MADISON, WI (WTAQ) - A review by the Wisconsin Department of Justice of the investigation into a Green Bay police officer's conduct during a controversial arrest is complete.

The results of the Green Bay Police Department's investigation were not made public when they finished it in May. It was forwarded to the state DOJ.

Officials with the Green Bay P.D. tell FOX 11 that they've received the report back and are giving Wicklund a chance to review it before releasing it to the public.

ASHWAUBENON, WI (WTAQ) - The Village of Ashwaubenon's Plan Commission is meeting Tuesday to discuss a plan to rename part of Potts Avenue in honor of Green Bay Packers head coach Mike McCarthy.

The change would impact a one-mile stretch of Potts Ave., from Oneida Street east to Ashland Avenue, and be named Mike McCarthy Way.

Its part of an ongoing discussion involving the community and leaders in Ashwaubenon, Green Bay and De Pere after the Packers won Super Bowl 45.

Village of Ashwaubenon President Mike Aubinger thinks this current plan makes sense.

“This area is in an area of transition, so there are some blank buildings and there are buildings that are going to change rapidly, so we thought this would be the best area,” Aubinger told FOX 11.

He estimates it would cost the village about $500 to $1,000 to change the street signs.

GRAND CHUTE, WI (WTAQ) - Fox Cities Stadium in Grand Chute turned into a sea of red, white and blue as a few hundred fans turned out to cheer on Team USA in the World Cup on Tuesday.

The Wisconsin Timber Rattlers held a World Cup watch party in the Fox Club after the City of Appleton cancelled its plans for a downtown watch party.

Fans in attendance saw the game on every TV inside the Fox Club, and even on the scoreboard outside.

“I think it’s really nice how they have all the TV’s set up for the game,” Spencer Bard of Appleton told FOX 11. “I like it because there aren’t commercials every two minutes and because it’s 45 minutes of straight action for every half.”

However, the fans didn't get to see a happy result with the U.S. losing to Belgium 2-1.

Heroin abuse continues to grow across Wisconsin

MILWAUKEE (WTAQ) - Heroin abuse in Wisconsin has escalated for the last six years, and it shows no signs of abating.

That's according to a statewide assessment of the problem, conducted over the past year by the FBI and other agencies.

The report says drug dealers have found heroin to be a cheaper alternative to prescription drugs. Most heroin enters the U.S. from Mexico and South America -- and it reaches Wisconsin through Minneapolis, Chicago, and Rockford Illinois.

Users are generally white men, age 21 to 25 who start out abusing opiates like Percocet and Vicodin.

The report says one hit can cost around $15 in Milwaukee, but twice that much in Green Bay due to supply and demand. Local police officials have mentioned that before.

The FBI's John Kumm says Wisconsin is the only state that has done a statement assessment -- but he cautions that it's not complete. That's because data is not available in all parts of the state.

For example, the report found 187 heroin overdose deaths in Wisconsin in 2012 -- but some death certificates only list "drug abuse" as a cause of death, and those are not counted in these figures.

Still, the ones that we do know of are about three times the 67 heroin deaths reported in 2008.

Law enforcement agencies want sober driving both on land and water this weekend

OSHKOSH, WI (WTAQ) - The Wisconsin DNR and State Patrol are joining forces to urge all drivers and boaters to remain sober this 4th of July weekend.

It's part of their "Where the Rudder Meets the Road" initiative.

"We anticipate a busy boating weekend...we're going to be looking for equipment violations, operators that are impaired," says Winnebago County Sheriff's Lt. Steve Brewer. "Have a good time, however, if you are consuming any kind of alcoholic beverages, we do recommend you have a designated driver."

Brewer adds that they will have enforcement stepped up on Lake Winnebago and along the Fox and Wolf rivers this holiday weekend.

Department of Natural Resources Marine Unit Supervisor Chris Groth says it isn't just the booze that can cause problems for boaters.

"People get themselves into trouble in fast water situations and we've already had a couple of those in the Northeast region already this year," says Groth. "So people need to be aware that water conditions are drastically different than from a normal summer."

Groth encourages people to make sure their lights and equipment are working before they head out on the water, and urges everyone to wear a life jacket.

"If everybody wore a life jacket, that probably would save them," said Groth.

But law enforcement statewide say it begins on the roads and highways, which has the Wisconsin State Patrol standing on guard this July 4th weekend.

"Traffic starting on Thursday is going to be very, very heavy, so we typically see an uptick in both traffic fatals and crashes simply because of the amount of volume over that time period," says Mike Panosh with the Bureau of Transportation Safety.

Other driver recommendations from law enforcement are to buckle up and slow down, especially in construction zones throughout Wisconsin.

Madison, WI (WTAQ) - For the second year in a row, Wisconsin could see a major decline in the number of motorists killed in traffic accidents.

Two-hundred-15 people were killed in road crashes during the first six months of 2014.  That's 11 fewer than the previous year.

Wisconsin is on pace for almost 100 fewer deaths for this year -- but D-O-T safety analyst Donald Lyden says traffic deaths normally increase in June, July, and August because folks drive faster.

Five-hundred-27 people died in Wisconsin highway mishaps in 2013, way down from the 601 deaths the previous year.
