHKOSH, WI (WTAQ) - Oshkosh is looking for a new police chief.

This comes after current Chief Scott Greuel announced he will be retiring in January.

Greuel has been with the Oshkosh Police Department and the community for over 30 years.

City officials are already conducting the search for Greuel's replacement.

UPDATE: Missing Algoma man found safe

GREEN BAY, WI (WTAQ) - Authorities have canceled a Silver Alert for Robert Cook.

The 78-year-old Algoma man has been found safe, according to law enforcement.

No other details were given.

 

Oshkosh authorities taking part in mass shooter training

OSHKOSH, WI (WTAQ) - Authorities in Oshkosh will test their response to a mass shooter in a movie theater.

Police, fire, and rescue personnel will take part in Tuesday morning's training exercise at a Marcus theater on the south side of Oshkosh.

Police Sergeant Todd Wrage says a theater tragedy involves unique challenges -- like finding bodies hidden between seats and angled rows. He says the theater's low lights and flashing from the screen can also cause problems.

Actors will portray victim to make the drill as realistic as possible.

Wrage says it's important for police and rescuers to train together -- because they'll all be needed right away, once a mass shooting takes place.

UWGB campus is overrun with 5th graders

Getting elementary school students excited about college is the goal...and the University of Wisconsin Green Bay wants to help.

UWGB is hosting the 12th annual "Future Phoenix Days" this week. 15-hundred 5th graders from around the area will get the grand tour around campus.

Jaclyn DeLegrange is a sophomore at UWGB and is in charge of a group of kids.

The kids get to experience a little of college life.....sit in on a class, check out the dorms, learn how the system operates.

DeLegrange wants to be a teacher. She says spending the day with the kids helps her learn what it's going to be like when she gets a job.

UW-Green Bay’s Phuture Phoenix program partners with schools that have high percentages of students from low-income families and encourages students to graduate from high school and pursue a college education.

The program has hosted a total of 17,241 fifth grade students since it began in 2003.

To help support the large number of participants, there will be more than 250 UW-Green Bay students serving as role models and group leaders for the day and at least 120 faculty and staff members participating.

Pair of break-ins at Appleton business lead to stolen bikes

APPLETON, WI (WTAQ) - Appleton police are investigating two separate break-ins at a local business which led to two bicycles being stolen.

Authorities say the first burglary took place sometime between 3 p.m. September 5 and 7 a.m. September 6 at Schwag, 2727 N. Meade Street. 

The burglar broke a front window and stole money, sunglasses and a Mongoose BOOT'R bike that was black with gold trim.

Then this past Sunday, someone broke a window and stole a black Cannondale Jekyll 4 bike.

Two escapees from Winnebago Correctional Center sought by police

OSHKOSH, WI (WTAQ) - Authorities in Oshkosh are asking the public to watch out for two men who escaped the Winnebago Correctional Center on Friday.

According to the Oshkosh Police Department, 21-year-old Austin Reynolds and 21-year-old Leland Larock left on foot from the facility, located at 4300 Sherman Road.

Police say the two men were last seen in the yard on video, but somehow got around and out of a fenced area. The video was unable to capture when and how they escaped.

The two men broke out between 6:15 p.m. and 9:30 p.m.

Reynolds is described as white, 6 feet tall and 150 pounds. He has blonde hair and blue eyes. He is from Menasha.

Larock is described as Native American, 5'6" and 146 pounds. He has black hair and brown eyes. Police believe Larock may travel to the Green Bay area.

Northeast Wisconsin police find victims, make arrests in human trafficking crackdown

MILWAUKEE (WTAQ) - Last week, law enforcement agencies took part in the FBI's ninth annual "Operation Cross Country".

That included several in Northeast Wisconsin, like the Brown County Sheriff's Department, Appleton Police Department, Oshkosh Police Department and the Fond du Lac Police Department.

The effort targeted human trafficking operations.

According to a release from the FBI's Milwaukee office, 10 adults considered victims were recovered in Brown County and 3 traffickers were arrested.

In Appleton, one adult was recovered and one trafficker was arrested. An adult and a juvenile victim were recovered in Fond du Lac, with one trafficker being arrested. While in Oshkosh, three adults were recovered and one trafficker was arrested.

FBI officials say Wisconsin tied for 3rd in the nation in total number of juvenile victims recovered with 9. Denver led the nation with 20.

149 underage trafficking victims were recovered nationwide, while 153 pimps were arrested during the initiative last week.

UPDATE: Overnight shooting in Oshkosh

OSHKOSH, WI (WTAQ) - Police in Oshkosh continue to investigate after a man was found shot in the head in a north side parking lot Wednesday morning.

Police say the 47-year-old Oshkosh man was found in a vehicle in a rear parking lot of a business in the 600 block of N. Main Street just after midnight. Authorities say a passerby noticed something wasn't right.

"There was a passerby who saw the man in the vehicle," Lt. Kevin Konrad told FOX 11. "Thought it looked unusual for that time of night and tried to get the guy's attention. He wasn't responding. So when he walked around the other side of the car, that's when he noticed the blood on the side of his face."

The victim was taken to Theda Clark Medical Center in Neenah, but was eventually flown to University Hospital in Madison for treatment. Police did not give an update on his condition.

Oshkosh police are looking for information, particularly anyone who has video cameras in the area. Anyone with information is asked to call Oshkosh police at (920) 236-5700.
