First round of snow overnight will be followed by more snow, then arctic blast

GREEN BAY, WI (WTAQ) - Northeast Wisconsin is waking up to between one and three inches of snow after a quick band moved through the region overnight.

That also means the roads will be slick, so use caution if you're planning to head out today.

FOX 11 reports that this afternoon will be cloudy with periods of snow flurries and mist with highs in the lower 30s.

A second round of snow moves in late tonight and early Sunday morning. The snow fall will begin around 3 a.m. and should be done by 9 a.m. It's expected to bring another 1 to 2 inches of snow.

Behind that second band of snow will be arctic air that will cause temperatures to fall throughout the day on Sunday. Winds will pick up at 15 to 25 miles per hour, gusting to 30 miles per hour. Highs on Sunday will be in the mid-teens in the morning hours, falling in the afternoon.

When you wake up on Monday morning the temperature will be -12 and wind chills will be -25 to -35; symptoms of frostbite could begin in less than 30 minutes in this conditions. Highs on Monday may not get back above zero.


Vilas County authorities find naked body of Oshkosh woman

VILAS COUNTY, WI (WTAQ) - The Vilas County Sheriff’s Office says the nude body of a dead woman was found outside a business in downtown Presque Isle on Friday morning.

A forensic autopsy will be done to determine the cause of death for 61-year-old Corrine Gerster of Oshkosh.

Her body was found at about 8:45 a.m.

The sheriff’s office is asking anyone with information to come forward while it investigates the case. Their number is (715) 479-4441.

Several weather-related crashes on Highway 41 near Kaukauna

KAUKAUNA, WI (WTAQ) - The latest round of wintry weather made for difficult driving conditions after several accidents happened on a stretch of Highway 41 Saturday night.

Authorities say some people were injured in the series of crashes near Highway 55 in Kaukauna. It's unclear exactly how many crashes took place.

Officials say weather is a factor and to practice good winter driving habits first and foremost by slowing down.

Icy road conditions and bitter cold expected Sunday

GREEN BAY, WI (WTAQ) - Drivers are being asked to use caution out on the roads due to icy conditions Sunday.

That's after freezing drizzle overnight caused those slick road and sidewalk conditions.

FOX 11 says we'll see morning snow on top of the ice. Then temperatures will drop Sunday afternoon.

Quickly falling temperatures often cause icy conditions on bridges and overpasses.

Snow will move through this morning dropping a quick 2-4″, then skies will turn mostly cloudy and the winds will really pick up, gusting to 30 mph.

Temperatures in Green Bay and the Fox Cities will start in the teens Sunday morning and drop to the single digits Sunday afternoon.

Cold windy conditions will continue overnight with temperatures dropping below zero and wind chills will get even colder.

When you wake up on Monday morning the temperature will be -12 and wind chills will be -25 to -35; symptoms of frostbite could begin in less than 30 minutes in these conditions. Highs on Monday may not get back above zero.

Appleton Police Chief Todd Thomas sworn in during ceremony

APPLETON, WI (WTAQ) - The Appleton Police Department officially has a new police chief.

During a ceremony Monday, Todd Thomas was sworn in as the department's 9th police chief. Thomas has 27 years of law enforcement experience.

For the past 14 years, Thomas was a member of the Green Bay Police Department. 

Thomas was born and raised in Appleton, was a graduate of Fox Valley Tech and served as an Appleton Community Service Officer.

He takes over for interim chief James Lewis. Former chief Pete Helein resigned last September, citing health issues.

Green Bay Mayor Schmitt, three aldermen want campaign finance audit

GREEN BAY, WI (WTAQ) - Green Bay Mayor Jim Schmitt has requested an audit of his campaign finance reports from the city clerk.

This comes after a report this past weekend in the Green Bay Press-Gazette which said Schmitt may have illegally accepted $10,000 in his campaign fund.

On Sunday, three Green Bay city council members asked City Clerk Kris Teske to perform an audit of the mayor's campaign finance reports after the paper's story surfaced. 

"Really we need election integrity and fairness, everyone wants clean elections," said Alderman Chris Wery. "We needed to look further into this."

Wery, along with Aldermen Guy Zima and Andy Nicholson, say they will also seek an investigation on other campaign-related items in the future. Wery believes the clerk's audit can be completed within a week. 

Green Bay Mayor Jim Schmitt says he wants his campaign finance reports to be audited to put to rest any questions of illegal activity.

Following state statutes, an individual is not supposed to contribute more than $1,047.57 to Schmitt’s campaign. FOX 11 reports at least 17 people contributed more than that amount. It is also illegal for corporations to contribute to a campaign. At least two corporations are listed as contributing to Schmitt’s campaign.

In a statement Monday, Schmitt said, "if there were errors made, they were made with no malicious intent whatsoever, and they will be promptly dealt with, as all past errors have been."

Schmitt adds that this push from the 3 city council members is done to smear his character, not to inform the public.

"This theatrical ploy is an attempt to take voters eyes off of the issues that will be debated over the next few months, and take the focus off of the great things that are happening in Green Bay," said Schmitt.

School districts close across northern half of Wisconsin due to cold

MARINETTE, WI (WTAQ) - Almost three dozen school districts in northeast and north central Wisconsin are closed Monday due to the bitter cold.

Wausau and its suburban D.C. Everest districts are the largest in the state to shut down -- along with Marinette, Antigo, and Rhinelander.

Bayfield schools are also closed, due to a previously announced heating problem.

All but a handful of schools planned to be open all day in northwest, western, and southern Wisconsin. Some districts said they would start classes two hours late.

Time Warner Cable subscribers to pay sports, local TV surcharges

GREEN BAY, WI (WTAQ) - Cable subscribers in eastern Wisconsin will pay a special monthly fee for sports programming for the first time.

Time Warner Cable said Monday it will start charging $2.75 a month to help cover the higher costs of carrying sports -- and 50 cents more to cover the carrying charges from local over the air stations.

Time Warner spokesman Michael Hogan said his company has paid 91 percent more to pass on sports programming since 2008, and 60 percent more to pass on local broadcast stations over the past two years.

He called both those increases "exorbitant," and the surcharges would only cover a fraction of what Time Warner's actually paying.

Hogan said sports and local channels are the "biggest drivers" of higher TV rates.

Potential 2016 GOP presidential showdown at Lambeau Field Sunday

GREEN BAY, WI (WTAQ) - Two possible Republican presidential hopefuls could meet up at Lambeau Field on Sunday, when the Packers host Dallas in the second round of the playoffs.

Wisconsin Governor Scott Walker is a huge Packer fan -- and New Jersey Governor Chris Christie has rooted for the Cowboys for over four decades.

Last Sunday, Christie was caught on camera hugging Cowboys' owner Jerry Jones in the owner's box at Arlington Texas, as Dallas was completing its come from behind win over Detroit.

Monday, Christie told a New York sports talk show that he hopes to make it to Green Bay for Sunday's divisional contest.  

Jokes have been plentiful on social media but as Christie put it, "I would take all the abuse that I'm taking from some of these folks in return for Cowboys' playoffs wins -- I don't need advice on how to root for the Dallas Cowboys, I've been doing it for 43 years."

Kiel house fire kills family dog

KIEL, WI (WTAQ) - A Kiel home is damaged after a fire overnight.

Crews were called to the home on 9th Street around 1:30 a.m. Tuesday.

No one was hurt in the blaze, but a dog has died.

Officials estimate damages to be around $40,000. No word yet on a cause.

Fox Valley hospitals asking visitors to limit visits due to flu outbreak

APPLETON, WI (WTAQ) - This season's outbreak of influenza is causing ThedaCare and Affinity Health System to ask family and friends to limit their hospital visits.

Doctors indicate the reduced visits will help prevent flu from spreading. This limitation is only for folks visiting others who are in the hospital.

People who feel sick enough to seek medical attention should still do so.

The best way to protect yourself is to wash your hands for 20 seconds with soap and water. You can also use an alcohol based hand sanitizer.

The latest Centers for Disease Control and Prevention surveillance report shows influenza is widespread in Wisconsin.

Alleged drunk driver slams into Kaukauna police car

KAUKAUNA, WI (WTAQ) - Police in Kaukauna say one of their squad cars was struck by a suspected drunk driver over the weekend.

Cops say it happened Saturday night while they were responding to several crashes and vehicles in the ditch along Highway 41. The highway was extremely icy at the time.

Officers say after a car slammed into the squad, the driver and two passengers attempted to run away from the scene. They were caught a short time later and arrested.

No one was injured in the crash.

Ashwaubenon-based company recalls walnut pieces

ASHWAUBENON, WI (WTAQ) - A local company is voluntarily recalling some packages of walnut pieces due to possible salmonella contamination.

Eillien's Candies, based in Ashwaubenon, says they have not received any reports of illnesses tied to the now-recalled items. The U.S. Food and Drug Administration discovered salmonella during routine sampling in a package of walnut pieces.

The recalled products were sold in 27 states, including Wisconsin. They have the following labels and best-by dates:

$66.5 million referendum possible for NWTC expansion

GREEN BAY, WI (WTAQ) - Taxpayers may get to decide on a multi-million dollar expansion for Northeast Wisconsin Technical College.

The school is looking at having a $66.5 million referendum this April.

School officials tell FOX 11 the money would go toward expanding and renovating the NWTC campuses in Green Bay, Marinette, and Sturgeon Bay. The goal is to upgrade the opportunities in a variety of career fields.

In Green Bay, the IT, manufacturing, digital arts, public safety, and construction programs would be expanded. While in Marinette and Sturgeon Bay, the manufacturing and health fields would be expanded.

NWTC President Jeffrey Rafn says the referendum is needed to meet changing needs in the labor market.

“I understand the taxpayer is constantly being asked to pay more, but in this particular case, we’re talking about, literally we’re talking about five to ten dollars depending on what you’re overall property value is for your home,” Rafn told FOX 11.

Rafn says the impact would be about $8 per year for a home valued at $150,000.

If NWTC moves forward with the referendum, voters would have the final say on April 7th.

Police: Pedestrian hit and killed by vehicle in Menasha

MENASHA, WI (WTAQ) - Authorities in Menasha say a pedestrian has died after being hit by a vehicle overnight.

It happened in the 800 block of Sixth Street around 10:30 p.m. Tuesday.

The 61-year-old Menasha man was killed. Two people inside the vehicle were not hurt.

Authorities say Oshkosh woman found dead not victim of foul play

VILAS COUNTY, WI (WTAQ) - An Oshkosh woman whose body was found outside a store in far northern Wisconsin died from natural causes.

Vilas County sheriff's officials said Tuesday that foul play is not suspected in the death of 61-year-old Corrine Gerster. Toxicology test results and other lab reports are still pending.

Gerster was found dead last Friday morning outside the Townhouse Store in Presque Isle. Authorities said she was walking a dog home when she collapsed -- and the animal then apparently tried to move or drag her.

The dog ripped away part of Gerster's clothes by tugging on them, in an apparent effort to revive her.

There were rumors that wolves were involved. That's why the Sheriff's Department made it a point last weekend to say there was no wolf activity in the place where the woman died.

Arctic air means it'll 'feel like' -25 to -35 across northern part of Wisconsin

GREEN BAY, WI (WTAQ) - A new batch of Arctic air moved into Wisconsin Wednesday morning.

But the National Weather Service said it's arriving later than expected.

As a result, wind chills are a bit warmer Wednesday morning than we anticipated -- generally in the minus-teens and 20's in southern Wisconsin, and the minus-20's and 30's in the north.

The majority of Wisconsin's 424 school districts are closed Wednesday -- including mid-sized systems like Kenosha, Janesville, Beloit, Eau Claire, La Crosse, and Wausau.

Green Bay school officials decided to start classes two hours late. Madison and Milwaukee public schools went on as usual.

Schools in Appleton, Oshkosh, and Superior were also among those staying open as of 6 a.m.

Many school officials decided Tuesday to shut down, after hearing forecasts of up to 45 mile an hour wind chills for Wednesday morning.

It's still downright cold, though. Actual temperatures ranged from zero in Milwaukee to 13-below at Phillips and Hayward -- about the same or warmer than the past couple days.

Wind chill warnings and advisories continue until anywhere from 9 a.m. until noon in virtually all of Wisconsin. Colder temperatures are expected Wednesday night, with lows of 5 to 18-below statewide.

The Arctic air is supposed to stay in place through Friday. By Sunday, forecasters say it will be back in the 20's statewide -- and maybe close to 30 near Lake Michigan.

Highway 172 crash may have been caused by texting driver

ALLOUEZ, WI (WTAQ) - Authorities say texting while driving may have caused one of two crashes on Highway 172 in Brown County Wednesday morning.

The first crash, the one blamed on texting, happened in the westbound lanes near the Pilgrim Way exit on the west side of the 172 bridge around 8:30 a.m.

“The first one, we’re thinking, possibly, it was texting on a phone – inattentive driving,” Brown County Sheriff's Patrol Capt. Dan Sandberg told FOX 11.

From there, Sandberg says westbound traffic began backing up eastward over the bridge to the Webster Avenue exit.

“Once the initial crash started backing traffic up, and then people weren’t giving themselves enough distance to react” it caused a second two-vehicle crash, Sandberg said.

No word yet on any injuries. Sandberg also says slick roads during the morning rush hour contributed to the crashes.

Suspect in Brown County heroin ring convicted of conspiracy

GREEN BAY, WI (WTAQ) - One of the nearly 30 people arrested as part of a large-scale heroin bust in Brown County last summer has been convicted and will avoid a trial.

27-year-old Samuel Fuss of Green Bay pled no contest Wednesday to four drug related charges, including conspiracy to deliver heroin.

During Fuss’ first court appearance last July, prosecutor Wendy Lemkuil said, “He (Fuss) has been identified in the second tier as one of the largest distributors in our area having received this source of supply from Mr. Mahonie on a regular basis.”

Prosecutors have fingered Jafari Mahonie as the ringleader in the case, with him bringing the heroin up from Illinois to Brown County.

Last month, the Brown County Drug Task Force said they used wiretaps to help break the organization up. Through state law, the details of those conversations remain protected.

Fuss’ sentencing is set for the end of February. Based on all of the charges, Fuss faces a maximum penalty of more than 26 years in prison and more than $100,000 in fines.

Submerged truck found in Lake Winnebago

NEENAH, WI (WTWAQ) - Officials with Neenah-Menasha Fire Rescue found a submerged truck in the water of Lake Winnebago Wednesday morning.

Officials say no one was found in the water or the truck that was discovered near the shore of Fresh Air Camp.

Ice thickness on Lake Winnebago currently ranges from 1 to 2 inches in un-sheltered areas and as much as 15 inches in sheltered areas.

There are numerous areas of small openings in the ice and some areas may have frozen over but are not thick enough to be on, according to local officials.

People are asked to check the DNR’s website and/or local fishing clubs in the area to determine if ice conditions are safe enough to be on.
