Gov. Scott Walker announces cancer treatment investment in Green Bay

GREEN BAY, WI (WTAQ) - Governor Scott Walker unveiled another initiative inside his two-year budget proposal.

During a stop at Saint Vincent Hospital in Green Bay Thursday, Governor Walker announced a $3.75 million state taxpayer investment in the UW Carbone Cancer Center Investment to accelerate the development of and access to cutting-edge molecular imaging technology developed by the Center.

“Cancer is one of Wisconsin’s deadliest health problems,” said the Republican Walker.  “This investment will leverage investment in the private sector to help the Wisconsin Oncology Network of Imaging Excellence, which will provide better access to diagnostics and treatment in rural areas. I am hopeful by making targeted investments the state can partner with the private sector to ensure Wisconsin remains on the cutting edge of healthcare systems.”

Walker’s budget proposal supports the creation of the Wisconsin Oncology Network of Imaging Excellence, along with funding imaging research related equipment and expansion of the Wisconsin Oncology Network. 

The Wisconsin Oncology Network has more than 20 partners across the Badger State. State health officials say more than 11,000 Wisconsinites were killed by cancer in 2010. 

Walker says the goal is to draw a match number from private donors at or above the public investment.


Man arrested for alleged OWI crash into gas station

GREEN BAY, WI (WTAQ) - Green Bay police say a man has been arrested after they say he was driving drunk and slammed into a gas station.

It happened just after midnight Friday at the Express gas station on the corner of Lombardi and Ashland Avenues.

Police say the 38-year-old man struck a vacuum cleaner and a concrete barrier at the gas station.

However there was no damage to the pumps. 

Surprise Valentine's Day proposal for Green Bay teacher

GREEN BAY, WI (WTAQ) - An elementary teacher in Green Bay got the surprise of a lifetime on Valentine’s Day.

Kristin Zimmerman stood before youngsters in an all-school assembly when Tony Hellenbrand emerged from a custodian’s closet, got on his knees, and proposed.

Her head dropped onto his bouquet of flowers – but she did say yes.

The two had been dating for about three years after they had met, ironically, on Valentine’s Day.

Zimmermann is a first and second grade teacher at McAuliffe Elementary. She’s never at a loss for words in school – but she said the proposal rendered her speechless.

Hellenbrand admitted being nervous as well, especially in the moments before he left the closet. 

Man sentenced for secretly videotaping college interns during lake project

ONEIDA COUNTY, WI (WTAQ) - An 81-year-old man will spend six months in jail, after he admitted secretly videotaping two college interns who were staying at his house while working on a lake project.

Elmer Goetsch of Three Lakes was also ordered to spend 3 years on probation, after he pleaded guilty in Oneida County to felony charges of capturing and reproducing nudity.

The jail time includes work release privileges, and Goetsch must also perform 200 hours of community service each year of his sentence. And he has to write letters of apology to the interns, who were from UW-Oshkosh and St. Norbert College.

They were helping the Three Lakes Waterfront Association with a clean boat and water initiative.

The Oshkosh intern told police that he heard an odd sound from Goetsch’s bedroom – and when he checked it out, he saw an image of his room on Goetsch’s TV. Cameras were later found in both interns’ rooms.

Prosecutors said the home was later searched, and police found three pinhole cameras and a tape with nude images of the first intern.

Goetsch had been a long-time member of the Oneida County Board of Adjustment and Library Board. He stepped down from both panels soon after he was charged last June. 

Medical Examiner: Body of Green Bay man found outside died from hypothermia

GREEN BAY, WI (WTAQ) - An autopsy has ruled a Green Bay man found unresponsive on the city's east side early Wednesday died from hypothermia.

That's the word from Brown County Medical Examiner Al Klimek.

Police say a passer-by found 53-year-old Earl Reed at the corner of Main Street and Deckner Avenue.

Reed did not have shoes on and there were no obvious signs of trauma, according to police.

He's the second person in 2013 to die in Green Bay due to hypothermia. On January 21st, 38-year-old Brian Hicks was found dead out in the cold near his home on East Shore Circle.

UPDATE: Green Bay Packers release veteran DB Charles Woodson

GREEN BAY, WI (WTAQ) - The Green Bay Packers have released defensive back Charles Woodson.

"We are grateful for all that Charles has given to the Green Bay Packers over the past seven years,” Ted Thompson, Executive Vice President, General Manager and Director of Football Operations said in a statement. “He has been an integral part of the Packers’ success and our Super Bowl title in 2010 would not have been possible without his contributions."

The 2009 AP NFL Defensive Player of the Year was due to make $9 million in 2013, but NFL.com reports Woodson's salary cap number would actually be $10 million.

Woodson's agent Carl Poston told NFL.com, "I just talked to him. He sounds like he has a lot of football left. "He'd like to go play for a contender, win another Super Bowl."

A Twitter account for Charles Woodson's winery seemed to hint at the decision Friday morning.

Woodson, who moved from cornerback to safety, missed nine games last season with a broken collarbone. The 15-year veteran finished the 2012 season with 44 tackles, 1.5 sacks and an interception.

Woodson holds franchise records for the most defensive touchdowns with 10 (nine interceptions, one fumble return) and the most interception returns for touchdowns with nine. He is tied for No. 2 in league history with 11 career INT returns for touchdowns, trailing only Rod Woodson (12).

Woodson is tied for No. 4 in franchise history with 38 interceptions and joins Bobby Dillon as the only players in team annals to register seven-plus interceptions in four different seasons (2006, 2008-09, 2011).

Gov. Scott Walker announces transportation funding inside budget plan

ASHWAUBENON, WI (WTAQ) - Wisconsin would spend $6.4 billion on transportation, under the two-year state budget Governor Scott Walker will ask lawmakers to approve.

The Republican governor said Friday during a stop in Ashwaubenon that it includes $824 million in new money.

The Milwaukee Journal Sentinel said Walker would actually hold spending around its current levels – because $6.1 to $6.5 billion is spent on transportation now, depending on how the figures are counted.

The paper said it’s impossible to tell if Walker’s planning an increase or a decrease – because he didn’t explain how he counted his numbers.

The governor said he would not propose increases in the gas tax or registration fees. He said some of the state’s surplus could be used, along with expected revenue growth, plus bonding.

Walker said bond repayments could be sped up a number of ways, including the sales of excess state property from previous highway projects.

Walker said over a half-billion dollars would be devoted to repairing the Zoo Freeway interchange just west of Milwaukee at Interstates 94 and 894 and Highway 45. Walker said it would help the entire state because goods could be moved more quickly in and out of southeast Wisconsin.

Another $236 million is planned to keep the re-building of Milwaukee’s Hoan Bridge on time. And billions more would be devoted to a host of roads, bridges, airports, rail, and harbor improvements.

The governor also said he would maintain funding for mass transit. And more recruits would be trained to fill vacant law enforcement jobs in the State Patrol.

Walker will deliver his proposed budget to the Legislature on Wednesday. 

Outagamie County authorities arrest 3 in death of Lara Plamann

APPLETON, WI (WTAQ) - Outagamie County Sheriff's say three people have been arrested in connection with the murder of a Greenville woman six years ago.

Sheriff's announced the arrestes of Dianna Siveny, Kandi Marie Siveny and Rosie Oree Campbell.

30-year-old Lara Plamann was shot twice and her body was found sitting propped up in a chair in her garage back in October 2007.

The 53-year-old Siveny was Plamann's partner and the two lived together. Siveny and her daughter Kandi have been under investigation for the murder since at least 2009, when search warrant returns indicate a possible involvement.

According to those warrants, investigators claimed a woman was offered money by Kandi Siveny to "commit a substantial battery to Lara Plamann." The woman goes on to say it was because Plamann was "mistreating and cheating on Kandi's mom (Dianna Siveny),"

The woman refused to commit the battery and believed "Kandi (the daughter) continued looking for other people to commit the battery."

Then in 2010, Dianna Siveny was charged with trying to hire a man to beat up Plamann in 2006, one year before she was killed. However, those charges were eventually dropped.

Dianna Siveny lives in Appleton, while Kandi Siveny and Campbell live in St. Paul, Minn.

Outagamie County officials have called a 3 p.m. news conference, where they are expected to release more information on the case.


Police arrest woman for Waupaca stabbing incident

WAUPACA, WI (WTAQ) - Police in Waupaca say a woman has been arrested following a stabbing at a hotel early Friday.

Authorities say it happened at the Waupaca Hotel around 2:15 a.m.

Cops responding to the scene say a man was injured and was given aid. The 52-year-old woman was taken into custody and is facing multiple charges including use of a dangerous weapon.

The man was brought to Riverside Medical Center for his injuries. He was treated and released.

Suspect in 1990 Waupaca County rape will stand trial

WAUPACA, WI (WTAQ) - The man charged in a Waupaca County sexual assault case from 1990 will stand trial.

Last month, 41-year-old Glendon Gouker was charged with raping a woman at a park in Iola.

Authorities also are looking into whether he was involved in a double murder in Weyauwega in 1992.

Gouker will enter a plea on the rape case February 27th. 

Woman's body found outside near New Holstein home

NEW HOLSTEIN, WI (WTAQ) - Authorities say an approximately 18-year-old woman was found dead outside a New Holstein home on Friday.

The body was found behind a residence on County Highway X, but it's not clear if the woman lived there.

Officials have not identified the victim or say how she died.

An autopsy will be performed at the Fond du Lac County Medical Examiners office. 

"Fifty Shades of Grey" inspired merchandise causing controversy at local mall

GRAND CHUTE, WI (WTAQ) - A popular yet controversial book for women is moving into the accessory business.

But the merchandise inspired by "Fifty Shades of Grey" may not be marketed to an appropriate age group.

Keys and handcuffs and suggestive messages are part of a collection of merchandise based on the popular and sexually suggestive book series. But it's who is selling the items that has raised the concerns of some parents.

"I think it's a little worrisome, I mean it is quite an out-there book," Marian Griebenow of New London told FOX 11.

The novel explores the world of bondage and other sexual behaviors. But now merchandise based on the book is being sold at the jewelry and accessory store Icing. Icing is a store popular among teenagers. Some parents say it's not the kind of merchandise they want their children to be exposed to.

"I wouldn't let my teenage daughter wear them," Amy Diedrich of Neenah told FOX 11.

Psychologist Frank Cummings says exposing teenagers to the sex and violence contained in the book through merchandise sends a strong message. "I think it's clearly a message that's intended for adults and perhaps adult fantasy and kids don't often understand the difference between those things."

While parents admit their children will eventually be exposed to such messages.

"These are all going to be conversations that we have as they get older," said Jill Rohan of Appleton.

Claire's Stores Inc., the parent company of Icing, declined to comment, but an employee of the store here in the Fox River Mall says they've had the merchandise for a few weeks and have had both positive and negative feedback from their customers.

The company did post a message on its Facebook page reading, "Our Icing stores are targeted to appeal to young women ages 18 and up. We choose our fabulous jewelry and accessories carefully and hope we can inspire her, cause her to smile and help her say something about herself."

The group One Million Moms has organized a letter-writing campaign to request the store and its parent company pull the merchandise off the shelves.

Power restored after crash causes outage in Black Creek

BLACK CREEK, WI (WTAQ) - A crash in Outagamie County early Sunday caused a power outage.

Authorities say it happened on Highway 47 at Brandt Road in Black Creek.

Officials say a vehicle went into a ditch and hit a power pole, knocking down lines.

The accident left more than 1,000 customers without power, but electricity was restored to most of those customers by 6:30 a.m.

We Energies was called to the scene to repair the downed lines. A portion of Highway 47 was closed while crews repaired the lines.

Bond set at $1M for Dianna Siveny in connection with Plamann homicide

APPLETON, WI (WTAQ) - A woman charged in connection with the 2007 murder of Lara Plamann appeared in court for the first time Monday.

53-year-old Dianna Siveny of Appleton is one of three women charged and had her bond set at $1 million cash.

Siveny's then-partner, Plamann, was found shot to death in the garage of her Greenville home that year.

Investigators say they believe the murder was a plot among Siveny and her daughter Kandi, and Rosie Campbell. According to a criminal complaint released Monday, prosecutors allege Kandi Siveny is the one who fired the gun. Campbell was an accomplice at the home.

It's not clear when the other two will be in court. Authorities say they both live in St. Paul, Minnesota.

Gov. Walker proposes school voucher expansion; fellow GOP'ers unhappy

GREEN BAY, WI (WTAQ) - If the governor has his way, up to nine more Wisconsin school districts could have low-income students going to private schools at taxpayers’ expense.

Republican Scott Walker gave details of his school voucher plans to the Associated Press Sunday, before he planned to make a full public announcement Monday.

Under the governor’s proposed budget, the voucher program would be allowed in districts with over 4,000 students. And at least two buildings in those districts must have grades of “D” or “F” in the state report cards that began last year.

For years, the voucher program operated only in Milwaukee. Two years ago, it expanded to the Milwaukee County suburbs and Racine.

Now, under Walker’s plan, the Green Bay and Madison districts could qualify – along with Fond du Lac, Beloit, Kenosha, Sheboygan, Superior, West-Allis-West Milwaukee, and Waukesha.

Not all of Walker’s fellow Republicans in the Legislature support such an expansion.

Senate President Mike Ellis of Neenah says it’s wrong for an entire school district to qualify for private school vouchers if it has just a couple of failing schools. He said it’s possible that students from non-failing schools could take slots intended for low-income youngsters. And both Ellis and GOP Senate Education chair Luther Olsen said they would oppose any expansion, unless residents in the affected districts agree to it in a referendum.

Many in the public schools say the voucher program takes away too many students and their state aid – while Republicans say it gives poor children a better chance to succeed in life. 


Slushy, icy conditions and light snow expected Monday into Tuesday

GREEN BAY, WI (WTAQ) - Get ready for more slush and ice.

The National Weather Service says a low-pressure system from the west will move into central Wisconsin Monday. And that will bring some more rain and freezing rain to most parts of the Badger State before it changes to all snow Monday night.

Forecasters say very light snow accumulations are expected in most of Wisconsin. But the far north could 3 to 7 more inches of lake-effect snow from Lake Superior by Tuesday night.

The Weather Service has issued winter weather advisories from 6 p.m. Monday until 6 p.m. Tuesday in Vilas County, and until 10 p.m. Tuesday in Iron, Ashland, and Bayfield counties.

It was mild early this morning, with temperatures in the 20’s and 30’s in most of Wisconsin. But it’s supposed to get colder after the low-pressure system goes through.

The forecast calls for highs in the teens statewide Tuesday and Wednesday.

Another storm system is due in on Thursday, with the possibility of several more inches of snow before it clears out on Friday. 

Planned Parenthood to close Shawano office, 3 others

SHAWANO, WI (WTAQ) - Planned Parenthood says it will close four offices in Wisconsin, and it blames Republicans at the State Capitol.

The group said Monday that its facilities in Chippewa Falls, Shawano, Beaver Dam, and Johnson Creek will shut down for good between April and July.

Planned Parenthood said the shutdowns are the direct result of the governor and Legislature eliminating $1 million in state funds for Planned Parenthood in the last budget.

The group said it would affect around 2,000 clients in all. 

Former Sheboygan Mayor reaches plea deal on sexual assault charges

SHEBOYGAN, WI (WTAQ) - Former Sheboygan Mayor Bob Ryan has reached a plea deal involving a summer of 2011 drinking incident that led to his ousting in recall election.

Ryan was charged with two counts of fourth degree sexual assault after allegedly grouping woman bartender’s breasts at an Elkhart Lake Bar during a three day drinking binge in July of 211.

Ryan’s attorney tells WBHL radio news in Sheboygan that Ryan will plead guilty to a reduced charge of disorderly conduct.

After the incident there were calls for him to step down which he refused to do. 

Ryan admitted to being an alcoholic at the time and was seeking help.

This wasn't the first time Ryan was in the spotlight.   A drunken Ryan was video recorded in 2009 showed the newly elected Mayor talking about how his wife's sister gives a "hell of a hummer".

Ryan lost a recall election to Council President Terry Van Akkeren more than six months after the incident the summer of 2011 incident. 

New Holstein teen died from cold

NEW HOLSTEIN, WI (WTAQ) - An 18-year-old woman who was found dead behind a home in New Holstein died from the exposure to the cold. 

The Calumet County Medical Examiner Michael Klaeser says they are still investigating what led to the death Monica Batts, who is from New Holstein.

Batts' body was found at 12:25 p.m. Friday by a home owner near County Highway X on the eastside of New Holstein. 

Investigators say her body was there for at least six hours before being discovered. 

The Sheriff's department is still waiting for results of a toxicology test, but that could still be a few weeks.  Two men have died this winter in Green Bay after exposure to the cold.  Alcohol was involved in one of the deaths, test results are still not back on the second. Both of the mens' bodies were found near their homes. 

Grand Chute business damaged by fire

GRAND CHUTE, WI (WTAQ) - Officials in Outagame County say a fire at Drainage Industries is now out.

Crews were called to the business on Lilas Drive just before 5 a.m. Tuesday.

Officials don't believe anyone was injured, and no one was believed to be inside the building at the time.
