Report: "Unprofessional behavior" not siren failure reason for Loeffelholz change

APPLETON, WI (WTAQ) - Professional concerns were blamed for the departure of Appleton's emergency management director -- not last year's failure to activate the sirens when tornadoes hit.

The Post-Crescent examined Julie Loeffelholz's personnel file, after she was allowed to resign this past spring.

It contained a memo in which Outagamie County Executive Tom Nelson cited a "pattern of unprofessional behavior" separate from the problem with the sirens. The memo said Loeffelholz used foul language in her office, screamed at employees, and slammed down telephones.

The file said Loeffelholz would get her full salary and benefits through July, and she agreed not to sue the county of criticize them to others.

Loeffelholz received a lot of criticism last August, after outdoor tornado sirens failed to sound in advance of six tornadoes which hit the Appleton area. Those storms caused $31 million in damage.

UPDATE: Refunds for same-sex marriage licenses given in Outagamie County

APPLETON, WI (WTAQ) - After initially denying a full refund to same-sex couples in Outagamie County who applied for marriage licenses, those couples will now get all $100 back.

According to Outagamie County Executive Tom Nelson's office, he will refund the $45 county fee from his budget. Clerk Lori O'Bright first told the couples they would refund $55 that would've gone to the state, but keep its share for services rendered.

At least 10 couples planned to get married Monday morning, since it would have marked the end of the 5-day waiting period before couples in Outagamie County could wed.

Shortly after U.S. District Judge Barbara Crabb’s initial ruling to allow same-sex marriages, Wisconsin Attorney General J.B. Van Hollen requested Crabb to put her ruling on hold, arguing that allowing the marriages while the underlying case was pending created confusion about the legality of those marriages.

Crabb’s ruling puts an end to gay marriages while the appeal from Van Hollen is pending. Couples who were in the middle of the five-day waiting period to get a license, which most counties waived, are caught in limbo.

GREEN BAY, WI (WTAQ) - As the Green Bay Packers continue to snap up property around Lambeau Field, an anti-drug program might lose nearly all of its revenue as a result.

Brown County's "DARE" program -- the Drug Abuse Resistance Effort -- benefits from a parking lot near Lambeau.

Sheriff John Gossage says the program gets about $230,000 a year from parking cars on gamedays -- and while the Packers say they can use the lot this year, there's no guarantee beyond that.

The Brown County "DARE" program has four full-time officers who teach an anti-drug curriculum for 16 weeks each year in 57 schools in Brown County.

The Packers have been buying property around Lambeau for several years, with the goal of providing retail and entertainment revenues to keep the team thriving in the future.

Outagamie Co. committee endorses sale of lot for future expo center

APPLETON, WI (WTAQ) - Outagamie County's Finance Committee has unanimously endorsed the sale of a county-owned lot to the city of Appleton.

By a 5-0 vote, members sent the issue to the county's Property Committee next Tuesday. If approved there, the full County Board could vote on the deal later that night.

It still needs approval by Appleton's Common Council. That vote could happen sometime next month.

Under the terms, Appleton would pay the county just over $2 million for the land, plus provide the county with parking spots to make up for those being lost. The lot is intended to be used for the building of a convention center.

The expo center would be attached to the Radisson Paper Valley Hotel. Increased room taxes in several communities also need to be okayed to help pay for the $28 million project.

Walmart issue back in front of Green Bay City Council tonight

0

GREEN BAY, WI (WTAQ) - The Green Bay City Council is expected to take up a proposal to rezone the planned unit development of the Larsen Green site tonight.

However, Council President Tom DeWane is expected to seek a one-month delay in the vote as Alderman Tom Sladek recovers from a stroke.

"I would be in favor of that," says Alderman Chris Wery. "Before we didn't know Alderman Sladek's timetable, but now that we do and he wants to be part of this process, I think we should let him and his district be represented."

Last week, Mayor Jim Schmitt says he wouldn't support the delay and feels city leaders need to decide this issue sooner rather than later.

"I think the Mayor knowing where probably a majority of the council sits perhaps sees a tie vote of 5-5 on the horizon and sees a victory," says Wery. "And he would not want to wait too long to let Tom have a chance to weigh in."

Wery says if there is a tie vote, he expects Schmitt to break the tie by voting no.

Walmart is proposing a 154,000 square foot store with 623 parking spaces for the 16-acre site in the Broadway District.

If a vote happens tonight, Wery expects a close vote, but doesn't believe Schmitt will use his veto power. Last week, the city's Plan Commission adopted the planning department's recommendation against the proposal.

No matter what happens tonight, Walmart can’t receive the green light to build its Supercenter.

If the council wants to support Walmart’s plan, it would have to vote to take up the issue as a separate ordinance. That would mean the council could vote on the rezoning request next month, after a public hearing.

If the council votes along the same lines as the city's Plan Commission, it would be back to the drawing board for the retail giant.

The city council meeting begins at 7 p.m.

Green Bay City Council puts Walmart vote on hold

GREEN BAY, WI (WTAQ) - The controversial Walmart issue will last another month, after the Green Bay City Council approved a delay in a vote on a rezone of the planned unit development of the Larsen Green property.

City council members deadlocked on the proposal by Alderman Tom DeWane to delay this first reading of the zoning ordinance to allow for Alderman Tom Sladek, who's recovering from a stroke, a chance to vote.

"The calls that I've been getting lately have addressed the issue that we need to make it go away, we've had enough of this," said Alderman Jerry Wiezbiskie, who voted against delaying.

"We've worked on this now for 10 months, and I would really like to see us come to some fruition tonight," said Alderman Mark Steuer, also a no vote.

Joining Steuer and Wiezbiskie were Aldermen Brian Danzinger, Tim DeWane and Randy Scannell. Voting in favor of a delay were DeWane, Aldermen Chris Wery, Guy Zima, Andy Nicholson and David Nennig.

Green Bay Mayor Jim Schmitt put a damper on the dozens of anti-Walmart folks in attendance by casting the deciding vote in favor of a delay.

"Look this would be good for me tonight to deal with this, because I'm not supporting the project. But bigger than that is representation, and Alderman Sladek has a legitimate excuse," said Schmitt. "I would do this for, believe it or not, any alderman here. They deserve to be here, I've talked to Tom today and he wants to be here."

Now the earliest the city council could take up the rezoning issue is their next meeting on July 15. Walmart wants to have the 16-acre site in the Broadway District rezoned to allow for them to build a 154,000 square foot Supercenter with over 600 parking spaces.

According to city attorney Tony Wachewicz, the motion requires three readings which is equivalent to two city council meetings. So this controversial issue will continue throughout most of the summer.
