Jackson pleads insanity in toddler death case

WAUPACA, WI (WTAQ) - A Waupaca man claims he was insane when he allegedly caused the death of his two-year-old stepson last May, and injured another stepson in June.

28-year-old Joseph Jackson pleaded not guilty by reason of mental disease Tuesday to charges of reckless homicide, felony child abuse, and disorderly conduct.

A judge ordered Jackson to undergo a mental exam, and a status conference in the case is set for April 7th.

Prosecutors said Jackson held his 2-year-old stepson face down on a bed to get him to stop crying -- and instead, he stopped breathing. He died later at a hospital.

A separate criminal complant accuses Jackson of pushing another stepson to the ground and caused the boy to suffer scrapes. That was after an argument with his wife.

Charges filed in Waupaca County fatal hit-run crash

WAUPACA, WI (WTAQ) - A man has been charged in connection with a drunken fatal hit-run crash over the weekend.

39-year-old Allen Guse is charged with homicide by intoxicated use of a motor vehicle and hit-and-run involving death in Waupaca County. Online court records indicate Guse was released Tuesday on a $50,000 cash bond.

Guse is due back in court for a preliminary hearing March 26.

Authorities say Guse's pickup truck crossed the center line and slammed into a minivan on Saturday. The crash killed 35-year-old Matthew Egerer. Guse walked away from the scene and was later taken into custody.

Plans for new ThedaCare clinic in Neenah announced

NEENAH, WI (WTAQ) - ThedaCare has announced plans to build a new clinic in Neenah. 

The new facility would replace its two family practice locations on S. Commercial Street and Tullar Road, along with the endocrine and internal medicine clinics currently located at Theda Clark Medical Center. 

“We have outgrown a number of our clinic sites in Neenah and face aging facilities that need to be upgraded,” said Jeff Mitchell, Vice President of ThedaCare Physicians. “We carefully reviewed the situation and learned that one clinic would make the best use of our resources and increase the level of care and convenience we can deliver to our Neenah patients.”

Mitchell says they're looking at sites with easy access to Highway 41 and expect to begin construction this spring. It would open in about a year.

According to Mitchell, merging of the primary care sites enables ThedaCare to provide lab services, X-ray, MRI, mammography and other diagnostic and screening services to a larger patient population.

The current clinics do not have space for all of these services.

“From a cost perspective, we will not be duplicating services and equipment, and our Neenah patients will have equal and convenient access to these tests all within one new clinic building,” Mitchell said.

Legal Resources of Brown County offers free help with family law, landlord issues

GREEN BAY, WI (WTAQ) - Brown County residents looking for free help with some personal legal matters now have a place to go.

Every Tuesday from 4 to 7 p.m., Legal Resources of Brown County will offer legal advice for folks unable to afford an attorney. 

"They will be able to provide answers to questions related to family law matters such as child support, custody, placement, paternity establishment, along with landlord tenant issues," says Brown County Child Support Director Maria Lasecki.

Volunteer paralegals will be available to help with legal forms used to file motions and help answer questions regarding court procedures. Attorneys will also volunteer to answer questions as well.

"It's one of those services where the community has come together, recognized the need and bringing forth the service," says Brown County Executive Troy Streckenbach. "Hopefully, in the long run, it will streamline the process, while freeing up some staff resources both here at the county and with the state."

The clinic, open on Tuesdays from 4 to 7 p.m., is located within the Wisconsin Job Center building at 701 Cherry Street in Green Bay.

There will be no fees charged for their services, which are available on a first-come, first-served basis. However, volunteer attorneys will not be able to offer pro bono representation. That is something officials hope can happen in the future.

It was made possible through efforts of community volunteers along with the donation of space, parking and other resources by the Wisconsin Job Center through the Wisconsin Department of Workforce Development, and the legal community.

Green Bay-area public school officials decry proposed budget cuts

BRILLION, WI (WTAQ) - The Green Bay Area Public School superintendent told state lawmakers she's "losing sleep at night" over how to budget for possible unlimited vouchers.

Michelle Langenfeld told the Legislature's Joint Finance Committee Wednesday she needs the panel's help in crafting her district's budget for next fall. 

In her prepared remarks, made available to WTAQ by the district, Langenfeld said, "Imagine yourself trying to explain to parents, who are already concerned about the $3.3 million state aid cut to the District for next year that you cannot promise that their children's classrooms will not be impacted."

Langenfeld goes on to say that with unlimited vouchers, the district cannot be sure what their revenue will be for next year.

“How do I explain, that if history is to be our guide, many of these students will never have attended the school district and therefore, the voucher program is literally taking money away from their students’ classrooms to pay for vouchers," Langenfeld said.

Other area school district officials and administrators also spoke out against proposed cuts to public education funding contained within Governor Scott Walker's budget plan.

“As one of the most frugal districts in the state, we can no longer continue to cut without adversely affecting more core programs,” said Lisa Botsford, a member of the Howard-Suamico school board.

“The potential loss of educational opportunities for our students across the state with this proposed budget is just alarming,” added Ashwaubenon superintendent Brian Hanes.

On the other side of the voucher issue, staffers from private voucher schools in Green Bay, Appleton, and Fond du Lac praised the program, calling it a success.

The Joint Committee on Finance held the first of four public hearings at Brillion High School on Wednesday. More than 200 people signed up to speak on a variety of issues related to the budget during approximately 7 hours of testimony.

Other topics were health care, smoking cessation programs, transportation funding and changes to programs for seniors and the disabled like Family Care.

“The budget proposal is too complex and too disruptive to implement,” said Pat Finder-Stone from the AARP. Fond du Lac County Board member Judy Goldsmith added, “This successful program is being replaced with an untested model.”

The next public hearing is scheduled to happen on Friday in Milwaukee.

Applicants for first Medical College of Wisconsin's Green Bay class nears 2,200

DE PERE, WI (WTAQ) - Almost 2,200 people applied to become the first 25 students at the new Medical College of Wisconsin campus in the Green Bay area.

The facility is scheduled to open this summer at St. Norbert College in De Pere.

Medical campus dean Matthew Hunsaker says the school has sent its enrollment offers to prospective students -- and he expects the admitted applicants to make their final decisions by the end of April on whether they'll attend school there.

The students will get instruction by video conferences, as well as in-person faculty from UW-Green Bay, St. Norbert, and other area institutions.

The Medical College has had a campus in Wauwatosa for years. It plans to open another one in central Wisconsin in 2016.

3 people injured in Township of Herman crash

TOWNSHIP OF HERMAN, WI (WTAQ)- One person suffered life-threatening injuries after a crash in the Township of Herman.

The crash happened around 8:30 p.m. Wednesday on State Highway 33.

Officials say the driver of a pick up truck pulled out from a stop sign and was struck by a semi carrying 40,000 pounds of cheese.

The semi overturned in a pond and spilled diesel fuel.

A passenger in the pickup, a 67-year-old Dodge County man suffered life threatening injuries.

The driver, a 36-year-old man had non-life threatening injuries.

The semi driver also had non-life threatening injuries.

State Highway 33 in the area was closed for about three hours.

StoneRidge recalls about 31,000 pounds of garlic pork tenderloin

WAUTOMA, WI (WTAQ) - A central Wisconsin company has recalled over 31,000 pounds of garlic pork tenderloin.

The USDA said StoneRidge of Wautoma produced tenderloin that contained milk, which was not on the product's label.

The garlic pork product was sold from March of last year through Monday of this week in one and two pound packages. It was shipped to retail stores in Wisconsin and Illinois, and they had use or freeze by dates through April 30th.

The USDA said there have been no negative health reactions reported -- and those concerned about getting sick should contact their health care providers.

Pulaski, Oconto Falls vegetable plants to shut down

MADISON, WI (WTAQ) - Just a week after purchasing Sager Creek Vegetable Company plants in Pulaski and Oconto Falls, Del Monte Foods says they are closing them down.

According to the Wisconsin Department of Workforce Development, about 41 salaried and hourly workers and nearly 200 seasonal employees will be out of work.

Between the two facilities, the company processes and stores corn, green beans and peas.

Del Monte told FOX 11 in a statement: “This decision was difficult, but will ultimately allow Del Monte to maintain a strong grower and manufacturing presence in Wisconsin.”

The layoffs begin in Pulaski in May and Oconto Falls in June. The two plants are slated to close fully in mid-June.

Del Monte Foods also operates a plant in Markesan.

Bomb threat on U-W Madison Campus

MADISON, WI (WTAQ)- The University of Wisconsin-Madison Police are investigating a bomb threat at the Memorial Union.

Campus police sent out an alert just before 1 a.m. Friday.  

The area around the Memorial Union has been reopened.

The University of Wisconsin-Madison Police continue to investigate.

CLINTONVILLE, WI (WTAQ) - The Marathon County Sheriff's Department has released dash camera video that captured a dangerous chase of a stolen vehicle through three counties this week.

58-year-old Randall Wilson was arrested and charged with three felonies.

Authorities say Wilson led them on a chase through Waupaca, Shawano and Marathon counties, ending in Rib Mountain. In the end, the chase covered 50 miles and damaged 4 squad cars.

Newly released police dash camera video captured a dangerous, three-county chase through Northeast Wisconsin, all in pursuit of a stolen vehicle.

The owner of the stolen vehicle, Joe Steinke of Clintonville, told FOX 11 he still can't believe what happened.

“9:30 in the morning, while I’m drinking my coffee, there goes my vehicle,” said Steinke, who was sitting in his office when he noticed someone checking out a vehicle on his car lot that wasn't for sale. That vehicle was his wife's 2008 GMC Denali, which still had the keys in it.

“I just walked toward the door and next thing you know he took off with it,” Steinke said. He began to chase the stolen SUV until police took over.

“He refused to stop,” said Captain Jim Beggs of the Clintonville Police Department. “Our vehicle came off from the south, supported the Marion vehicle. They headed out to Highway 45 and then north on Highway 45 into Shawano County, where Shawano attempted to assist us.”

Authorities tried stop sticks, but the vehicle made its way to Highway 29 and eventually into Marathon County.

“It was a necessity to get him stopped because when he showed intent to place others at extreme risk, we weren’t sure exactly what his intent was,” said Lt. Mark Wagers of the Marathon County Sheriff’s Department.

Eventually, deputies were able to take Wilson into custody after they say the SUV was too damaged to drive.

Investigators say Wilson told them he heard voices on the radio that told him to keep going.

He is being held on a $50,000 cash bond. Wilson appeared in Marathon County court Wednesday. A competency hearing has been scheduled for next month.

Clintonville Police say they had seven complaints about Wilson since March 7th. They were mostly from businesses that he was causing a disruption. However, police say none of the incidents were anything Wilson should have been arrested for.

Manitowoc County house fire overnight

REEDSVILLE, WI (WTAQ)- A house near Reedsville was destroyed after an overnight fire.

The fire broke out around midnight on Sans Road.

An official on the scene says he doesn’t believe anyone lived in the house.

Runaway girls from Oshkosh area believed to be in Milwaukee

OSHKOSH, WI (WTAQ) - Oshkosh police need your help locating two missing teenage girls that ran away from home on March 10.

Authorities believe that 16-year-old Marchelle Dixon of Oshkosh and 15-year-old Savannah Korn of the Town of Algoma are in Milwaukee together.

Dixon is described as black, 5'2", 120 pounds with black hair and brown eyes. She last contacted her mom about a week ago.

Korn is described as white, 5’3”, 118 pounds with brown hair and brown eyes. Police say she is believed to have her mother’s vehicle which is a 2013 blue Kia Sportage with the Wisconsin license plate, 152-DHS.

At this time, police do not believe the girls are in any danger.

Authorities locate elderly Suamico woman after wandering away

SUAMICO, WI  (WTAQ) - Brown County authorities say an elderly woman has been found after she went missing for nearly an hour Saturday morning.

Officials say they were called around 3:30 a.m. to Elm Tree Road after a report of an 85-year-old woman wandered off.

Police used thermal imaging equipment and a K9 to locate the woman 300 yards from her home. Authorities believe she may have had an adverse reaction to a new medication.

She was taken to the hospital for treatment of some scrapes and bruises.

New London firefighters rescue teen from Wolf River

NEW LONDON, WI (WTAQ) - The New London Fire Department has rescued a teenager stranded on ice in the Wolf River.

Crews were called to a location near the Shawano Street Bridge at 6:41 p.m. Friday.

They found an 18-year-old boy floating down the river on a piece of ice. He later told authorities it broke off in the strong current shortly after he had stepped on it.

The New London Fire Department says it took only 4 minutes to arrive and help the stranded teenager.

Firefighters used ice rescue suits to swim in the frigid river and save him. The teenager wasn’t injured.


Wildfires happen over the weekend despite colder temps

SHAWANO COUNTY, WI (WTAQ) - The recent drop in temperatures reduced the state's risk of wildfires -- but not everywhere.

The DNR says the state's mid-section still has a high fire danger Monday morning, along with much of the southeast quarter of Wisconsin. Low to moderate wildfire risks are reported everywhere else.

Sunday, a 61-year-old man burned his legs in a Sheboygan County grass fire in the town of Lyndon. He was taken to a Milwaukee burn center after the blaze, in which firefighters were called around 2 p.m.

In Shawano County, authorities reported two sizable grass fires in the Green Valley area. At the same time, it was still cold enough to rescue people from frigid waters.

In Waupaca County, a 73-year-old New London man spent about 10 minutes in an icy White Lake before paramedics took him to a hospital to be checked out. Two fishermen heard the man yell, and they pulled him into their boat.

Rollover crash kills Maribel man, injures 2 others in Manitowoc

MANITOWOC, WI (WTAQ) - A rollover crash Saturday night in Manitowoc has killed one man and injured two other people.

Police say it happened just after 7 p.m. on Calumet Avenue near Interstate 43.

Authorities say 52-year-old Norman Knuth III of Maribel was a passenger in an SUV that exited I-43, struck a utility pole, and crashed as it crossed Calumet Avenue.

Two other people were hurt in the accident. The driver was identified as Norman's father, 80-year-old Norman Knuth II. Another passenger has been identified as Knuth's mom, 75-year-old Audrey Knuth. 

Police say as the vehicle exited the interstate, it was not able to slow down as it approached Calumet Avenue.

Officers say the extent of their injuries is unknown. Both survivors were wearing their seatbelts. Norman Knuth III was not wearing a seat belt.

Alcohol is not believed to be a factor. The Wisconsin State Patrol is investigating the crash.

Two arrests made after marijuana lab found in Redgranite

REDGRANITE, WI (WTAQ) - Authorities say a marijuana lab was found during a search warrant issued at a home in the Village of Redgranite Monday.

The warrant came as a result of a weeks-long investigation by the Waushara County Sheriff's Department.

Deputies and Redgranite police say they raided the house in the 600 block of Main Street around 9:30 a.m.

Two people were arrested and several marijuana plants were found along with the lab.

Agents with the Wisconsin Division of Criminal Investigation determined the lab was used for a marijuana operation.

GREEN BAY, WI (WTAQ) – The Green Bay Police Department has released some more information about Monday night's crash involving a squad car.

The crash happened near the corner of Military Avenue and Bond Street on Green Bay's west side around 7 p.m. The department says the police officer was on his way to a medical call.

The P.D. says the officer was driving on Military past Bond and had a red light. As the officer went through the intersection, a collision occurred with another vehicle that was traveling westbound on Bond. This vehicle had a green light.

Police say the officer’s lights and sirens were on at the time of the crash. The front of the squad car and the side and back-end of the other car were damaged. 

The officer is recovering from his non-life threatening injuries, which are described as pain and bruising. The driver of the second vehicle, a 23-year-old Green Bay man, remains at a local hospital. Police say it’s anticipated that he will be released Tuesday.

At this time, the Green Bay Police Department says the investigation continues and no further information will be released. The Wisconsin State Patrol was also on scene after the crash.

 

School bus crash new New London Tuesday morning

NEW LONDON, WI (WTAQ) - Police say a school bus and a car were involved in a crash Tuesday morning near New London.

It happened on Highway 54 and Larry Road around 7:15 a.m.

New London school district leaders say 8 students and a driver were on the bus. Elementary, middle and high school students were all on the bus. Another bus picked them up and finished the route.

The school bus involved is owned by the New London school district.

It's unclear whether anyone in the car was hurt.
