Snowstorm in northern Wisconsin could impact river flooding

SHIOCTON, WI (WTAQ) - Another big snowstorm is heading toward far northern Wisconsin.  

That's bad news not only for the north, but for the rest of the state which will inherit that precipitation in the form of flood waters.

Folks in the southern two-thirds of Wisconsin already know what that's like. Parts of eight rivers in the state are under flood warnings from the National Weather Service.  

Many of those places got the remnants of up to 18 inches of snow in far northern Wisconsin from two weeks ago. Up to a foot more snow is projected in the same region for Wednesday.

Three new river warnings have been posted in the last day. The Wolf River at Shiocton and the Baraboo River at Rock Springs were predicted to go over their banks late Tuesday morning -- and the Fox River at Berlin is scheduled to go above its flood stage Tuesday evening.

The Chippewa River at Durand crested Monday night. It's supposed to get back within its banks Wednesday.

Previous flood warnings continue on four parts of the Kickapoo River in southwest Wisconsin -- along the Wisconsin River at Portage and the Fox River in Kenosha County -- the Baraboo River at Baraboo -- and parts of the Milwaukee and Sheboygan rivers.

Feeding American brings mobile food pantry to Appleton

APPLETON, WI (WTAQ) - Feeding America Eastern Wisconsin drove its mobile food pantry into Appleton for an event Tuesday.

Feeding America partnered with the Salvation Army and other charities for the pantry stop. It has enough food to feed approximately 500 people.

Officials say it can help out those neighbors you may not think of that are in need of help.

“Really what we find are that the people in need are our neighbors, you may not think that someone in need lives near you or works with you but the reality is that they probably live down the street,” Gina Styer of Feeding America Eastern Wisconsin told FOX 11.

A similar truckload of food will be brought to those in need in Green Bay on May 1st thanks to Feeding America.

RAW VIDEO :: Overnight shooting in Green Bay leaves one man dead

GREEN BAY, WI (WTAQ) - Green Bay police are investigating an overnight shooting. 

32 year old Steven Sims is dead and police say he was the victim of a targeted attack.  

Police called around 11:15 p.m. to a report of shots fired in the 1100 block of Stuart Street. While checking that out, the call came in about a man taken to the hospital with a gunshot wound. 

Police determined the two calls were related.  

Police say at this time there are no suspects in custody. According to police, Sims recently moved to the area from Kenosha.

Fire damages Oconto High School; classes canceled until next week

OCONTO, WI (WTAQ) - A fire damaged the inside of Oconto High School Wednesday morning.

Fire crews say the blaze happened between class periods, around 8:45 a.m., inside a boys' bathroom. The flames were put out within minutes.

Oconto school district officials say the 300 students and 42 staff members evacuated safely and according to protocol. Students were given the choice of going straight home or being bused to the middle school, where they were then released.

According to district officials, the northern part of the building had extensive smoke damage and it was spread through the building's ventilation system. This damage is prompting school leaders to cancel classes on Thursday. School was already not going to be happening Friday, due to the Good Friday holiday.

The arson investigator with Oconto's Fire Department is looking into whether the fire was intentionally set. Video from the school's security cameras are being looked at as part of the investigation.

Summit this week aims to teach tribes how to grow, preserve their own food

ASHWAUBENON, WI (WTAQ) - The Oneida Indian Tribe is hosting a four-day summit this week to teach Native Americans to grow and preserve their own food.  

About 350 people are taking part in the second annual Native Food Sovereignty Summit in Ashwaubenon.  

Conference organizers say it's important to have self-sufficient food systems for cultural reasons -- and to fight common Native American health conditions like heart disease and diabetes.

Ho-Chunk tribal education project manager Woodrow White said tribes used to have very large organic gardens -- and they've gotten away from that. White said he often encourages youth groups to invest in their soil -- and many young people are interested in it.  

In White's words, "Food is medicine -- If It's grown well and wisely, your health is right on."  

For years, the Oneida tribe has run a food production outfit that includes an organic farm, bison herd, cannery, and retail store. The cannery is also a classroom and community kitchen.

Green Bay Packers fandom now has its own dating site

GREEN BAY, WI (WTAQ) - Just when you thought there is Green Bay Packers' everything in Wisconsin, there's something new -- a dating site for Mr. and Ms. Cheesehead.  

Kelly Davis said like-minded men and women have logged onto GreenBayPackersLovers.Com for the last few weeks.

The site, at last check, has 218 women as members, along with 318 men.

It seeks to end the anguish of a Packer fan being in a mixed relationship with someone who bleeds Minnesota purple or Chicago navy blue.

Davis says the Web site has forums, a full chat page, and places to send and receive messages and winks.

Of course, there's a link to Packers' merchandise on Amazon.Com. Davis says the site is for anyone looking for true love, a long-term relationship, or just fun and friendship.

East side Green Bay suspected drug house shut down

GREEN BAY, WI (WTAQ) - Another suspected drug house on Green Bay's east side has been shut down.

Green Bay police say residents living at 1201 Doblon Street were kicked out of the house on Wednesday. That's after officials declared it a public nuisance.

Cops believe that residents in both the upper and lower units of the home were selling illegal drugs.

Neighbors were notified by police officers. It's the fourth suspected drug house the Green Bay P.D. has closed down.

Miron Construction agrees to pay settlement for improper billing practices

MILWAUKEE (WTAQ) - One of Wisconsin's largest construction firms has agreed to pay $4 million to settle an FBI investigation into some of its billing practices.

The U.S. Attorney's office in Milwaukee said Wednesday that Miron Construction of Neenah signed a non-prosecution agreement in February.  

Miron was alleged to have billed its labor costs improperly in cost plus fee arrangements for building projects in five Wisconsin school districts -- Abbotsford, Marathon, DC Everest, De Pere, and Waunakee.  

As part of the settlement, Miron agreed to change some of its accounting practices. It also agreed to allow an independent monitor oversee its operations.

U.S. Attorney James Santelle said his office accepted the three-year agreement so Miron's employees can be protected.  

The firm employs around 1,200 people. The agreement allows Miron Construction and its two top officials to neither admit nor deny the allegations.

GBPD names person of interest in homicide

GREEN BAY, WI (WTAQ) - Green Bay police say they need the public's help in finding a person of interest in a fatal shooting earlier this week.

Authorities say 32-year-old Steven Sims died from gunshot wounds he received late Tuesday night at an apartment in the 1100 block of Stuart Street. Sims was the boyfriend of a woman who lived at that apartment.

Police say the couple had been having problems with their relationship and he hadn't been living there recently. Sims had moved to the region a few years ago from the Chicago area.

During a news conference Thursday, officers identified 21-year-old Terry Lee Shepard as the person of interest. Shepard was convicted of several crimes, including battery and theft of a vehicle in 2010. He was just released from prison on April 7 and arrived in Green Bay on Tuesday.

Cops say they've recovered the handgun they believe was used in the shooting by Shepard.

The Wisconsin Department of Corrections has a warrant out for Shepard's arrest on a probation violation. Police say they consider Shepard armed and dangerous.

While he may still be in the Green Bay area, police indicate Shepard also has family in the Kenosha area.

Another propane emergency declared by Gov. Walker

MADISON, WI (WTAQ) - Governor Scott Walker has declared another 10 day energy emergency in Wisconsin, to help propane suppliers deliver heating fuel to those who need it.  

The Republican Walker said the lingering cold weather is still keeping the demand for propane high.

Walker's declaration allows propane delivery trucks to exceed spring weight limits.  

The governor said a number of folks are still in need of propane. Officials stopped posting weekly statewide average prices in late March -- apparently assuming spring would be around the corner.

The state Energy Office reported an average of $2.09 a gallon for propane as of March 24th. That's about three dollars than the peak price spike in mid-January.  

The federal Energy Information Administration reported a St. Patrick's Day price of $2.25 in Wisconsin, down by $1.43 over the previous five weeks.  

Temperatures fell below zero earlier this week in northern Vilas County close to the Upper Michigan border -- and highs in central Wisconsin faild to reach the freezing mark in some places, at a time when the normal high in Green Bay is 55 degrees, and 59 in Madison.  

Thursday's highs won't reach those levels. The afternoon highs are supposed to range from the upper 30's and low 40's in the far north, to the low 50's in the far south. Near-normal temperatures are predicted to return on Saturday.

Report: Oshkosh pharmacist pleads guilty to illegal sale of prescription drugs

OSHKOSH, WI (WTAQ) - A pharmacist in Oshkosh has agreed to plead guilty to selling prescription pain relievers and muscle relaxants online, against federal law.  

The Oshkosh Northwestern said Charles Schultz promises to plead guilty to defrauding the government and illegal distribution of controlled substances. A plea hearing is set for April 28th.  

Authorities said Schultz contracted with a RX Limited, an online retailer that sold the drugs throughout the nation with no prescriptions needed.  

The Oshkosh paper said Schultz made over $235,000 from his Internet practice since 2006.

Authorities search for missing Brown County woman

BELLEVUE, WI (WTAQ) - The Brown County Sheriff's Department needs your help locating a missing and possibly endangered woman.

20-year-old Tricia E. Kiley lives at a Pittsfield foster home. Kiley was supposed to get on a bus from downtown Green Bay around 4:20 p.m. Wednesday, but never did.

No one has seen or heard from Kiley since.

She's described as 5'4" and 155 pounds. Kiley has brown or black chin-length hair that's usually pulled into a ponytail that sticks up in the front.

Charges filed against Tappa for Oconto bar fire

OCONTO, WI (WTAQ) - Oconto police say they've charged a suspect believed to have set a bar on fire on Christmas Day.

Officials say 39-year-old Donald L. Tappa is facing a total of ten charges, including arson, burglary, theft and criminal damage to property.

The initial investigation found that there were signs of burglary and the blaze was set on purpose at the Log Jam Saloon. Police indicate that an officer saw Tappa sitting in a vehicle across the street from the bar just before the fire was reported.

According to prosecutors, someone broke into a safe, jukebox and ATM at the bar. Two witnesses told police they saw Tappa with large amounts of $20 bills the next day.

The criminal complaint shows that police found prying tools and a reciprocating saw in Tappa's apartment and a garage he had access to. They also found a backpack that smelled of smoke.

Tappa has been jailed since January 8 due to a probation violation.

Investigators: No charges filed in Appleton police shooting

APPLETON, WI (WTAQ) - Investigators said Thursday that Appleton police did not break the law when they shot an armed shoplifting suspect last week on the city's south side.

At a news conference, the Green Bay Police Department and the Outagamie County District Attorney's Office unveiled their results. DA Carrie Schneider said that no charges will be filed against the officers involved in the April 10 incident, Sgt. Greg Pieper and Officer Brandon Edwards.

An update on the condition of the shooting victim, who's been identified by his sister Autumn Jacobs as Adam Jacobs, was not given. 

That night, officers responding to a shoplifting complaint at a gas station on South Oneida Street around 7 p.m. When cops arrived, they found Adam Jacobs in the 1300 block of South Monroe. He pulled out a gun, and refused officers' commands to drop it. Jacobs was then shot four times.

Investigators say the gun turned out to be an air soft gun, which had the orange tip filed off to look like a real gun. Officials also said that Jacobs told them he planned to commit suicide by being shot by police officers. 

The Appleton Police Department says they will perform their own study to ensure proper guidelines were followed. That's expected to take about two weeks.

Both Sgt. Pieper and Officer Edwards remain on administrative leave.

Wisconsin Michaels stores involved with major data breach

GREEN BAY, WI (WTAQ) - Seventeen Michaels' arts and crafts stores in Wisconsin were affected by a recent data breach.  

That's what the company confirmed Thursday, when it offered a free year of identity theft protection and credit monitoring to the affected customers.  

An estimated 2.6 million debit and credit cards had data stolen from Michaels' stores nationally from last May through January 19th.

Hackers used malicious software to steal the cards' payment numbers and expiration dates. Michaels said no personal information was taken -- and customers names and addresses remain safe along with their PIN numbers.  

The Wisconsin stores affected by the breach are in Brookfield, Brown Deer, Eau Claire, Germantown, Grafton, Grand Chute, Green Bay, Janesville, Madison, Middleton, Milwaukee, Mount Pleasant, New Berlin, Onalaska, Plover, Wausau, and West Allis.

Associated Bank sees Q1 earnings grow, profits fall

GREEN BAY, WI (WTAQ) - Wisconsin's largest homegrown bank produced more earnings than expected in the first quarter of this year -- but its profits were still less than a year ago.  

Associated Banc-Corp of Green Bay reports a net income of $44 million from January through March, down from just over $46 million during the same period in 2013.  

Earnings remained the about the same at 27 cents a share. That beat the estimate of 25 cents in a Yahoo poll of 17 Wall Street analysts.

Officials said higher interest rates put a crimp into home refinancing activity. Mortgage banking revenues dropped from about $18 million in the opening quarter of last year, to $6.4 million now.

Also, Associated added $5 million to the reserve fund that covers losses from bad loans.  

Associated CEO Philip Flynn said the bank had a robust growth in its overall loan activity, especially in its commercial business lines.

Man killed in Fox Valley crash identified as Green Bay man

GRAND CHUTE, WI (WTAQ) - A man killed in a freeway crash in the Fox Valley was identified Friday as 60-year-old James Lindeman of Green Bay.  

Authorities said he was in the back seat of an SUV that was struck by a car which veered out of control.

It happened Wednesday morning on Highway 41 near the Highway 15 exit in Grand Chute.  

Lindeman died at the scene.

The SUV driver and two other passengers had non-life-threatening injuries. The car driver was not injured.

Green Bay police utilizing electronic billboards in Terry Shepard search

GREEN BAY, WI (WTAQ) - The Green Bay Police Department is using electronic billboards in the manhunt for the person of interest in a homicide this week.

Investigators believe Terry Shepard shot at Steven Sims inside an apartment on Stuart Street Tuesday night. Sims later died at a hospital from his injuries.

According to police, the billboard company provided the advertising space for free. It'll appear along area highways and on both sides of the city.

Authorities estimate that tens of thousands of people each day will see the message.

Garage fire in Green Bay

GREEN BAY, WI (WTAQ) - Green Bay Metro fire officials say a garage is a total loss following a fire early Saturday.

The call went out just after 5:30 a.m. to the home in the 400 block of N. Taylor Street.

Fire crews were able to contain the blaze before it got to the house. No injuries were reported.

Officials don't know yet what caused the fire.

Officials: Missing Pittsfield woman found

BROWN COUNTY, WI (WTAQ) - The Brown County Sheriff's Department says a Pittsfield woman reported missing and endangered has been found.

The initial report issued on Thursday said 20-year-old Tricia E. Kiley was supposed to get on a bus in Green Bay Wednesday afternoon and did not.

Right now, officials say no further information is being released.
