Ballot to feature advisory referendum on banning corporate cash for political campaigns

MILWAUKEE (WTAQ) - Voters in a number of Wisconsin communities will be asked next month if they support a U.S. constitutional amendment to resume a ban on corporate money for political campaigns.

The wording of the advisory referendum is similar in most places -- but not in Milwaukee County, where at least some early voters have no idea what it means. Other places give voters some background, by mentioning the U.S. Supreme Court's "Citizens United" decision which allowed corporate money for campaigns.

The Milwaukee County referendum has no such reference. In fact, it doesn't even mention a constitutional amendment.

It simply reads, "Only human beings, not corporations, are entitled to constitutional rights -- and money is not speech, therefore, regulating political contributions and spending is not equivalent to limiting political speech."

Did you get that? WISN-TV in Milwaukee says a number of people don't get it -- even after reading it several times.

County Supervisor John Weishan says the referendum is clear to him -- that only human beings are entitled to constitutional rights, and not businesses. He said the referendum is necessary to send a message to Washington that people want big money removed from politics.

KAUKAUNA, WI (WTAQ) - A new corporate headquarters has been announced that will be based in Kaukauna.

Expera Specialty Solutions said Thursday that the company will invest millions of dollars in its Thilmany Mill in Kaukauna, while locating its headquarters in the Eagle Mill.

Officials with the Wisconsin Economic Development Corporation (WEDC) say the move will secure over 500 jobs in the region and create dozens more. WEDC is also loaning Expera $1 million.

In the spring of 2013, Outagamie County Executive Tom Nelson wrote a letter to Expera's parent company encouraging it to locate their headquarters in Kaukauna.

That summer was when renovations were scheduled to begin on the mill that was constructed in the late 1800s.

Justine Boyd ruled competent to stand trial in Neenah Walmart shooting

OSHKOSH, WI (WTAQ) - A Winnebago County judge has ruled a woman accused of shooting her Walmart co-worker is now competent to stand trial.

The decision about Justine Boyd comes after two doctors' reports found her competent.

On Thursday, Boyd waived a preliminary hearing and pled not guilty by reason of mental disease or defect to a charge of attempted first-degree intentional homicide.

The plea means the defense argues Boyd should not be deemed responsible for her actions due to her mental state at the time of the offense.

Boyd is due back in court December 1, according to online court records. No trial date has been set.

She is accused of shooting Sharon Goffard at the Neenah Walmart store where they both worked on August 14, 2013. According to the criminal complaint, Boyd was apparently upset that Goffard got an easier position at work.

Grothman, Harris engage in 6th Congressional district debate Thursday

OSHKOSH, WI (WTAQ) - The two candidates for Wisconsin's only open U.S. House seat highlighted a laundry list of disagreements during a debate Thursday morning in Oshkosh.

State Senate Republican Glenn Grothman of Campbellsport and Winnebago County Executive Mark Harris sparred over taxes and entitlement programs among other things.

The two are hoping to replace Fond du Lac Republican Tom Petri, who's stepping down after 36 years in Washington.

Grothman said benefit programs like Medicaid and food stamps are "killing America," and as he put it -- "It is destroying our work ethic and destroying our families."

Harris, a Democrat, said Grothman was exaggerating what the poor receive. He accused Grothman of wanting to cut income taxes for high-income people while reducing benefits for low-income folks. And Harris asked, "How is that fair?"

On global warming, Grothman said Wisconsin's economy would be harmed by cutting carbon emissions from coal fired power plants. He said the U.S. has not seen global warming for 15 years, and said emission limits would address a problem that might not exist.

Harris said it might be up for debate whether global warming is man-made -- but he said the effects are hard to deny.

Wisconsin DNR denies dragging feet in investigating groundwater contamination

KEWAUNEE, WI (WTAQ) - The state DNR denies dragging its feet in regulating safe drinking water for folks in Kewaunee County.

That's after six environmental groups asked the federal EPA to use its emergency powers to investigate groundwater contamination. The EPA says it's reviewing the request.

Kewaunee County is one of the few in Wisconsin where dairy farming has had a large expansion over the past three decades. It now has 15 large scale operations among its 200 dairy farms.

The environmental groups cited DNR figures showing that animal manure in the county produces almost 12.5 million pounds of nitrogen each year.

County tests from last year showed that 31 percent of almost 500 wells had nitrates and-or bacteria which exceeded state and federal health standards.

DNR spokesman Bill Cosh said his agency operates all of its permit programs to meet "current" legal requirements.

Elizabeth Wheeler of Clean Wisconsin said federal action is needed to provide a long-term solution to create safe drinking water for thousands of Kewaunee County residents.

Some Milwaukee area drivers saw gas prices dip under $3

MILWAUKEE (WTAQ) - Drivers in the Milwaukee area got a pleasant surprise Thursday, when some gas stations dropped their prices below $3 a gallon.

Regional oil analyst Jim Ritterbusch tells the Journal Sentinel says we've already seen most of the decline for this fall -- but prices could fall another 10 to 15 cents.

Also, Ritterbusch does not expect a rapid rise in fuel prices during the winter. He said it's possible we could see prices within a dime of $3 either way.

An oversupply of crude oil is being credited for the latest drop in fuel prices at the pump.

The Wisconsin AAA said the average price of regular unleaded is just over $3.12 a gallon Thursday. That's almost a penny lower than Wednesday, but it's still about a nickel higher than the AAA's national average.

WATCH VIDEO :: Lambeau Field to play host to Chesney, Aldean tour

GREEN BAY, WI (WTAQ) - Two of the biggest stars in country music are coming together next year for a tour that will play at Lambeau Field.

Kenny Chesney and Jason Aldean will team up for a 10-stadium tour and will play in Green Bay on June 20.

"We're excited to welcome Kenny Chesney back to Lambeau Field," said Packers President/CEO Mark Murphy. "His show here in 2011 was a festive night of great music, and also a great boost to the community. We look forward to another successful event in June."

It's scheduled as part of Chesney's Big Revival Tour and Aldean's Burn It Down Tour.

"It's very unique to have two artists of this magnitude in one show," said PMI Entertainment Group President Ken Wachter. "They are both headliners and country music superstars who sell out stadiums on their own. This is more than a concert, it's a major event."

It's unclear when tickets will go on sale or how much they will cost. Officials say that, along with other special guests, will be revealed in the coming weeks.

The 10 percent tax the stadium district board puts on all events will be in effect. But unlike in 2011, the entire amount won't be reimbursed.

"We've agreed to rebate 5 percent to PMI as part of the act," said Pat Webb, executive director of the Green Bay/Brown County Professional Football Stadium District Board. "The other 5 percent, we are collecting and using that to help PMI in case there are any downside issues."

Over 45,000 people attended Chesney’s 2011 concert. PMI and Packers officials say they expect about the same crowd next summer.
