Brown County Sheriff's investigate stop sign vandalism

BROWN COUNTY, WI (WTAQ) - Three cases of apparent vandalism to stop signs are being investigated by the Brown County Sheriff's Department.

Deputies were called to the intersection of Morrison Road and Highway X in the Town of Morrison just before 7 a.m. Saturday. Officials then get another call about 10 minutes later to the intersection of Ryan Road and Old Martin Road in the Town of Rockland. Then, just after 9 a.m. they were called to the intersection of Langes Corners Road and Town Hall Road in the Town of New Denmark.

Each time, the stop sign's post was broken at the base. Investigators believe a vehicle drove very slowly into the sign post. It's unclear when the signs were damaged.

The sheriff's department say that the person or people behind the damage will be held responsible for any crashes that happen because the signs were knocked over. If a crash involves injuries, the parties who knocked over the signs could face felony criminal charges.

Citation issued to school bus driver for Green Bay crash

GREEN BAY, WI (WTAQ) - Green Bay police say a citation was issued to the school bus driver for a crash last week on the city's west side.

The incident happened on Aspen Lane last Tuesday morning. The bus struck a tree after leaving the roadway.

The driver was given a ticket for inattentive driving. One of the 18 students on board suffered minor injuries.

GREEN BAY, WI (WTAQ) - An internal investigation has been completed by the Green Bay Police Department into an arrest caught on cell phone video that's been controversial since it went viral last month.

On April 19, 29-year-old Joshua Wenzel was arrested outside several bars on South Washington Street around 2 a.m. The video shows police officer Derek Wicklund reacting to being sworn at by Wenzel.

Officer Wicklund pushes Wenzel into a squad car and taking him down to the ground.

Wenzel was then arrested for resisting arrest and disorderly conduct.

It has sparked several debates, including whether the officer went too far and if the media should air the video as part of a story.

According to the department, the report will now go to Green Bay Police Chief Tom Molitor. The state Department of Justice is also expected to review the findings.

UPDATE: Highway 26 in Rosendale area back open after crash

ROSENDALE, WI (WTAQ) - An overturned semi on Highway 26 in the Rosendale area spilled 25 tons of meat renderings, which shut down the highway for almost nine hours.

Fond du Lac County Sheriff's officials say the driver, 33-year-old Joshua Martinez of Green Bay, suffered non-life threatening injuries and was taken to the Ripon Medical Center.

He apparently went into a ditch after missing a curve and the truck overturned while he was trying to get back on the road. The truck belongs to Green Bay-based Sanimax.

Crews are planning to spread lime on the road to help clean it up.

Part of Meade Street overpass in Appleton closed

APPLETON, WI (WTAQ) - The Wisconsin Department of Transportation says they've closed the northbound lanes of the Meade Street overpass in Appleton after settling of some of the sidewalk was discovered.

The settled area is on the approach to the north side of the bridge.

There is a 15-ton weight limit set for the bridge. DOT officials do say the bridge itself is safe and was inspected last fall.

Road crews are still investigating the issue and trying to figure out how to fix it.

The closure comes as the Richmond Street overpass continues to be closed for construction.

Mother, daughter accused of murder freed from jail

APPLETON, WI (WTAQ) - A mother and her daughter are being freed for now, as they await trials for the 2007 murder of the mother's domestic partner near Appleton.  

Outagamie County Circuit Judge Nancy Krueger ruled Tuesday that prosecutors violated Dianna and Kandi Siveny's requests for speedy trials. They filed those requests in January, and state law requires the trials to be held within 90 days -- or else the defendants must be released.  

Charges can also be dropped if the state deliberately violates a defendant's right to a speedy trial -- but Krueger said the Siveny case did not reach that threshold.  

55-year-old Dianne Siveny and her 35-year-old daughter Kandi are both charged with homicide and substantial battery in the slaying of Lara Plamann. Prosecutors said Kandi shot Plamann for cheating on her mother.

Separate trials for the two defendants are now scheduled for August and September.

Antlerless deer hunt may be suspended in northern Wisconsin

MADISON, WI (WTAQ) - If state wildlife experts have their way, deer hunters would only be able to shoot bucks in about the northern third of Wisconsin.  

The state Natural Resources Board will consider a proposal two weeks from Wednesday to suspend most antlerless deer hunts in the 17-county northern forest zone.  

Officials say the doe herd needs to recover from two straight rough winters in the far north.  

The Wisconsin State Journal says about 40 percent of juvenile deer that the DNR have been tracking with radio collars in the north have died since January 1st. That was when wind chills as low as 55-below were just starting to hit the region, along with four months of heavy snows.  

About 33 percent of radio tracked juvenile deer died in 2013, and just six percent in 2012.  

DNR big game ecologist Kevin Wallenfang said antlerless deer hunts would generally be banned in the north during the gun and archery seasons. Youth hunters, the disabled, tribal members, and military personnel on leave could still shoot does in the region.

Oshkosh school closed after overnight burglary

OSHKOSH, WI (WTAQ) - Police in Oshkosh say they need the public's help identifying a church burglary suspect.

The burglary took place Tuesday night at Grace Lutheran Church and School. 

Authorities say someone at the church noticed the burglary early Wednesday morning, prompting classes to be canceled at the school.

“One of the employees here at Grace Lutheran Church had come, seen that somebody had entered the building and when police arrived they had seen that a safe had been tipped over and a donation box had been broken into,” Oshkosh Public Information Officer Joe Nichols told FOX 11.

According to the school’s Facebook page school will resume as normal Thursday.

Nichols says the suspect got inside through a door at the church that was not properly locked. He says the suspect stole money from a donation box at the church, but police aren’t sure yet how much was taken.

New London man dies in rollover crash

TOWN OF DALE, WI (WTAQ) - Authorities say a New London man is dead after he rolled his pickup truck Tuesday.

According to the Outagamie County Sheriff's Department, the 61-year-old man lost control of his truck around 4:15 p.m. on State Highway 96. The trailer he was hauling caused the vehicle to jack-knife and roll over. 

The driver was trapped inside with severe injuries and died at the scene.

Authorities say it doesn't appear speed or alcohol were factors.

Highway 96 had to be shut down for five hours due to the crash.

Ex-Appleton Community Service Officer accused of underage sexual assault

APPLETON, WI (WTAQ) - Appleton police say a former Community Service Officer is accused of underage sexual assault.

19-year-old Tyler Jochman appeared in court Tuesday on charges of second-degree sexual assault of a child and sexual intercourse with a child age 16 or older. Jochman was released on a $5,000 cash bond.

Jochman resigned from the department Monday after working with the agency since June 2013.

Community Service Officers are not sworn police officers and help the department with a variety of civilian duties.

His preliminary hearing is set for Tuesday.

GREEN BAY, WI (WTAQ) - In honor of National Police Week and Peace Officers' Memorial Day, members of different regional police agencies are standing watch Thursday in front of the Green Bay Police Department.

In 1962, President John F. Kennedy declared that May 15 is Peace Officers' Memorial Day and that surrounding the 15th be National Police Week.

Officers representing various honor guards and police departments are volunteering for 20 minute shifts from sunrise to sunset in honor of all law enforcement officers killed in the line of duty.

In Wisconsin, there have been 271 such deaths and over 20,000 nationwide. Last year, 105 cops were killed around the nation.

Green Bay, WI, (WTAQ) - Thousands of runners are set to take part in the weekend events surrounding the 15-th Cellcom Green Bay Marathon. Race director Sean Ryan says there's a 5K, a half marathon....and the big one on Sunday....  26-point-2 miles through the streets of Green Bay.  Besides making the finish line....everyone has a different motivation.  He calls the effort to put this all togeather...huge. From runners who've trained for months, to the hundreds of volunteers that staff the aid stations, it's a production.   And the signature of this event is the last mile takes runners through Lambeau Field.  Planning for the 2015 Cellcom Green Bay Marathon begins right after the last finisher crosses the line on Sunday.

Town of Menasha police investigate young girl's injuries

TOWN OF MENASHA, WI (WTAQ) - A Fox Valley man is jailed on a probation hold while a 3-year-old girl is hospitalized following a 911 call Tuesday morning.

Emergency personnel were first called to a home in the 1200 block of Cold Spring Road in the Town of Menasha.

"After noticing the extent or severity of injuries, they contacted law enforcement to take a look at this case," says Town of Menasha Police Officer Jason Weber. "The child was taken to a local hospital, and subsequently flown to a Milwaukee hospital."

Weber says the extent of the girl's injuries isn't publicly known.

A 26-year-old man who was at the residence was taken into custody on a probation hold. Weber says two detectives assigned to the case continue to investigate.

GB City Council President calls for Advisory Council on Walmart issue

GREEN BAY, WI (WTAQ) - How the Green Bay City Council feels about the controversy over whether to build a Walmart in the Broadway District could become very clear...very soon.

City Council President Tom DeWane is taking the rarely used step of calling for an Advisory Council to meet on Monday to talk openly about Walmart's proposed 154,000 square foot Supercenter.

"I think it's important that the people of Green Bay understand where we're coming from," DeWane said. "Because it has been a hot topic, the aldermen have been getting tons of e-mails, tons of calls."

The council is made up of the council president and vice-president, and the chairs of 5 city council committees. 

While a binding vote isn't the outcome of that meeting, the public would get a sense of how the vote would go when the issue next comes before the entire council.

DeWane believes at this point the full council would vote 7-5 in favor of Walmart's proposal.

A community meeting on the latest Walmart proposal for the Broadway District is May 28. The Plan Commission is scheduled to take up the issue June 9. The purchase agreement that Walmart has in place for that Larsen Green property expires June 14.

KAUKAUNA, WI (WTAQ) - The Kaukauna Catholic School System says they're transitioning to Catholic classical curriculum starting this fall.

"We're hoping this enhanced curriculum will draw many new students to the Kaukauna Catholic School System," says Bishop David Ricken of the Catholic Diocese of Green Bay. "The new model will further integrate our Faith in Jesus Christ into all the academic subjects in a very intentional way."

The transition to the classical model includes:

  • Historical Emphasis/Integrated Curriculum -- History presented with Christ as the center and the key understanding time. Students will become well versed in the great ideas of Western civilization: democracy, science, art and literature, all while learning how these ideas unify our culture.
  • Age-Appropriate Methods -- Students will learn logic and reasoning skills while delving deeper into the information they had mastered in earlier grades. Students will learn how to think critically, debate and reason.
  • Emphasis on Language -- There will be a strong emphasis on reading, writing, phonics and vocabulary. Students will read the great literature of Western civilization and learn foreign languages at earlier levels.
  • Original Sources -- Students will read original sources, not just interpretations through textbooks. For example, rather than reading about the "Declaration of Independence," or the "Constitution," they will read and study the actual documents.

"One of the things we found is the high SAT scores, so that's the first thing that excited me about it was that this is an education that works," says Fr. Tom Pomeroy of Holy Cross Parish. "This is very important to our school's mission of forming disciples in Jesus Christ while providing an excellence in education."

These enhancements in curriculum will be phased in over several years, as teachers introduce the methods and content into their classrooms. In the first year, the focus will be on Faith integration. Some KCSS teachers will attend a Catholic classical conference this summer. 

Officials say demand from parents is part of the reason for this move. Currently, there are nearly 200 students in the Kaukauna Catholic School System, which is supported by the parishes of Holy Cross and St. Katherine Drexel in Kaukauna.


Shawano man arrested for firing gun inside apartment

SHAWANO, WI (WTAQ) - Police in Shawano say a man is in custody after he fired a gun inside an apartment complex.

Reports of shots fired were coming in to the department around 11 p.m. Thursday from the complex on Kadletz Street. 

Police say there was only one gunshot, and officers say the man tried to flee but was caught.

No one was hurt. Authorities say he was the only person in the apartment. He's facing weapons and drug charges.

4th GOP candidate declares bid for 6th District Congressional seat

OSHKOSH, WI (WTAQ) - Another Republican is running for the open U.S. House seat in east central Wisconsin.  

UW-Oshkosh researcher Nancy Olson has announced her bid for the Sixth District seat to be vacated by the retiring Tom Petri.

Olson grew up on a family farm in central Wisconsin. She has worked in the agricultural industry, as a legislative aide, and as a reporter for the Marshfield News-Herald.  

Olson has been in her current job since 2011, and she lives south of Oshkosh. She says her goals would be to boost job creation, reduce the national debt, and reign in what she calls "uncontrolled spending."  

Her husband Todd Olson was killed in Iraq almost a decade ago, and she said helping families is another of her priorities.  

She'll run in an August primary against three GOP state lawmakers -- Senators Glenn Grothman and Joe Leibham, and Representative Duey Strobel.

Funeral arrangements set for Sgt. Heidi Ruh

KIEL, WI (WTAQ) - The funeral for a local soldier killed while serving in Kosovo has been announced.

Army Sgt. Heidi Ruh wil be remembered during services next week at St. Peter's United Church of Christ in Kiel.

According to Meiselwitz-Vollstedt Funeral Home’s website, the funeral with full military honors will be held at 5:00 p.m. Monday. Visitation will begin at 1:00 p.m.

Military officials say Sgt. Ruh was fatally shot last Friday at Camp Bondsteel.

Cleaner burning SS Badger sets sail

MANITOWOC, WI (WTAQ) - It's New Year's Day for the SS Badger.  

About 200 people rode the car ferry on the season's first trip Friday across Lake Michigan from Ludington to Manitowoc.  

Well-wishers and balloons greeted the boat upon its arrival in eastern Wisconsin. It was a cold day to set sail, but at least the sun was out.  

The ferry is starting to use a cleaner-burning coal, as ordered by the federal government.  

The Badger's owners spent over $1 million to install combustion controls this past winter, as part of a consent decree with the federal government.  

The boat must reduce its coal-ash emissions this year, and eliminate them next year.  

The Badger has carried people and their vehicles across Lake Michigan for decades. It's the nation's last steam-fired coal-burning vessel.

Former Two Rivers manufacturing plant could become bottling plant

TWO RIVERS, WI (WTAQ) - A former manufacturing plant in Two Rivers could house a maker of energy drinks by the end of the year.  

Dan Wergin, a co-principal of Paragon Partners, wants to bring in a plant that would make Danny's Deliriously Delicious Coconut Water and Increase Energy drink.  

A Manitowoc County review board has approved a ten-year, $250,000 loan to Wergin and a partner to put the new facility in a former Paragon plant.  

The city of Two Rivers is considering another loan of three-quarter million dollars, leaving Paragon to put up just over $1 million.  

Wergin tells the Manitowoc Herald Times Reporter that Danny's needs extra production capacity.

The beverages are now being produced at a bottling plant in Mexico. Once initial production gets going, Wergin says the facility might have around 200 jobs.
