MANITOWOC, WI (WTAQ) - The S.S. Badger was cleared by the feds and made its first voyage of 2015 Friday.

The car ferry makes the daily trip from Ludington, Michigan, to Manitowoc, but it was almost swamped by environmental concerns.

The EPA had ruled the coal ash the Badger produced could no longer be dumped into Lake Michigan.

Its owner, Lake Michigan Carferry, spent $2.4 million making upgrades to eliminate the problem. A new combustion control system was installed, along with a coal ash retention system.

The federal government gave it the okay and the service for the summer was restored.

Severe weather threat postpones 'Hands Over the Fox' event

MENASHA, WI (WTAQ) - A gathering to help Fox Valley residents move on from four random shooting deaths was delayed until May 31st, due to a potential for severe weather.

The "Hands Over the Fox" event was scheduled Sunday night on the Trestle Trail Bridge in Menasha.

Tornado warnings were in effect Sunday to the north, around the Menominee Indian Reservation -- and rain shortened a Wisconsin Timber Rattlers' baseball game at Grand Chute.

Thousands of people were planning to hold hands across the Trestle bridge, where gunman Sergio Valencia del Toro shot and killed two family members, a passerby, and then himself 15 days ago.

Organizers said they didn't want to take any chances with severe weather -- so they decided to delay it for two weeks.

Winds hit 55 miles an hour Sunday evening near Ashland, and were in the 40's elsewhere in northwest Wisconsin.

The National Weather Service reported no building damage in the Badger State. Neighboring Minnesota had tornadoes and hail, but those storms got weaker after they entered Wisconsin.

Wet and cooler weather is predicted through Monday night, with highs in the 50's and 60's and lows Monday night dropping into the 30's.

RIPON, WI (WTAQ) - A cookie plant in Ripon in planning to close, putting about 300 workers out of a job.

ConAgra Foods are telling employees Monday that they're planning to close its west cookie plant with layoffs expected to be done by December.

In a statement Monday, ConAgra said:

“Following an extensive evaluation of our plant network, we have determined that we need to close the soft bake and enrobed cookies facility in Ripon, WI. We are currently meeting with employees to let them know that the transition will occur in phases between September of 2015 and the end of the year. This does not impact the wafer cookie facility in Ripon.”

Company officials say employees affected have the option of applying for other open positions with ConAgra.

FOX 11 reports that local union leaders will attempt to talk ConAgra into keeping the plant open. Workers United Local 91 say they were told by the company that the soft cookies made there are not profitable, and the plant needs capital investment.

Enrobed cookies, which are cookies with additional chocolate on the top or bottom, are also made at the plant.

About 80 people are employed at ConAgra's east plant, which makes wafer cookies. Company officials say that plant is not impacted by these layoffs and will stay in operation.

In a statement released through a ThedaCare spokesperson, Erin Stoffel said:

“I am grateful to my friends, family and the community for their outpouring of support and prayers to me and my children. I have a long road ahead of me, but my doctors say I am making progress. It is still hard.

“Jon was such an incredible husband and father. I was so honored God chose me to be his wife. He taught me so much and was so selfless, loving and funny. I could go on and on. Olivia was the most sweetest, dear daughter. She had a heart of gold and loved her family and close friends. I miss them so much and the pain is deep.

“However, I cherish my visits in the hospital with (her children) Ezra and Selah and, with the help of God, will be strong for them. I look forward to joining them at home soon.”

Wisconsin Public Service makes second push for monthly rate hike

GREEN BAY, WI (WTAQ) - The electric utility for northeast Wisconsin is making a second request to raise its monthly fixed charge.

The Wisconsin Public Service Corporation of Green Bay has filed an updated request to state regulators for a 10 percent rate hike next year.

The proposal includes a $6 increase in its fixed charge, to $25 a month. That's after the same fee was raised by $8 for the current year.

The utility says it needs the higher fixed charge so all customers pay their fair share for common equipment like power poles -- and it plans to reduce its energy usage charges to help compensate.

A group that represents consumers, the Citizens Utility Board, says customers would be charged $300 a year without even turning on a single light switch. They said it would hurt seniors on fixed incomes, and those trying to save on their energy bills.

The state approved higher fixed charges for other Wisconsin utilities last year, but it's not known whether they'll propose a second increase like Public Service did.

As for the 10 percent rate hike, Public Service says it's needed after 8 years without what it calls a "substantial increase" in its bills.

Public Service is in the process of being acquired by Milwaukee's We Energies.

The Citizens Utility Board, meanwhile, faces a proposed state budget cut which it says would put them out of business next year.

ASHLAND COUNTY, WI (WTAQ) - Just three days before Memorial Day Weekend campers invade northern Wisconsin, part of Ashland County reports an inch of new snow.

Fortunately for the visitors, a slight warm up is due on Friday, with generally dry weather at least into Sunday. By then, highs should be around 70 -- but lows may keep dropping into the 40's.
