Gary L. Miller named chancellor at UW-Green Bay

GREEN BAY, WI (WTAQ) - The University of Wisconsin-Green Bay on Monday named Gary L. Miller their new chancellor.

Miller, who's currently the chancellor at the University of North Carolina-Wilmington, will assume the role at UWGB on August 1. He succeeds Tom Harden, who announced his resignation back in December.

Miller has a Ph.D. in biological sciences from Mississippi State University, along with a master's and Bachelor of Science degree in biology from the College of William and Mary.

The UW System Board of Regents approved Miller's appointment, based on a recommendation by a selection committee.

UW-Green Bay will hold a teleconference with the new chancellor today at 2:00 p.m.


Area high school students raise money for Habitat for Humanity house

KAUKAUNA, WI (WTAQ) - Over $100,000 to build a Habitat for Humanity house in Kaukauna was raised by a group of students from seven area high schools.

In just a few months, the students from Appleton North, East and West high schools, along with students from Kimberly, Kaukauna, Neenah and St. Mary Central raised the funds.

Some Neenah High School students approached Habitat for Humanity with the idea to build a home. The students needed to raise $75,000. Students from the other schools signed up quickly to join the project. The money was raised from a variety of fundraisers.

On Monday, the students helped out at the building site by putting together a shed for Bee and Gaosheng Thao, who are the new owners of the home.

Oshkosh woman dies of suspected heroin overdose; man arrested

OSHKOSH, WI (WTAQ) - Oshkosh police say a man has been arrested while they continue to investigate the suspected heroin overdose death of a 22-year-old woman.

Authorities were called around 11:20 p.m. Friday to the 1700 block of Glenwood Drive when the woman's mother wasn't able to contact her daughter.

Police arrived, went into her bedroom and found her body. 

The 22-year-old man was arrested Saturday night and jailed on a probation hold. Formal charges have not been filed in this case. 

55 workers laid off as Airadigm facilities close

LITTLE CHUTE, WI (WTAQ) - 55 area workers are about to be laid off when a wireless provider shuts down three local facilities.

The Wisconsin Department of Workforce Development says Airadigm is closing facilities in Little Chute, Appleton, Green Bay, Madison and Wausau. That will happen by August 1.

The layoffs will actually begin July 26.

Bemis looking to expand; could bring new jobs to Oshkosh

OSHKOSH, WI (WTAQ) - An Oshkosh manufacturer is looking to expand and that could mean more jobs.

However, Bemis says it needs $2 million from the city of Oshkosh to help the nearly $25 million plan.

That $2 million that Bemis needs would come through property tax reimbursements, impacting the properties near the plant. The money would be reimbursed over 10 years.

Bemis, which makes packaging for healthcare supplies, is looking to expand its facility on North Main Street. Currently, the company has 160 workers and the plan is to double the workforce over the next three years.

Oshkosh City Manager Mark Rohloff told FOX 11 the expansion would help the city, considering Oshkosh Defense plans to cut 700 jobs this summer.

“The jobs are very important with all the reductions in workforces we’ve been seeing in the area, this is a great time for something like this to occur and I think it demonstrates the resiliency of our economy,” said Rohloff.

The request by Bemis needs approval by several entities. The first is Oshkosh's plan commission, which will take up the issue on June 17.

Crash near Oshkosh leaves man with life-threatening injuries

OSHKOSH, WI (WTAQ) - A man from Oshkosh had to be flown to a hospital following a crash in Winnebago County Monday.

Authorities say it happened on Highway 44 at Burr Oak Road near Oshkosh around 5 p.m.

The crash, involving a car and an SUV, left the 35-year-old man with life-threatening injuries.

A 61-year-old Ripon man was hurt, but has non-life threatening injuries.

Green Bay native dies in boat that caught fire on Lake Michigan

CHICAGO (WTAQ) - The Coast Guard ended its search Monday for two people missing and presumed drowned after a boat caught fire on Lake Michigan near Chicago.  

A former Green Bay woman died in the incident, and another man survived but has given conflicting stories of what happened.  

Reports indicated that four people jumped from the burning boat on Saturday night on Lake Michigan, while it was going between Chicago and New Buffalo Michigan. One was found dead on Sunday. She was identified yesterday as 26-year-old Ashley Haws of Chicago, who used to live in Green Bay.  

The man who survived was confused due to hypothermia. At first, he said up to six people were missing -- but as he became more coherent, he said only two were still unaccounted for.  

The Coast Guard said it's likely that they did not survive frigid cold waters on the lake.  

Officials also wonder why the boat never issued a distress call, or tried to alert other boaters that something was wrong.

Wisconsin AG candidate Brad Schimel shows off plan to combat heroin abuse

GREEN BAY, WI (WTAQ) - The only Republican who's running for Wisconsin attorney general has unveiled a new plan to fight heroin abuse if he's elected.  

Waukesha County prosecutor Brad Schimel says the state is falling behind in addressing the matter, in spite of an aggressive campaign last year by outgoing Attorney General J.B. Van Hollen.  

Schimel proposes extra training for local law enforcement and prosecutors on heroin abuse. He also wants to form new partnerships that involve police, parents, teachers, and doctors -- and create a coalition with Wisconsin's neighboring states to share resources and solutions.  

State Assembly Republican John Nygren of Marinette, who led the charge to pass six heroin-related bills in the Legislature this spring, joined Schimel as he unveiled his plans in Green Bay and Madison.  

All four candidates to replace Van Hollen have said that heroin is the state's number one law enforcement problem.  

Schimel filed his nomination papers for attorney general before Monday's deadline, as did Democrats Susan Happ, Jon Richards, and Ismael Ozanne.  

The Democrats will square off in an August 12th primary.

Brown County Sheriff's warn of fake calls from "deputy"

GREEN BAY, WI (WTAQ) - The Brown County Sheriff's Department is warning residents about a recent number of fraudulent phone calls.

Citizens are complaining to the sheriff's office that a man in a southern accent is calling and identifying himself as "Deputy James Thomas." The man then tells the person he or she has fines for not showing up for jury duty. The caller claims the fines could lead to an arrest warrant.

The caller then instructs the person to take care of the fines by buying a prepaid card from Walgreens and calling back with the card's personal identification number.

Officials say they would never call and request any kind of personal information or payment over the phone. Anyone getting a call like this is asked to hang up and call the sheriff's department at (920) 391-7450.

Lisa Kotter welcomed back to her job as Clintonville City Administrator

CLINTONVILLE, WI (WTAQ) - Clintonville City Administrator Lisa Kotter was back on the job Monday afternoon.

That's after Kotter spent the past three weeks on administrative leave while the city investigated misconduct allegations.

On Monday, Mayor Judith Magee vetoed a measure passed by the city council last week to send Kotter's misconduct investigation to a labor attorney for review. 

Magee’s veto ended the investigation and reinstated Kotter to her job, according to FOX 11.

Kotter had been accused of abusing city funds for personal vacations.

Green Bay gas station robbed Monday evening

GREEN BAY, WI (WTAQ) - Police in Green Bay are investigating an armed robbery on Velp Avenue Monday evening.

Cops say a man pulled out a gun at the Citgo store in the 1200 block of Velp Ave. around 6:15 p.m.

No word on what the man stole.

Police say he fled on foot, but later got into a car. The car is described as a green four-door with rust on the bottom and a body type similar to a Dodge Stratus.

Witnesses describe the suspect as a white man, about 6'2" with short brown hair.

Green Bay gets resubmitted plans for proposed Broadway District Walmart

GREEN BAY, WI (WTAQ) - Some amended plans for a proposed Walmart Supercenter were submitted to the city of Green Bay Monday.

The documents and store renderings are fairly similar to those shown during a public open house last week. It does have some minor cosmetic tweaks to both the front facade and the west side of the building.

It still calls for a 154,000 square foot store in the Broadway District, and includes layouts for the 24-hour Walmart if approved by city leaders.

Walmart officials have previously said it wants to provide affordable goods and services to the people in the community. However, those plans have been met with loud opposition from community members, as well as city leaders and staff.

Green Bay's Plan Commission is meeting June 9 to consider Walmart's request to rezone that Larsen Green property to allow for this big-box development. It again must be approved by both the plan commission and the full city council.

Waukesha attack serves as warning to all parents

APPLETON, WI (WTAQ) - A Fox Valley psychologist says it's difficult for parents to stay on top of everything their child views on the Internet, in movies and on television.

It comes in the wake of two pre-teen girls in Waukesha allegedly stabbing their friend nearly to death as a sacrifice to a fictional online character named Slender Man.

What would possibly cause the 12-year-old girls to do this to their friend, who's also 12?

Catalpa Health psychologist Dr. Casey Hanson says it begins with an understanding of the distinction between fantasy and reality, which can happen at different ages.

"That hinges on a number of factors; kids' cognitive development, their exposure, how parents and others talk to them about the distinction between fantasy and reality," says Dr. Hanson. "We see some kids 3, 4, 5-year-olds start to develop that. But for other kids, it takes a lot longer. Even through age 11 or 12 before they have more of that concrete and operational thinking."

Dr. Hanson says the challenge is a tough one, with the advent of new media imagery being more of a feeling of realism over a book with just text. That's why parents need to be on their toes with what their child spends their time on, and don't be fooled with something which may be considered "age appropriate."

"11-year-olds can look at this...that doesn't mean your 11-year-old is capable of comprehending something given their maturity level," says Dr. Hanson. "And if you aren't critically engaged in what your child is doing, you miss out on those signs when they aren't ready to be exposed to something."

So how do you have that discussion with a pre-teen or teenager about what they're into, when all they want is space? Dr. Hanson says being honest about your intention and even age difference may help.

"I think even acknowledging that age difference, and showing your taking a valid interest out of concern, compassion and love really goes a long way," says Dr. Hanson. "Asking them what they saw, and how they understand that...the characters and why they appear more real, and how they relate that to real life, but helping them understand fantasy from fiction and propaganda."

Morgan Geyser and Anissa Weier are both charged with attempted homicide, after police said they stabbed the victim 19 times. She was hospitalized in stable condition at last word. 

According to prosecutors, the girls said they planned for months to kill their middle school classmate when they got together at Geyser's house for a sleepover on her birthday. 

If convicted as adults, their current charges would net them up to 65 years in prison each.

On Tuesday, Geyser's attorney told the Associated Press that she shows signs of mental illness and wants her moved to a mental institution. He also said Geyser should be tried in juvenile court, where she will have access to more social services and mental health treatment than in adult court.

Meantime, a Creepypasta Wiki site administrator wrote in a Tuesday post that the site “does not endorse or advocate for the killing, worship, and otherwise replication of rituals of fictional works.” That site contains stories involving Slender Man.

New apartment complex to be built on site of former Hilltop Apartment complex

ALLOUEZ, WI (WTAQ) - The Allouez Village Board has unanimously approved a site plan for a new apartment complex where a major fire destroyed the previous complex last year.

About 100 people were displaced after the Hilltop Apartments were destroyed in May 2013.

Hillcrest Lumber says they plan to break ground for a 48-unit apartment complex this summer called Village View. The new apartments will have higher rent than the Hilltop Apartments.

After the vote Tuesday, some neighbors expressed concern about parking issues and said they would prefer a park.

“We do have a question about the impact it’s going to have on the surrounding property values and that’s never really been discussed,” Matt Moore, a neighbor, told FOX 11.

“It’s a bittersweet project,” said Dan Doro, the construction supervisor. “We’re all excited about the project. We think it’s a nice project, but it was a disaster what happened last fall. We understand and we haven’t forgotten that part of it.”

Hillcrest Lumber expects the $4.5 million project to take six months to build.

Neenah police investigate robbery

NEENAH, WI (WTAQ) - Police in Neenah say an overnight robbery has left a man with facial injuries.

Cops say it happened in the 100 block of Depere Street around 2 a.m. Wednesday.

The 36-year-old victim told authorities that he was robbed by three people. However, he couldn't provide a good description of the suspects.

Police say the suspects stole some cash from the man.

Suspect in Oshkosh church burglaries arrested

OSHKOSH, WI (WTAQ) - Oshkosh police have arrested a man in connection with a number of church burglaries.

Authorities say the 26-year-old man was picked up for the burglary at Grace Lutheran Church and a theft of money from donation boxes at St. Jude Church on May 13.

The suspect was spotted on security cameras at Grace Lutheran Church. Several people called Oshkosh P.D. to help identify the man.

That man, who police say is homeless, was arrested Tuesday in Appleton. His name has not been publicly released.

Oconto County parks department asked to redesign shooting range

OCONTO, WI (WTAQ) - Officials in Oconto County say a shooting range is needed, but have decided to keep the Machickanee Forest Shooting Range closed.

The Oconto County forest and parks committee met Wednesday morning and gave the parks department the task of redesigning the shooting range to keep stray bullets from getting out. It's alos asking for potential locations to build a new range.

Last month, the range was closed after residents living nearby complained of rapid fire coming from the range, with bullets going through some back yards.

Design experts met with officials from Oconto County almost two weeks ago. Suggestions from that meeting included moving the range to a north-south direction from the current west to east. They could also angle it northward by 45 degrees.

Charges filed against four people in Oconto Falls meth bust

OCONTO, WI (WTAQ) - Formal charges have now been filed against four people arrested during a meth bust last week in Oconto Falls.

22-year-old Ashley Van Norman, 51-year-old Wendy Pogrant and 28-year-old Nicholas Block each face seven felony counts. 24-year-old Joseph Anderson faces six felonies. Charges against each person range from meth possession to maintaining a drug trafficking place.

The charges follow a May 28 search of a trailer home on Birch Avenue in Oconto Falls.

All made initial court appearances Wednesday. Block and Anderson are being held on $150,000 cash bonds, while bail for Van Norman and Pogrant was set at $100,000 cash.

All return to court Thursday for the balance of the initial appearance.

Manitowoc police arrest wanted woman hiding in trunk during traffic stop

MANITOWOC, WI (WTAQ) - Manitowoc Police could not believe what they found early Thursday, when they stopped a driver for leaving a gas station without paying for $30 of fuel.

An officer found the car, searched it, and found a 19-year-old woman hiding in the trunk.  

Lieutenant Craig Jansen tells WOMT Radio that the woman was wanted for months -- and she was returning from Chicago to pick up her brother with plans to go right back.  

The officer discovered the wanted vehicle on an Interstate 43 ramp.  

The Herald-Times-Reporter identified the fugitive as Courtni Vice, who was listed as one of Manitowoc's "Most Wanted." Police said she owed $6,000 of municipal citations, and was wanted on a state probation-parole warrant and a bench warrant for skipping out on court appearances.  

She's now in jail awaiting a court appearance. The driver was cited for theft and obstructing an officer.

New election in Outagamie County Board race ordered by judge

KAUKAUNA, WI (WTAQ) - There may be voters in Outagamie County who will have to go back to the polls for a race they already voted on.

A judge has struck down election results after 84 voters in Kaukauna were given the wrong ballot for a county board race. Some were supposed to cast ballots for the District 13 race between Leroy Van Asten and Jason Fischer. Instead they were given ballots for the District 10 race.

Van Asten won with 189 votes. 141 went to Fischer, who sought a new election. Fischer pleaded his case Wednesday and won.

“I’m happy with the outcome and now the voters will get to right to vote how they want,” the candidate told FOX 11.

“The court decided that there were a sufficient amount of voters who were not allowed to vote properly,” said Joe Guidote, the county’s attorney, who went on to say he was technically opposing Fischer.

Fischer’s opponent, Leroy Van Asten, was also in court Wednesday. He declined to comment.

Now the Outagamie County Board needs to decide when the new District 13 election will be.

The ballot needs to be available 47 days before an election to allow for absentee voting, according to state law. So state election officials say the election could be on the Aug. 12 ballot – if the board moves fast.

“Next week is the time when ballots for the August primary are being finalized and so if they want to do it then, they would need to act,” Reid Magney with the Wisconsin Government Accountability Board told FOX 11.

In that case, the county would not need to spend extra money on the new election. That could run as high as about $7,500.

The county board chair told FOX 11 the county’s finance committee will discuss the special election next Tuesday. She said the full board will meet right after that and will likely talk about it too.

The District 10 race, which was also affected by the ballot slip up, was not contested.
