Teen charged in attack on woman at Appleton trail

APPLETON, WI (WTAQ) - We're learning more about the suspect arrested in connection with the attack of a woman on an Appleton trail.

Police say 17-year-old Milan Stewart has been jailed on multiple charges and is expected in court Monday afternoon. Authorities referred charges of second-degree reckless endangerment, strangulation and suffocation, false imprisonment and substantial battery.

According to police, a woman was jogging on the Newberry Trail near Lawrence University's Banta Bowl around 11:40 a.m. when Stewart allegedly attacked her from behind and forced her to the ground. 

Two other people, who were on bicycles at the time, scared off the teen. One of them chased after the suspect, but he got away.

Police were later able to locate Stewart and arrested him. He admitted to being involved in the incident. Investigators believe this was an isolated incident.

In court Monday, a judge set Stewart's bond at $50,000. 


De Pere man charged in downtown Green Bay stabbing

GREEN BAY, WI (WTAQ) - Charges have been filed against a De Pere man for a stabbing incident after just outside of the Fire Over The Fox fireworks show in downtown Green Bay.

In court Monday, 22-year-old Victor Manuel Pazcastellanos was charged with attempted first-degree intentional homicide, first-degree reckless injury, endangering safety with the use of a dangerous weapon and possession of THC.

Green Bay police were called to the 300 block of Dousman Street around 10:30 p.m. Saturday and found a 20-year-old woman with multiple stab wounds. She was taken to the hospital with non-life threatening injuries.

Authorities say a 41-year-old man who tried to stop the attack suffered minor injuries as well. He was taken to the hospital.

Gas station robbery suspect sought in De Pere

DE PERE, WI (WTAQ) - De Pere Police need your help tracking down a gas station robbery suspect.

Authorities say the man, pictured above, went into a gas station in the 800 block of Main Avenue at 7:30 p.m. Sunday.

According to an employee, the man implied he had a weapon under his shirt and demanded money and cigarettes.

The man then fled the store with an undisclosed amount of money and cigarettes. No one was injured.

The suspect is described as white, about 25-years-old, wearing sunglasses, a white t-shirt with gray shorts and white tennis shoes.

Tornadoes spotted in Shawano, Oconto counties Monday

SHAWANO/OCONTO COUNTIES, WI (WTAQ) - Severe weather struck parts of the region Monday afternoon.

The National Weather Service reported a storm system produced a tornado in Shawano County shortly after 5 p.m., before threatening parts of Oconto County.

Three separate sightings of a tornado were reported.

Weather spotters confirming the tornado, also reported heavy rains and high winds along with this storm system as it passed through Shawano and Cecil.

 

Silver Alert cancelled for Muskego couple

MUSKEGO, WI (WTAQ) — A Silver Alert has been cancelled for a missing couple in Muskego. 

88-year-old Clifford and 86-year-old Viola Rechlin have been found safe.

Family members say they had not heard from for a couple of days.

The couple was last seen on July 4.

 

Appeals court: Green Bay arbitration ruling stands against police union

GREEN BAY, WI (WTAQ) - The city of Green Bay has won a victory in a state appeals court over a contract dispute with the Green Bay Professional Police Association.

Both the police union and the city went to arbitration after failing to agree on a contract after their 2009-11 agreement expired. The arbitrator ruled in favor of the city, and the circuit court denied a union motion to overturn or modify the decision.

The appeals court wrote, "Contrary to the Association’s assertion, the arbitrator did not fail to give weight to the required statutory factors. Accordingly, the parties received what they bargained for when they agreed to arbitration."

Merger announced between RiverWood-Maritime, Fox Communities credit unions

MANITOWOC, WI (WTAQ) - RiverWood-Maritime Credit Union has announced it is merging with Appleton-based Fox Communities Credit Union.

“This partnership allows us the opportunity to offer a broader product line, including many more mortgage options for our members," RiverWood-Maritime CEO Bonnie Timm said in a news release. "All the staff from RiverWood-Maritime Credit Union will remain and we will be adding additional staff to meet newly expanded lobby hours. It is important that we continue to grow and stay competitive with the ever-changing needs of our members.”

RiverWood-Maritime members will continue to use their locations in Manitowoc and Two Rivers to do business until their computer system is updated. When the update is complete, members will have access to the 15 other Fox Communities locations, and Fox Communities members will have access to the Manitowoc County locations.

The computer system update is expected to be completed at the end of November.

Fox Communities Credit Union has more than 77,000 members and $1 billion in assets. It employs more than 300 people. Membership is open to people who live, work or own property in Brown, Calumet, Kewaunee, Manitowoc, Oconto, Outagamie, Shawano, Sheboygan, Waupaca and Winnebago counties.

READ POLICY: Green Bay releases draft of 'code of conduct' for officials

GREEN BAY, WI (WTAQ) - The city of Green Bay has unveiled a draft of a proposed "Code of Conduct for Elected Officials".

This comes on the heels of recent incidents and allegations surrounding members of the City Council and Mayor Jim Schmitt.

The policy, which you can view by clicking on the PDF above, will be discussed by the Ethics Board at 5 p.m. Tuesday. The meeting will be in room 207 of Green Bay City Hall and is open to the public.

In the policy's opening section, the intent listed is:

"It is the policy of the City of Green Bay to uphold, promote and demand the highest standards of ethics from all of its officials, whether elected to the City Council or appointed to advisory boards. Accordingly, all members of City boards, commissions, committees, and members of the City Council shall maintain the utmost standards of personal integrity, trustfulness, honesty and fairness in carrying out their public duties, avoid any improprieties in their roles as public servants, comply with all applicable laws, and never use their City position or authority improperly or for personal gain.

The City of Green Bay and its elected and appointed officials all share a commitment to ethical conduct and service to the City of Green Bay. This code has been created to ensure that all elected and appointed officials have clear guidelines for carrying out their responsibilities in their relationships with each other, with the staff, with the citizens of Green Bay, and with all other private and governmental entities."


Wisconsin DNR confirms faucet snails found in Elton Creek

LANGLADE COUNTY, WI (WTAQ) - An invasive snail spotted six years ago near Shawano has been found in a non-connected stream to the north.

The DNR said faucet snails were confirmed in Elton Creek in Langlade County, near the Chequamegon-Nicolet National Forest.

The snails hold parasites that can kill waterfowl like coots and scaup. They do not hurt most other wildlife.

An estimated 120,000 birds have died in the Upper Mississippi River region since 2002.

The DNR's Bob Wakeman tells the Milwaukee Journal Sentinel that fishing gear or the trout fishing waders may have caused the snails to appear in Elton Creek. Boats and other waterfowl may have also spread them.

In 2009, the faucet snail was found in Shawano Lake. They've also been in the Wolf and Mississippi River systems.

Other area sites will be checked later this month. State law requires boaters to clean the inside of their crafts once they leave, so invasive species are not spread.

Police investigate robbery at De Pere credit union

DE PERE, WI (WTAQ) - Police responded to an apparent credit union robbery in De Pere.

It happened at the Unison Credit Union on Main Avenue Tuesday afternoon.

Authorities have not released any information about the incident or a suspect.

UPDATE: Missing Janesville man found safe

JANESVILLE, WI (WTAQ) — A 74-year-old Janesville man who went missing has been found safe.

Authorities said Wednesday that Harry Coulter was located after issuing a Silver Alert.

Coulter was last seen around 7:30 p.m. Tuesday when dropped his wife off at St. Mary's Hospital in Janesville and was supposed to pick her back up a little later. But he never showed up.

 

Burn victim, on the skis to recovery, wants to payback

Green Bay, WI (WTAQ) - A central Wisconsin man, injured in a workplace accident in February, wants to thank the doctors, nurses, and the facility, that helped him recover.

And he's planning to do it in a very unique way.

50 year old Bob Coley suffered 2nd and 3rd degree burns over much of his body in the accident.

He wound up in the burn center at UW Health in Madison. Doctors there told him to expect to be there for at least 40 days.

He was out in less than 2 weeks and back to one of his favorite pastimes, water-skiing, by April.

Now, he wants to turn his skill on the skis into a thank you.

He's hoping people will kick-in some cash toward his effort to cross Lake Michigan on a Sky-Ski, basically a ski with a seat and a rudder, sometime in mid-August.

A friend in a boat will pull him. Coley believes he can make the crossing in three hours or so.

The route that's been chosen will take him from Manitowoc to Ludington, Michigan.

Wisconsin DNR: No air quality alerts Wednesday due to Canadian wildfires

MADISON, WI (WTAQ) - You won't have to worry about breathing smoke from Canada's wildfires Wednesday morning.

The state DNR says the state's air quality is good -- and we're not under any official advisories like we were Tuesday at this time.

Folks in Wisconsin's Northwoods are especially accustomed to getting smoke from blazes out West. But the DNR's Mike Majewski says it usually stays up in the atmosphere.

That wasn't the case Tuesday, when a cold front pushed heavy rains through the Badger State, and then brought the Canadian smoke down to the surface.

Folks saw a red, hazy sun and moon -- and the smoky air caused health concerns for those with heart and lung issues, those who perform strenuous activities outdoors, and more.

A statewide air alert expired Tuesday afternoon.

Lightning caused most of the Canadian fires, and a drought in Saskatchewan was also said to be a major factor.

Group looking to designate S.S. Badger route as Highway 10

MANITOWOC, WI (WTAQ) - U.S. Highway 10 in Wisconsin and lower Michigan could soon be going over water.

A national group of transportation officials says it's working to get the route of the S.S. Badger car ferry across Lake Michigan officially designated as Highway 10.

In Wisconsin, the road ends at Manitowoc on the lake's eastern border. The same designation is picked up again at Lundington on the lake's western border.

The car ferry carries up to 600 people and 180 vehicles over Lake Michigan, between the two cities.

Officially, Highway 10 has been two segments since 1926 -- and the American Association of State Highway and Transportation officials is now working with DOT officials in both states to make the water route part of the U.S. highway as well.

Green Bay commission to name interim police chief Thursday

GREEN BAY, WI (WTAQ) - A special meeting has been scheduled for Thursday by Green Bay's Police and Fire Commission.

At that meeting, the commission is expected to select an interim police chief. 

Chief Tom Molitor announced he was retiring as of July 31. 

According to city officials, the plan is to conduct a nationwide search for a permanent chief.


Jury selection underway for Alejandro Silva murder trial

APPLETON, WI (WTAQ) - Jury selection got underway in Outagamie County Wednesday for the murder trial of Alejandro Silva.

In August 2013, Silva and Kamewan Salzman got into a fight outside Benderz Bar in Oneida. According to witnesses, Silva was seen taking a gun from another man and firing four shots at Salzman.

If convicted of the first-degree intentional homicide charge, Silva faces life in prison. 

The trial is expected to last through all of next week, with opening statements scheduled for Thursday.

New leaders welcomed at the Salvation Army of the Fox Cities

APPLETON, WI (WTAQ) - New leadership has been announced at the Salvation Army of the Fox Cities.

Majors David and Shanda Minks are the new corps officers, replacing retiring Majors Ed and Marge Jarvis.

The Minks moved to the Appleton area last month after serving in Evansville, Indiana. The couple has three children.

David Minks has a degree in social work from Eastern Michigan University and has experience working as a social worker in a homeless shelter. Shanda Minks worked with a mobile meals program before joining The Salvation Army. 

Ashwaubenon Public Safety investigating 2 jewelry store thefts

ASHWAUBENON, WI (WTAQ) - Ashwaubenon Public Safety investigators think the robbery of two jewelry stores in recent days was done by the same suspect.

Authorities say on June 29, the Zales store in Bay Park Square Mall was robbed. On Wednesday, D&M Jewelers on Oneida Street was also robbed.

Police say in both cases, the man went to the counter, asked to see some earrings and then ran off with the items.

The robber, pictured above, was wearing a blue buttoned shirt with sleeves rolled up to the elbows, blue and white plaid knee-length shorts and white tennis shoes. He was described as having tattoos on his arm.

Door County authorities keep up search for missing doctor

DOOR COUNTY, WI (WTAQ) - The search continues for a missing Grand Chute doctor who was last seen June 29 in Ephraim.

Door County Sheriff's investigators say they're expanding their search in hopes of locating 63-year-old Jeffrey Whiteside.

"We had three deputies going door-to-door in Ephraim with the flyer and see if anybody had seen him or anything suspicious," Door County Sheriff Steve Delarwelle said Wednesday. "We also had the DNR do a grid search with their airplane of Eagle Harbor in case he would've been in the water."

Delarwelle said that the plane did several passes over Eagle Harbor and found nothing. For the first time, they will put to use search dogs in the area both Friday and Saturday.

The sheriff admits that time is not on their side.

"We haven't had anybody that has sighted him yet, some possibilities and ideas here or there, but not a lot of them no," Delarwelle said of the frequency of citizen tips. "Without any (tips), Door County is a large area with a lot of wooded area. Without any idea where to even start the search, it's difficult."

Delarwelle also denied a Gannett Wisconsin Media report which said an email notification from the Wisconsin Crime Alert Network was sent to the Sturgeon Bay Visitor Center from the Sturgeon Bay Police Department last Friday saying Whiteside was vacationing with his family on a boat in Ephraim when he had an argument with his wife and left the marina on foot. It also stated that it's happened previously.

"No, I don't know anything about that," Delarwelle said when asked about it. He did say that the Sturgeon Bay Police Department is not assisting in the search for Whiteside, only distributing fliers.

Ledgeview man injured after getting pinned by tractor

LEDGEVIEW, WI (WTAQ) - A man was airlifted to the hospital after the tractor he was operating rolled and pinned him underneath it in Brown County.

Officials say it happened near Lime Kiln Road and Dickinson Road in the Town of Ledgeview around 2:30 p.m. Wednesday.

Eagle III flew the man, once he was freed by emergency crews, to Aurora Baycare Hospital. No word yet on his condition.
